Bill Text: Provide a grant to the Board of Directors of the Kennedy Krieger Institute, Inc. to assist in
the design, construction, and equipping of a new Clinical Research Building and for the design,
construction, renovation, and equipping of the Inpatient Clinical Center in Baltimore City, subject to
the requirement that the grantee provide an equal and matching fund for this purpose.
Notwithstanding the provisions of Section 1(5) of this Act, the matching fund may consist of funds
expended prior to the effective date of this Act.


Program Description: Under this program, the Kennedy Krieger Institute plans to conduct two
projects. The first project is the construction of a new Clinical Research Building focused on
developmental disabilities. The second project is the renovation of the Inpatient Clinical Center, an
existing facility which will include upgrading existing spaces and providing for additional research
beds at the center. The fiscal 2009 budget provides funds to assist in the construction and equipping
of the Clinical Research Building.


Comments: The Kennedy Krieger Institute has received several grants in recent years for various
activities associated with the National Center for Advanced Research in Developmental Disabilities.
Grants were provided to the Kennedy Krieger Institute in fiscal 2000 and 2004 through 2008, totaling
$6.75 million. The current State commitment is considered a separate project with no prior
authorizations.

       The Clinical Research Building and Inpatient Clinical Center projects included in the
2008 Capital Improvement Program (CIP) are new projects that were not included in the 2007 CIP.
The research building and the inpatient facility’s total estimated cost is $40.0 million. The 2008 CIP
includes general obligation (GO) bonds totaling $5.0 million over three fiscal years for this project,
which are 12.5% of the estimated total cost. The remaining two years of the State matching funds are
included in the CIP for fiscal 2010 and 2011. Project funding includes $35.0 million of nonbudgeted
matching funds to be raised by the Kennedy Krieger Institute.

       This funding will assist in the construction of a new Clinical Research Building and
renovation of an existing Inpatient Clinical Center. The Clinical Research Building will be 54,000

square feet and will be located at 716 N. Broadway. There are two key components of this new
facility. First, the building will house the Kennedy Krieger Institute’s Learning Disabilities Research
Center. In addition, the building will also house the new 7.0 Tesla magnetic resonance imaging
scanner.

        The Inpatient Clinical Center will be renovated in phases as funding allows. The center
focuses on the children at Kennedy Krieger Children’s Hospital who need 24-hour therapeutic care.
The research conducted at the Inpatient Clinical Center focuses on creating new therapies for severe
forms of autism and spinal cord paralysis. One notable feature of this renovation is the addition of 20
beds to the existing 40-bed unit.

        The Kennedy Krieger Institute indicates that updated facilities are important in maintaining
grant funding and remaining in the position as a leader in working with children with developmental
disabilities in Maryland.

       The Kennedy Krieger Institute indicates that the design stage has already been completed on
the Clinical Research Building. This building is currently under construction and is expected to be
completed in fiscal 2009. The Inpatient Clinical Center renovation project will occur after the
completion of the Clinical Research Building in late fiscal 2009.
