Bill Text: Provide a grant to the Board of Directors of the Kennedy Krieger Institute, Inc. to assist in
the design, renovation, construction, and equipping of a facility in Baltimore City for use as a
National Center for Advanced Research in Developmental Disabilities, subject to the requirement that
the grantee provide an equal and matching fund for this purpose. Notwithstanding the provisions of
Section 1(5) of this Act, the matching fund may consist of funds expended prior to the effective date
of this Act.
Program Description: The Kennedy Krieger Institute plans to create a National Center for
Advanced Research in Developmental Disabilities. The project will construct/renovate 10,000 net
square feet (NSF) of space in the 700 block of North Broadway in Baltimore City and 17,000 NSF in
the 800 block of North Broadway in Baltimore City. A 7.0 Tesla Magnetic Resonance Imaging
(MRI) Scanner will also be purchased.
Comments: The National Center for Advanced Research in Developmental Disabilities is composed
of several projects, which began in fiscal 2001, to investigate brain and spinal cord disorders. There
are currently three projects which are part of the project included in the Capital Improvement
Program: (1) Spinal Cord Research Lab at 707 North Broadway, which totaled $1.2 million; (2)
Clinical Research Space Reconstruction, budgeted at $7.0 million, which is part of a project at 801
North Broadway; and (3) Brain Imaging Expansion, budgeted at $8.0 million, which is part of a
project at 716 North Broadway. The total cost for these three projects is estimated at $16.2 million,
for which State support totals $4.5 million. The $1.0 million proposed fiscal 2008 grant would
complete the State’s financial commitment to the project. These funds will be used for improvements
in the 800 block of North Broadway. The remaining funds will come from National Institutes of
Health grants and private donations. This facility will provide space for research in functional
genomics, behavioral analysis, and pediatric rehabilitation. These three projects are scheduled for
completion in January 2009.
