Bill Text: Provide funds to complete detailed design and construct the new Health and Human
Services Building.


Project Description: This project involves constructing a new 160,000 gross square foot building to
house 5 academic programs which are among the university’s core programs: nursing, criminal
justice, social work, applied psychology and rehabilitation counseling, and a portion of education.
The building will contain classrooms, laboratories, offices, diagnostic and treatment clinics, and other
necessary spaces to support these programs, and house the Graduate Studies Division. The fiscal
2006 budget includes additional design funds and construction funds.


Comments: Coppin has not had a major new building in over 25 years. The institution was planned
in the 1970s to accommodate 1,500 full-time day-equivalent students. Enrollment has increased by
over 40% to 2,151 since the 1970s, and another 20% increase is anticipated by 2013. Space deficits
in classrooms and laboratories constitute a significant percentage (over 50%) of existing space.

    Coppin specializes in fields such as teaching, nursing, law enforcement, and counseling that
require significant hands-on training. The nursing center, for example, is located in a row-house that
was not designed for the purpose. Moreover, Coppin’s facilities do not meet the “comparable and
competitive” standard prescribed in the partnership agreement between the State and the U.S.
Department of Education’s Office for Civil Rights. This project will help address parity between
historically black and traditionally white higher education institutions. The total cost of the project
includes a 9.8% A/E fee attributable to complexities in the project related to site work and
architecture. Specifically, this includes site master planning for 3 – 4 buildings and consolidating
properties, demolition of existing buildings, and a forensic specialty consultant.
