Bill Text: Provide a grant to the County Executive and County Council of Montgomery County to
assist in the design, renovation, and capital equipping of the Montgomery County Detention Center in
Rockville, subject to the requirement that the grantee provide an equal and matching fund for this
purpose. Notwithstanding Section 1(5) of this Act, the matching fund may include funds expended
prior to the effective date of this Act.
Project Description: This request is for the State share of funds to renovate the Rockville facility
into a 300-bed short term holding facility with an enlarged, permanent central booking facility. The
facility will contain space for storage as well as for training correctional staff. The central booking
component will contain space for the District Court commissioner, pretrial assessment, and the public
defender.
Comments: The total cost of the project is $21,850,962. The State’s share of the total cost is
$9,090,000, or 41.6%. The State’s share represents the statutory contribution to the overall costs of
the project. The State’s contribution is either 50% of eligible costs or 100% of eligible costs
depending on the estimated length of stay of the inmates. Since some of the costs associated with this
project are not eligible for State participation, the State’s share is below 50% of the total project costs.
