The Department of Public Safety and Correctional Services (DPSCS) fiscal 2003 capital budget
program includes funding for four projects totaling $8,897,000 in General Obligation (GO) bonds. These
projects are:
Ä $6,560,000 for fire safety and other utility improvements at the Patuxent Institution. The project
includes the installation of sprinkler and associated water supply systems, wastewater and plumbing
improvements, ventilation and smoke evacuation system improvements, and other means of
emergency egress.
The project will be completed over a four-year period from January 2001 through January 2004. The
total cost is projected to be $19,808,000. The first phase, the renovation of the Defective Delinquent
building will be completed over the course of two years, fiscal years 2003 and 2004. This phase is
projected to cost $13,699,521 of which $6,560,000 is recommended for fiscal 2003.
Ä $2,000,000 to complete the renovation, installation, and upgrade of systems for fire safety, plumbing,
electrical, and emergency lighting at the Baltimore City Detention Center. Funding for this project
was initially approved in 1992, but completion has been delayed for several reasons. Another $1.1
million will be requested in fiscal 2004 to complete the project.
Ä $215,000 for capital equipment for the newly renovated kitchen/dining hall (11,000 GSF) at the
Central Laundry facility. The project converted the existing production kitchen into a receptor
kitchen, that is one that will receive food from the central kitchen at Hagerstown to chill/heat and
serve food.
Ä $122,000 for capital equipment for the support services building for the new 512-bed housing
complex at the Western Correctional Institution. Construction funds totaling $23.5 million will be
requested for fiscal 2004 toward construction of the new maximum security housing.
Exhibit 1 shows the department’s projects with requested funding for fiscal 2003 as well as each
project’s total cost and anticipated future funding requirements, if any.

Recommended Actions
A recommendation has been made to fund the completion of the Public Safety Training Center
(PSTC) with GO bonds instead of PAYGO/general funds. As a result, GO bonds in the amount of
$3,156,000 will need to be approved for the current phase of the renovation of the PSTC. The special
funds heretofore used for the capital portion of the PSTC will be put toward operating expenses.
