Shelter and Transitional Housing Facilities Grant Program

Bill Text: Provide grants to acquire, design, construct, renovate, and equip facilities for homeless
individuals and families. These funds shall be administered in accordance with the Code of Maryland
Regulations (COMAR) 05.05.09.


Program Description: The Shelter and Transitional Housing Facilities Grant Program provides grants
to local governments and nonprofit organizations to develop emergency shelters and transitional housing
for homeless individuals and families.


Year Program Began: 1990


Comments: The fiscal 2002 Capital Improvement Program (CIP) anticipated $2 million in general
obligation bond (GO) funding for the Shelter and Transitional Housing Facilities Grant Program in fiscal
2003. While the fiscal 2003 allowance provides just $800,000 of GO Bonds, when combined with
approximately $2.0 million of unencumbered fiscal 2001 and 2002 bond authorizations, the fiscal 2003
allowance will exceed the planned amount of funding for the program included in the fiscal 2002 CIP.

    The fiscal 2003 CIP reduces the planned funding levels from $2.0 million to $1.0 million for each of
fiscal 2004 through 2006 from what was planned in the fiscal 2002 CIP.

Recommended Actions
   Reduce $400,000. This program has nearly $2.0 million in unencumbered funds from the previous
two fiscal years. The department should utilize these funds for projects that are ready to go.


Fiscal 2003 Proposed Projects
    The Department of Housing and Community Development reports six projects under review totaling
$2,206,313. These applications will fully utilize the balance of the fiscal 2002 authorization and the
fiscal 2003 request.
