Bill Text: Provide funds to construct a new communications center and pedestrian bridge.


Project Description: The proposed communications center will be a new 72,400 gross square foot
building to house the Communications Studies Department, the Media Center, programs for the College
of Arts, and the WEAA radio station. These departments and programs are currently located in Banneker
Hall, which was not designed to house modern communications functions. The facility will include
classrooms, lab space, conference rooms, a resource room, and a lounge. The project also includes a
600-foot pedestrian bridge. The bridge will connect the north campus with the main campus.


Comments: Morgan State University (MSU) is requesting $18.4 million in fiscal 2003 to construct the
new communications center and pedestrian bridge. Last year’s Capital Improvement Plan (CIP)
anticipated $18.2 million in construction funds for fiscal 2003. The increase in construction costs is
attributable to more definitive numbers that are based on the architect’s schematic design. MSU is
reporting a space deficit which comprises 6,000 net square feet (NSF) of media space, 8,196 NSF of lab
space, and 1,028 NSF of classroom space. The current communications facility, Banneker Hall, was
constructed in 1938. MSU is requesting $600,000 in planning funds for fiscal 2003 to renovate Banneker
Hall to house other departments. The renovation request will be discussed in a separate analysis.

Recommended Actions
   Defer. Due to the uncertainties of the availability of capacity within the debt limit, as projects
previously funded with PAYGO are moved into the bond program, it is necessary to defer otherwise
meritorious projects until sufficient resources are available to fund them.

    The estimated operating budget impact for this project includes a substantial increase in expenditures
in fiscal 2005 to purchase additional equipment and to pay contractual services. Other ongoing costs
include salaries for additional support staff, fuel, and utilities.
