GO Bonds $4,133,000 Recommendation: Approve with language
Bill Text: Provide a grant to the Board of Trustees of The Johns Hopkins University to assist in the design, construction, and capital equipping of two additions to the existing School of Public Health, subject to the requirement that the grantee provide an equal and matching fund for this purpose.
Program Description: Construct two additions, totaling 106,000 gross square feet (GSF) to the existing Bloomberg School of Public Health. One addition, 60,000 GSF, will provide lab and research space for an additional 224 researchers. The other addition, 46,000 GSF, will provide complementary office-based research space for 160 persons.
Year Program Began: 2001
Comments: When the building was built, it was designed for additions, so minimal design is necessary. The project is expected to be complete in June 2002, ahead of schedule. The project will allow for 349 new staff positions. The total project cost is $28.5 million. The State’s share is 22%. The requested amount for fiscal 2003 includes $2,067,000 to replace an equal amount of general fund PAYGO planned for reversion as part of cost containment.

Recommended Actions
Approve with language. This project is underway; therefore, deferral is not recommended. Add the following language to the bill: The fund may consist of funds expended prior to the effective date of this Act . Explanation: This language was inadvertently omitted from the bill as introduced and is needed since the project is expected to be complete by June 2002.
