DE.02.01E Judiciary/District Court Board of Public Works/Department of General Services Silver Spring District Court (Montgomery) GO Bonds $18,239,000 Recommendation: Approve Bill Text: Complete detailed plans and construct and equip a new District Court in Silver Spring. Project Description: This project provides for land acquisition, planning, and construction of a 71,392 gross square foot (GSF) District Court building to house four courtrooms, court administrative support space, and office space for three State agencies: the Office of the Public Defender, Division of Parole and Probation, and Department of General Services. The selected site is 1.5 acres located in downtown Silver Spring on the southwest intersection of Second Avenue and Apple Avenue; the sloped site is a compilation of seven lots and includes two buildings, one of which is a gas station, which will be demolished as part of the project. Comments: Currently, the District Court in Silver Spring, also located downtown, at 8653-55 Georgia Avenue, is 16,139 square feet, leased from a commercial landlord for $476,100 annually, plus operating costs. The current facility provides three full-size courtrooms and one converted hearing room, four judge’s chambers, a judge’s library, and court administrative offices. The proposed new building will provide four courtrooms for four assigned judges plus hearing rooms to allow for additional judges to hold special dockets. The facilities managers of the District Court report that they are attempting to ensure that the new building’s design will permit the addition of two additional courtrooms when necessary in the next five to ten years to accommodate estimated caseload increases. The Judiciary should brief the committees on estimated caseload increases for the Silver Spring District Court and the need to include in building design space for additional courtrooms. Total projected costs have increased by $4.089 million over last year’s Capital Improvement Program (CIP). Increases in the estimated cost of construction account for 90% of the projected cost increase. Construction estimates have increased by$3,689,000, or 26.44%, over the estimates included in last year’s CIP. Increases in construction cost drive increases in planning and design costs.
