Establishing the Somers Cove Marina Commission; providing that the
Commission is a body politic and corporate and an instrumentality of the
State; authorizing the Commission to take specified actions under specified
circumstances; providing for the membership and terms of members of the
Commission; prohibiting a member of the Commission from receiving
specified compensation; authorizing a member to receive specified
reimbursement; requiring the Commission, on November 1, 2013, to report
findings and recommendations to the General Assembly.

investing a specified institutional fund; authorizing a specified institution to
appropriate for expenditure or accumulate so much of a specified endowment
fund as the institution determines is prudent for specified purposes; etc.

TREATMENT – ELIMINATION OF TIERED COPAYMENTS
Repealing specified minimum rates at which health insurance policies,
contracts, and certificates must provide benefits, with respect to specified
outpatient coverage, for covered expenses arising from services provided to
treat mental illnesses, emotional disorders, drug abuse disorders, and alcohol
abuse disorders; requiring health insurance policies, contracts, and certificates
to provide specified benefits at a minimum rate of 80%, with respect to
specified outpatient coverage; etc.

PROHIBITION – PROPERTY TAX CREDIT
Prohibiting a county from creating a special taxing district that includes
residential property or modifying an existing special taxing district to include
residential property; requiring a county to grant a property tax credit against
the county property tax imposed on residential property within a special
taxing district equal to the amount of the special taxing district assessment
imposed on the residential property; applying the Act to tax years beginning
after June 30,2008; etc.

Prohibiting a person who is detained for specified alcohol– or drug–related
driving offenses from knowingly refusing to take a specified blood or breath
test if the person was detained previously for specified alcohol– or drug–
related driving offenses and refused to take a blood or breath test; and
providing that a violation is punishable by a fine of not more than $1,000 or
imprisonment for not more than 1 year or both.

Prohibiting owners, employees, and operators of tanning facilities from
allowing a minor to use a tanning device unless the minor has a prescription
from a physician or is accompanied by a parent or guardian; requiring owners,
employees, and operators of tanning facilities to require documentation before
allowing individuals access to tanning facilities; authorizing the Secretary of
Health and Mental Hygiene to adopt regulations to implement and enforce the
Act.
