Bill Text: Provide a grant to the Board of Directors of St. Ann’s Infant and Maternity Home, Inc. for
the design, construction, renovation, and improvements to the St. Ann’s Infant and Maternity Home
in Hyattsville, subject to the requirement that the grantee provide an equal and matching fund for this
purpose. Notwithstanding the provisions of Section 1(5) of this Act, the matching fund may consist
of funds expended prior to the effective date of this Act.
Program Description: Renovate the St. Ann’s Infant and Maternity Home in Hyattsville, which
houses pregnant and parenting teens in addition to abused and abandoned children. The home also
provides day care; comprehensive developmental assessments; physical therapy to children with
special needs; and psychological care and counseling.

At any one time, the home serves about 35 children and 20 pregnant teenagers in the
residential program, and the day care program serves approximately 50 infants and preschoolers.
Last year, St. Ann’s cared for more than 200 children and 30 teen mothers in the residential program.
St. Ann’s was established in the District of Columbia in the 1860s. St. Ann’s moved to the
Hyattsville location in 1962 when the current structure was built. The home is 45 years old, which is
the reason major facility repairs are needed to keep the home functional.
The renovations will include replacing the heating, ventilation, and air conditioning (HVAC)
system, water pipes, roof, and windows. The HVAC system is the original system from 1962. As a
result, the HVAC system is inefficient and does not allow for zoned heating or cooling. The pipes
broke three times last year, and there are leaks at the connections and pinholes in the pipe runs. The
roof and third floor walls leak when it rains, and the windows need to be replaced.
In addition, the interior will be modified to create a homier environment by eliminating the
tile walls and floors that provide an institutional atmosphere. The renovations will also create private
bedrooms for the overnight staff.
The renovations will not allow the home to expand capacity. However, without these
improvements, St. Ann’s is concerned that referrals may decline, there will not be enough funding to
cover operating costs, and the continuing viability of the home will be jeopardized. The home is
currently working with an architect and will be in position to replace the HVAC and roof in
August 2009. In fiscal 2011, the home plans to implement phase two of the project by replacing the
windows. The third and final phase of the project will occur in fiscal 2012, which will consist of
modernizing the interior of the building.
Funding for the Renovations: This is a new project in the Capital Improvement Program. As
proposed in the 2009 Capital Improvement Program, the State will fund 36% of the projected
renovation costs for a total State commitment of $2.25 million programmed over fiscal 2010 through
2012, and St. Ann’s Infant and Maternity Home will provide the other 64% of the funding with
federal funds ($2.0 million) and future private fundraising ($1.9 million). According to the
information submitted by the Department of Budget and Management, the federal funds have been
earmarked, and the home has hired a firm to assist with the fundraising.
The firm hired by St. Ann’s Infant and Maternity Home to assist with the fundraising has
indicated that the ability of the home to raise the necessary funding to match the State grant will be
difficult due to the economic downturn. St. Ann’s Infant and Maternity Home should comment
on its ability to meet the matching requirements of this grant funding.
In addition, the home should comment about how the decreased ability to raise funding
will impact the renovation project (i.e., will the home be seeking additional State funding to
complete the renovations or will the project scope narrow to address the reduced budget).
Also the home should provide an updated cost estimate of the work planned for
fiscal 2010, which is to consist of replacing the HVAC and the roof.
