The decline in vehicle miles traveled as well as reduced economic
activity have resulted in revenues declining compared to the prior 3%
year since the 3rd quarter of 2008.

The 1st quarter of 2009 saw an 8% decline compared to the prior -3%
year. In each of the 2nd and 3rd quarters of 2009, however, Year-over-year
revenues have declined by approximately 1% compared with prior -6% Percent Change
year returns.

Revenue attainment through March 2009 is largely in line with the

Year-over-year Registration fees are biennial fees based upon vehicle weight. To

vehicles to smaller fuel efficient vehicles, registration fee revenue is
3% adversely affected.

Since the 3rd quarter of fiscal 2008, registration fee revenues have
-3% been declining. Revenues are down 1.1% in the 3rd quarter of fiscal
2009 compared to fiscal 2008.

-9% The decline in revenues is partially due to reduced vehicle
purchases as well as a law change that altered the payment
-12% schedule for trailers.
