Civil Penalty Versus Registration Suspension Section 1786 of the Vehicle Code
The parts of the following sections that reference
annual registration: Section 1307(relating to period of
registration), 1331(f)(1), Sections 1348, 1350-1365
(which reference payment of an annual registration
fee) and Section 1911 (relating to annual registration
fees). Exceptions to the two year registration would
need to be made for Seasonal registration (Section
1331); circus or carnival plates (Section 1349) and
Frequency of Vehicle Registration (Biennial) vehicles registered under the International
Registration Plan. Because some vehicles will be
subject to the annual registration and some will be
required to receive biennial registration, Sections
1912 to 1933 may have to continue to reference
annual registration fees depending on how the
amendments would be drafted.
Section 1514 of the Vehicle Code
Regulations will also need to be updated to
