• development of a network of regional
  centres covering every region/province
• based on the particular strengths,
  expertise and specialisation of urban
  regions of various sizes
• more balanced regional structure in
  Finland
• enhanced international competitiveness
The Urban Network
Study 2001
• To identify and to analyse
  Finland’s functionally
  significant urban regions at
  the end of the 1990s.
• Using statistical criteria,
  this is accomplished by
  grading their significance
  at the national level and by
  studying their functional
  specialisation.
• Their preconditions for
  development are also
  analysed and compared
  with the general
  characteristics of regional
  development.
            Implementation

  – Ministry of the Interior in co-operation with other
    ministries
  – basic funds by the government
     • in 2002 and 2003 approximately 8,2 million €/year
     • total expenses of development 20 million €/year
       (2004-2006)
  – follow-up; evaluation

  – 34 urban regions nominated by the government
