AGENCY PROFILE Headed by an elected state official, the Office of the Secretary of State is responsible for administering elections within the state, registering corporations and charities that do business within the state, collecting and preserving the records of governmental bodies within the state, and maintaining the Washington State Library. POSITION SUMMARY The Program Specialist 4 (PS4) reports directly to the Voter Education and Outreach Publications Manager. Using independent judgment and delegated decision-making authority, this position provides leadership concerning the development of products and services and the conduct of activities and campaigns intended to increase voter awareness of the Election process and encourage voter participation. Publications: The PS4 will lead in editing and quality control, assist with the coordination of Elections Division publications including the Elections Division Annual Workplan and Annual Report, and work with staff throughout the division, agency, and stakeholders to ensure accurate communication of specific topics for publication. The position will assist with organizing translations, arranging print requisitions, packaging artwork for the printer, and working with the printer throughout the publication process. The PS4 will take a lead role in assuring quality control for the Voters’ Pamphlet and other Voter Education and Outreach publications including editing and working with ballot measure committees to gather statements for publication. The PS4 will take an active role in all other aspects of the Voters’ Pamphlet process including press checks, composition and translation coordination, and various other tasks and duties in support of the agency’s publication of the state and local Voters’ Pamphlets. Youth Voting Initiatives and Outreach: The PS4 will coordinate the Elections Division’s youth voting initiatives for residents younger than 18 years of age, including the Student/Parent Mock Elections, the biennial (even years) high school essay contest, high school and elementary school cover art contests for the Voters’ Pamphlet, the kids’ webpage on the Secretary of State’s website, and the High School Tour program.
Minority Outreach: The PS4 will coordinate ethnic and minority education and outreach initiatives for new citizens, ethnic minorities, and other eligible residents who are underrepresented among Washington state voters. The position will assist the Voter Education and Outreach team with forming partnerships with county elections departments, diverse communities, business organizations and other interested parties in an effort to create a statewide voter outreach network. The PS4 will also assist the Voter Education and Outreach program with other projects as needed and act as back up to the other initiatives within the Voter Education and Outreach program. REQUIRED QUALIFICATIONS Must be able to drive to all parts of the state alone, 24 hours a day Willing to travel in and out of state staying overnight for up to 1 week; Weekend travel may be required Valid Washington state driver’s license or the ability to obtain one upon employment Ability to work irregular hours and weekends, as needed Willing and able to move and maneuver objects weighing approximately 25 pounds with or without reasonable accommodation A Bachelor’s degree involving major studies in public relations, technical writing, English, teaching or related field; Qualifying experience as listed below may be substituted for the required education on a year for year basis Two years of full-time experience (40 hours per week) as an editor and/or proofreader with a high level of consistent attention to detail and demonstrated success using techniques for communicating and asking questions in ways that enhance clarity, information flow, and reliability of information Two years of full-time experience (40 hours per week) preparing and delivering formal presentations to small and large groups Two years of full-time experience (40 hours per week) working as a member of a team and coordinating team activities such as organizing multiple assignments to produce work products that are accurate and thorough One year of full-time experience (40 hours per week) working with desktop publishing products such as Adobe Acrobat, Illustrator, PhotoShop, or InDesign One year of full-time (40 hours per week) experience using standard office software products such as Microsoft Outlook to compose, send and respond to electronic mail, and utilizing email program functions such as calendar and meeting requests Required experience may be gained concurrently. DESIRABLE QUALIFICATIONS Two years of full-time experience (40 hours per week) working in a fast paced, highly visible, changing environment such as deadline driven publishing, marketing, or broadcasting with proven results in decision making One year of full-time experience (40 hours per week) providing training to or teaching 6 – 18 year olds in a traditional or nontraditional education setting Demonstrated ability to establish relationships with Washington State minority ethnic/cultural groups Conversational Spanish, Russian, Vietnamese, Korean, Mandarin or other minority language commonly spoken in Washington State Knowledge of Federal and State Election law Experience analyzing election and outreach policy
SPECIAL CONDITIONS OF EMPLOYMENT Certification as an Elections Administrator within two years of employment Must complete Agency Contracts Training course within two years of employment COMPENSATION $3744 - $4912 per month, depending on qualifications.
