CIRCLE OF EXCELLENCE The "Circle of Excellence" award was created by Productivity Board staff earlier this year to recognize individuals whom have made extraordinary efforts to help improve government. The award is maintained by the Productivity Board and the criteria is that an employee must submit 10 or more eligible suggestions in a given year, regardless of the agency's recommendation. We feel we needed a way to recognize frequent suggesters who have submitted many ideas and may not have been formally recognized for doing so. At the November board meeting, members requested that I write specific policies pertaining to this award, which are attached. At the December 2 board meeting, we will be recognizing, Paul Vilja of DSHS, who will be the first person inducted into the 2005 Circle of Excellence. Mr. Vilja's suggestions meet the guidelines of the program and, more importantly, he does have a genuine concern for the people and agency he serves.
