    Description
    Objective:
    Effective search & rescue operations are amongst the most promising means to reduce
    human casualties following collapse of buildings due to catastrophic events.
    Time is critical for a successful rescue and the prompt availability of reliable information is
    vital. LOCCATEC could enhance significantly the effectiveness of the rescue management
    and operations, providing a quick survey tool to detect and locate trapped people.
    It is based on small, low-cost capturing devices to be pre-installed in buildings.
    Each capturing device, triggered by the event, records what happened in a given space
    during an eventual collapse.
    This information is downloaded wirelessly to central units providing the rescuers with a
    rapid estimate as to the number of people present in each building space at the moment
    of the event, the structural state of ruins and eventual possible pathways.

    Objectives:
    1. Development of a prototype system, which would provide the rescue teams quickly and
    cost-effectively reliable information on:
    a.The presence (or not) of people in each building space during a collapse;
    b.The state of the ruins (possible pathways, structural integrity).The LOCCATEC prototype
    will be a fully functional pre-industrial prototype, including at least one central unit and a
    number of capturing devices, the functionality of which will be tested against the specified
    requirements;
    2. Significant enhancement of the effectiveness of the rescue management and operations
    by providing a tool to perform a quick survey of the disaster site to detect and locate
    trapped people and plan the subsequent rescue operations in the quickest and most
    effective way.
    As part of an overall emergency response system, it would allow personnel, equipment
    and information to be dispatched where it is most needed and assist in setting rescue
    priorities and planning the rescue effort quickly and efficiently.

    Work description:
    LOCCATEC will be a prototype system aiming at promptly providing the rescuers with
    information on trapped people and the state of the ruins. It will be based on small, low-
    cost, autonomous capturing devices to be pre-installed in each building space. Each
    capturing device, adequately integrated and packaged so as to survive an eventual
    building collapse, triggered by the catastrophic event (e.g. earthquake), would record

    what happened in a given space just during the collapse. The rescue team, equipped with
    the LOCCATEC central unit, upon arriving at the vicinity of the collapsed building, would
    transmit a signal triggering the wireless download of the information stored in each
    capturing device. Image processing techniques could yield an estimate as to the number
    of people present in each space at the moment of the event. The rescue team would have
    a quick indication on the number of people trapped in each space and some information on
    the structural state and the possible pathways in the ruin.

    Each capturing device will comprise: Optical sensor, FIFO non-volatile memory chip, IR
    illuminating LED, triggering device, wireless low-power communications and suitable back-
    up battery. Each central unit will comprise: Communication and localisation equipment to
    trigger, identify, download the captured information and locate the capturing devices as
    well as display and image processing capabilities. The LOCCATEC system will be open and
    flexible with various sensor and triggering options, according to the space and the
    environment. It can eventually serve as platform for other sensors, like a microphone,
    which would be activated by the signal that triggers the transmission of the capturing data
    and would provide the rescue teams with real-time acoustic information.

    Description
    Objective:
    The destructive consequences of earthquake push structural engineers and researchers
    towards new ways of mitigation of earthquake hazards. The project joins the efforts of
    research groups from 5 seismically active countries. It is focused on the following aspects:

    1.Elaboration of optimal and robust control algorithms. Elaboration of relevant
    computational procedures and recommendation on design of active, passive or hybrid
    control devices.

    2.Investigation of smart materials for the use in seismic protection devices.
    Implementation of elastomeric seismic-isolators based on the coupling with suitable
    monitoring devices. Examination of SMA and their coupling with elastomers for the use as
    control elements of passive devices.

    The ultimate goal is to suggest theoretically substantiated recommendation for choice of
    optimal schemes of base isolation and optimal parameters of the building bases,
    minimizing the negative effect of seismic impact. Active control systems are also to be
    conceived, analysed and implemented. Their coupling with base isolation will offer an
    effective solution against the shortcomings of passive control. Alternatively, active control
    is the most effective way to mitigate vibration of flexible structures. The aim of this
    application is twofold. First, it will allow the further progress in the research performed in
    the framework of the previous INTAS project. Second, it will give to the researches of the
    NIS countries the opportunity to be involved in the ERA and to collaborate with the
    partners from EU in a priority area of the EU research programme.

    Description
    Achievements:
    1. Quasi-distributed polarimetric sensing system
    A complete evaluation of the dual mode polarimetric system has been performed and all
    the different parts required to the assembly of a complete system have been developed.
    Laboratory demonstrations of an effective strain and temperature separation was
    successfully performed with a single zone sensor and tests were conducted for both Civil
    Engineering and Civil Aeronautics for strain only with several sensing zones. The
    integration process of the sensor was deeply investigated : sensors were installed on
    composite structures using embedding and retro-fitting techniques, small connectors
    (ceramic ferrule and tube) were integrated with success in a stiffened panel representative
    of the part of an aircraft wing. In Civil engineering sensors were installed on
    representative elements of ground anchors (bonded on steel bars, embedded in concrete).

    2. Microwave sensing system
    Basic characterisations and calibrations of the system demonstrated its suitability to detect
    the level of strain that the ground anchors would be subjected to under normal operating
    conditions. A large number of trials were conducted in the Civil Engineering construction
    laboratory yielding the validation of the operation of the sensors in both transmission and
    reflection modes over gauge lengths up to three meters. The sensor conditioning was
    strongly studied, yielding several attractive means such as integration of the sensing fibre
    in pultruded glass reinforced plastic rods and braid protection sheaths. Standard single
    mode connectors were used. A pultruded glass reinforced plastic rod sensor with a
    reference fibre embedded in a loose tube was manufactured, installed and tested.
    Measurements over several cycles of the sensor showed that the free fibre was not
    strained and therefore could be used as a thermal reference. In terms of system a
    compact and robust transportable prototype of instrument was developed, using
    commercially available components.

    3. Impact induced damage sensing system
    Radome structures were constructed from a sandwich of D Glass epoxy skins bonded to a
    high density foam material. To accommodate the sensor, grooves were machined in the
    foam. Different configurations of sensors were investigated including side hole fibres of
    different intrinsic pressure sensitivities, different plastic tubes diameters and groove
    characteristics such as shape and depth. Sensitivity of the sensor to damages induced by
    impacts of around 5 Joules was demonstrated and spatial location of a damage can be
    identified to within 1 cm without difficulty. Most of the experimentation were conducted on
    flat panels representative of the dome structure then verified on one dome.

    General information:
    The need for continuous health monitoring of structures is arising in two main areas:

    - Civil engineering where tendons, staycables and concrete structures have to withstand
    increasing demands in terms of strength requirements and ageing effects.
    - Aeronautics where structural parts made from advanced composite materials are being
    increasingly used on aircraft and other transportation systems.

    Due to their low invasivity and capability for distributed sensing, fibre optics sensors are
    promising candidates. A previous BRITE project showed the laboratory feasibility of
    measuring the strain distribution inside a composite material by embedding a white light
    quasi distributed optical fibre polarimetric sensor. The possibility to simultaneously
    measure temperature and strain was also demonstrated.

    The aim of this new project are to develop a generic sensing tool based on adaptations of
    the above principles and to demonstrate its applicability for the monitoring of strain,
    damage initiation and temperature in actual structures. The work will be carried out as
    follow:

    - Specific optical fibre transducers and relevant receiving units shall be developed
    according to requierements of aeronautic and civil engineering end users. An optical
    microwave snsor shall also be considered for the extension to long length (more than few
    tens of meters) civil engineering structures. Where appropriate miniaturized and rugged
    systems will be built.
    - Industrial methods for embedding or attaching sensors to structures and their connection
    schemes shall be implemented and tested for durability/ageing in both civil structures and
    aeronautical composites.
    - Prototypes of monitored industrial components will be implemented and tested:
    - stay cable, steel tension elements, and tension/cracked area of concrete structures for
    civil engineering.
    - carbon/epoxy stiffened composite panel representative of a wing section in aircraft and a
    kevlar/epoxy composite radome for aeronautics.

    Objective:
    An important class of collaborating objects is represented by the myriad of wireless
    sensors, which will constitute the infrastructure for the ambient intelligence vision. The
    academic world actively investigates the technology for Wireless Sensor Networks (WSN).
    Industry is reluctant to use these results coming from academic research. A major cause is
    the magnitude of the mismatch between research at the application level and the node
    and network level. The WASP project aims at narrowing this mismatch by covering the
    whole range from basic hardware, sensors, processor, communication, over the packaging
    of the nodes, the organisation of the nodes, towards the information distribution and a
    selection of applications. The emphasis in the project lays in the self-organisation and the
    services, which link the application to the sensor network. Research into the nodes
    themselves is needed because a strong link lies between the required flexibility and the
    hardware design. Research into the applications is necessary because the properties of the
    required service will influence the configuration of both sensor network and application for
    optimum efficiency and functionality. All inherent design decisions cannot be handled in
    isolation as they depend on the hardware costs involved in making a sensor and the
    market size for sensors of a given type. Three business areas, road transport, elderly care,
    and herd control, are selected for their societal significance and large range of
    requirements, to validate the WASP results. The general goal of the project is the
    provision of a complete system view for building large populations of collaborating objects.
    The impact on European industry and research comes from the provision of an European
    alternative to the WSNs originating in the US. The WASP results will be well suited for
    adoption by SMEs. The consortium defines an active programme to approach the
    appropriate SMEs and to familiarise them with the WASP results.

    Description
    Objective:
    The main objective of IMOS project is the development and the demonstration of a false
    alarm free fire detection system for large buildings and production plants. This will be
    achieved by the development of an intelligent multisensor microsystem (IMS) comprising:
    An optical multi sensor (OMS), which measures the scattered light and absorptions at least
    by two different wavelengths and at least by two different scattering angles in order to
    discriminate between fire and non-fire situations,
    A multi-gas-sensor-system (MGS), which is able to measure at least CO, CO2, NO,
    unburned hydrocarbons and alkaloids,
    A neural network running in an embedded system, which will identify smoke fingerprints
    using all the available sensors information, and teleservice.

    Work description:
    First of all, we will conduct fire tests according to EN54 and also tests with paper fire and
    tobacco smoke to identify the fire and non-fire patterns. We will analyse and evaluate the
    results of these tests in order to select suitable gas and optical multi-sensors for the
    measurement and identification of fire products. Then, the final specification of the system
    architecture and algorithms will be set up. Two workgroups will design and develop the
    multi-gas-sensor-system (MGS) and the optical-multi-sensor (OMS) in parallel. The MGS
    will measure at least CO, CO2, NO, unburned hydrocarbons and alkaloids. The OMS will
    measure the scattered light at different wavelengths and at different scattering angles.
    The integration of the developed MGS and the developed OMS will be accompanied by the
    development of the neural network running in an embedded system which will be
    equipped with a LON network for teleservice and telemaintenance.

    Two prototypes will be manufactured for final testing and field tests. The final testing and
    qualification will include the validation of the fire detection performance, discrimination of
    nuisance situations and telemanagement functionality. We will verify the fire detection
    performance with the same fire tests as for the smoke pattern identification. The improved
    functionality of IMOS prototype will be demonstrated at two different industrial
    applications, in a recycling plant and in a public building. The telemanagement feature will
    able us to follow the demonstration through the Internet.

    4. Define with AIDCO the extent of applicability of the recommendations and guidelines for
    self-construction (buildings erected with no engineering/construction skills) in relation to
    the requirements of local authorities.

    Summary of the Action:
    The present action is directed towards the support of the Europe-Aid Cooperation Office
    (AIDCO) for the damage prevention, assessment and reconstruction of infrastructure
    following natural and technological disasters. The JRC will commit to this action by

    providing well-recognised technical expertise in the field of structural assessment in an
    independent manner from national or commercial interests. Following technical and topical
    discussions and consultations with the Sustainable Rural Development, Infrastructure and
    Environment Unit of the Latin America Directorate of AIDCO, the action team will provide
    support along two main lines of action. The first line of action will be concentrated on
    prevention, whereby the JRC, based on its experience and know-how on structural
    assessment of building structures, will draft recommendations and guidelines for the
    construction of safe non-engineered houses in seismic areas. The second line of action will
    be dedicated towards the field evaluation and assessment of the quality of the
    construction works financed by AIDCO for the reconstruction of damaged housing and
    infrastructure in the affected areas following the devastating effects of El Salvador 2001
    earthquake.

    Rationale:
    The European Union is one of the major actors in international co-operation and
    development assistance, providing along with Member States 55% of total International
    Official Development Assistance (ODA) and more than two thirds of grant aid. In this
    context the JRC will provide support to the Europe-Aid Cooperation Office (AIDCO) for the
    damage prevention, assessment and reconstruction of infrastructure following natural and
    technological disasters, providing well-recognised technical expertise in the field of
    structural assessment in an independent manner from national or commercial interests.
    Following technical and topical discussions and consultations with the Sustainable Rural
    Development, Infrastructure and Environment Unit of the Latin America Directorate of
    AIDCO, the action team will provide support along two main lines of action. The first line
    of action will be concentrated on prevention, whereby the JRC, through its unique facility
    in Europe of the ELSA laboratory, will perform full/large scale tests on models of civil
    engineering structures and infrastructures to draft recommendations and guidelines for the
    construction of safe non-engineered houses in seismic areas. The second line of action will
    be dedicated towards the field evaluation and assessment of the quality of the
    construction works financed by AIDCO for the reconstruction of damaged housing and
    infrastructure in the affected areas following the devastating effects of El Salvador 2001
    earthquake.

    The JRC will thus act as a body of the Commission that will effectively coordinate and
    implement the Scientific and Technical (S&T) support needed by AIDCO. In particular, the
    JRC will contribute by giving support to AIDCO for the implementation, monitoring and
    evaluation of projects and programmes to ensure that Community aid is implemented
    effectively, whilst providing high standards of quality and speed in the design and
    implementation of projects. Specifically, the Sustainable Rural Development,
    Infrastructure and Environment Unit of the Latin America Directorate of AIDCO, calls for
    support in two different fields: "in the field of prevention: Analysis of the seismic
    normative and drafting of recommendations in the form of manuals for their application in
    the field of self-construction in El Salvador" "in the field of the construction of
    infrastructure and housing in the framework of project SLV/B7-3100/01/073 'Programme
    de Reconstruction de El Salvador': Assessment of the quality of construction works via a
    filed mission to be planned at the beginning of 2004".

    This action will foster a new channel of communication and cooperation between the JRC-
    ELSA and the RELEX family of Directorates, in particular to offer S&T support to the
    activities carried out by AIDCO. In view of the prominent role of RELEX as a key player at
    an international level within the European Commission, it is expected that through this line
    of work the level of cooperation with the JRC will grow in future Framework Programmes.
    The present action will contribute to the European Research Area (ERA) by building up a
    platform for researchers across Europe to participate in those activities related to the
    study of the seismic response of non-engineered structures. The proposed action is linked
    with action 4342 Information support for effective and Rapid External Action (ISFERA) in
    this ISA and with ISA 4.3.3 on Technological and Natural Risks.

    BYPRODUCT, IE PRAYON-ENGIS, BELGIUM AND WINDMILL-VLAARDINGEN, HOLLAND.

    THESE COMPANIES ARE FORCED TO REDUCE THE EMISSION OF SLIGHTLY
    CONTAMINATED CHEMICAL GYPSUM. PHOSPHO-ALPHA-HEMIHYDRATE IS USUALLY
    DISPOSED OF AS A SLURRY. A PARTLY DEWATERED SLURRY CAN BE USED AS A MORTAR.

    Description
    Objective:
    A new process will be developed and implemented for cost effective production of a new
    generation of high performance gypsum-fibre boards (zeogyp-board) making more skilled
    use of conventional gypsum board production lines with low capital investment. Old
    gypsum boards will be used together with cellulose-fibres, fibrous clay residual from
    wastepaper and zeolite to achieve undistorted setting-behaviour of gypsum and to
    improve the strength and porosity of the board core resulting to higher surface hardness
    and lower application time and cost. Similar products have limited market share due to
    high production costs despite improved properties. The retrofitting approach prolongs the
    life cycle of over one hundred existing plants with low capital investment and maintains
    sustainable growth of the sector. It solves problems related with landfilling leading to zero
    waste production and reduces raw gypsum requirements. It responds to consumers '
    needs.

    Description
    General information:
    As far as technological innovation in the production of manufactured goods is concerned
    the present trend is to put circuits and microprocessors in these objects. Thus the
    manufactured goods will have a new functional aspect and an increasing part in the
    industrial chain.
    In the case of the closing sector, this process has started in the 60s' with automatisms for
    doors or gates for instance or systems for windows. motorised blinds.
    But an organic approach is also needed to consider this closing sector to be of primary
    importance when one has to choose a building or a house or when safety is concerned.
    Then it will become a very important element in the automation of the building trade with
    a high value added due to innovation, new processes and electronics.
    The industrial economic impact could be significant. There has already been an increase of
    the number of windows in PVC and we could reach a C.I.M. (computer integrated
    manufacturing) system.
    The introduction of new control and automation technologies in the closing sector has also
    positive spin-off in other sectors such as safety and the glass sector for instance.

 A system and method for creating and deploying
 distributed applications. A template defines a business
 process by means of validation, input, permission and
 workflow rules. The specific business process is
 performed by first creating a document that is a particular
 instantiation of the template. The document embeds all
 of the rules of the template along with data particular to
 that particular process. The document may then be
 assigned to a specific user, and be delivered over a
 wireless network. The user may view and/or update
 portions of the document and forward the document to a
 next participant in the process, all according to the
 embedded rules. Document updates may incorporate
 input from external sensors such as Global Positioning
 Satellite (GPS) and bar code scanners. After
 instantiation, the document is independent of the original

  PROBLEM TO BE SOLVED: To provide
  an earthquake sensor for a locking device
  of a seismic isolation building that can
  surely change the lock device into a
  locking release state by taking out a
  vertical component and a horizontal
  component of a P wave during an
  earthquake to efficiently detect the P
  wave regardless of a mechanical
  constitution having no possibility of
  generating electric failure.
  SOLUTION: The earthquake sensor
  supports one end part of a leaf spring 20
  arranged horizontally on a lower structure
  1B of a seismic isolation layer through a
  horizontal traverse shaft 21 and includes
  a rise plate part 22 folded upward on the
  other end of the leaf spring. A swing
  weight 23 is connected to the upper end
  of the rise plate part, and supported to be
  hung on an upper structure 1A or the
  lower structure 1B through a hanging
  spring 24. The lock device 4 is changed
  over from a locked state to the locking
  release state by behavior, around the
  horizontal traverse shaft, of the leaf spring
  accompanying fluctuation of the swing
  weight due to the P wave during the
  earthquake.

  Abstract of JP6313730
  PURPOSE:To house a seismic sensor
  which enables the cutting of a city gas
  being supplied when an earth quake
  occurs into a gas meter, a gas emergency
  breaker, a gas consuming device or the
  like by miniaturizing it without variations in
  characteristic. CONSTITUTION:A
  spherical pendulum comprising a
  conducting monocrystalline silicon hangs
  with a support part 71 and an electrode
  73 is arranged on a virtually spherical
  surface having he same center in a
  natural condition as the center of the
  pendulum. Those corresponding to each
  other of three pairs of the electrodes 73a
  are connected in common to detect
  capacity between the pendulum and the
  electrodes. A level discrimination is
  performed through a lowpass filter for
  filtering seismic waves alone. This
  achieves a prevention of variations in
  characteristic of each product, a
  miniaturization of a construction and
  higher sensitivity to eliminate restriction of
  mounting attitude thereby enabling
  selective detection of all vibrations such
  as earth quake in a three-dimensional
  direction.

 In building automation architectures, components may be
 associated through physical communications paths and
 at a different level through building automation
 applications. Building automation applications implement
 control processes for a building function. Due to
 changing needs, such as a failure of a physical
 communications path or the addition or removal of
 components, the building automation application may be
 more appropriately performed in a different device. By
 dynamically positioning or determining a processor for
 implementing a building automation application, an
 architecture or network may more optimally control
 building functions, such as by requiring less user input,
 more rapid response and/or avoiding building function
 failures.

  Abstract of US2006242225
  In select embodiments of the present
  invention, a configuration incorporates a
  suite of agents in a "flat" hardware
  architecture and superimposes thereon a
  self-forming, self-healing, hierarchical
  architecture implemented in software.
  Embodiments may be employed in
  various applications, such as maintaining
  network integrity. In one embodiment, a
  building security monitoring network
  provides for network agents to each be
  capable of communication with any other
  agents on a network at network startup.
  Shortly after network initialization, the
  software architecture is superimposed on
  (rides on) the flat hardware architecture,
  re-arranging communication links to
  provide an efficient hierarchy of control
  and substituting working agents for
  compromised agents as necessary in the
  network. All of this is done in a "live"
  network, not requiring shutdown, or even
  reduced operation to accomplish. This
  "dual" architecture (hierarchical software
  and flat hardware) provides excellent
  reliability in those "layered" network
  applications requiring near total reliability,
  such as security surveillance.
