STAR POINT CONDOMINIUM ASSOCIATION RULES AND REGULATIONS (6/09)
Our rules and regulations are designed to save all homeowners repair and maintenance dollars and help make this a
clean, safe and enjoyable place to live. This is your home if see someone breaking our rules call the management
company. Be part of our NEIGHBORHOOD WATCH and stay alert, if you see someone acting suspicious especially
at night report him or her to the Police 911 immediately.
All of the following are finable offenses. Some also have costs or fees as stated.
AIR CONDITIONERS
Window air conditioners and fans must be behind the screen on your window and look presentable.
Central air conditioners need the written approval of the Board of Directors.
BARBECUE GRILLS
Only propane gas or electric grills are allowed on second and third story rectangular decks. Do not put these directly
on top of the rubber roof. Do not place a grill on the small triangular deck of units 208, 209, 212, 213. All grill users
need to place a 1/2-inch piece of 4 x 4 foot plywood next to siding to prevent melting it and avoid grease splashing on
it. Unless your grill is cold do not put it within 3 ft. of the siding. It is recommended that you have a fire extinguisher.
CHILDREN and ADULTS Parents need to supervise their children at all times. No one may endanger their self
or any other resident. No one may play anywhere on the parking lot, rock areas, driving lanes, stairs or sidewalks.
Elderly and handicapped residents and everyone else need unrestricted use of the sidewalks and stairs. No one may
play on the very steep hill areas south of Building #1,2,5,and west of building #8 or on top of the wooden beam walls
next to the wire fence in the south parking lot. If the association picks up after your child, you will be billed $35.
Children the same as everyone else may not disturb the peace and quiet or be a nuisance. The green areas between the
buildings are mainly for noise buffering and not playgrounds. Small motorized vehicles or kiddy cars of any type are
not allowed. No bouncing balls off the roof or walls or throwing objects up into the gutter. Rocks may not be played
with or removed from the rock areas. No painting, chalking, marking on any common area or limited common area
with any substance is allowed. Do not climb the trees or break branches. Sledding, snow boarding, sliding on any
object, skating, roller blading, skateboards or similar type activity by whatever name is not allowed.
COMMON AREA (This is the area outside the interior of your unit, cement pads at door entrances, and includes all
building exteriors, wall tops, cabinets, rock areas, grass, trees, sidewalks, parking lots, stairs, etc.) Nothing may be
done to these areas without the prior written approval of the Board of Directors. Do not leave anything on or store
anything in these areas (toys, bicycles, boxes, etc.). Do not dump anything on the rock areas. Do not drive anything
into the common area ground. Do not attach anything to the 10”x10 ” support columns. You may put flower
containers on the rock area next to your unit. Do not block access for lawn crew. No chairs or statuary. Any trash,
litter, other cleanup or repair will be billed back to the unit responsible for its appearance on, in or damage to the
common area or limited access common area.
CONTAINERS ON TOP OF WALLS
Containers on second and third stories need to be absolutely safe. Do not put a lot of heavy containers on top of any
patio or balcony walls they were not designed for a lot of weight.
DUMPSTERS are provided for normal household trash generated here at Star Point only. Use of the dumpsters for
the disposal of any outside trash, bulky, hazardous or toxic materials, including, but not limited to construction debris,
paint, flammable liquids, furniture, appliances, carpet, carpet pad and tires are prohibited. You need to call a hauling
company to get rid of these.
DOORBELLS, NUMBERS AND OUTSIDE LIGHTS
Owners may not change these without architectural committee approval.
FIRE ALARMS every unit needs a fire alarm that can be heard from outside as well as inside unit. These must be
tested by you every 6 months for our insurance coverage and the safety of all units.
FIREPLACE CHIMNEYS If you use your fireplace often, the chimney needs to cleaned by a professional.
FIREWORKS the City of Thornton does not allow fireworks of any type; we enforce that rule.
HEAT AND ELECTRICITY Unit owners are responsible for maintaining heat and electricity in their unit even if
vacant. This prevents broken pipes. Please turn off the water in a vacant unit.
HOUSEHOLD PETS, DOG WASTE and CAT WASTE You are allowed 2 pets. You must monitor your pet at all
times. Dogs and cats need to be kept on a leash no longer than 12 foot held by a person at all times when outside. You
will be fined and pay at least a $50 clean up charge for not picking up all dog or cat droppings immediately. Don’t tie
your pet (1) to a tree or anywhere that it can gain access to the common area. Pets shall not be walked where
excretions may damage grass, shrubs, trees or become and annoyance or nuisance to others. The owner of any animal
found to be malicious, vicious, noisy or obnoxious to other owners or tenants of the Association may be ordered to
expel the animal from the project. Please keep your patio clean, odor free, and sanitary; no pet waste is allowed. Dogs
may not be left out on patios or decks for more than 2 hours each day and must be monitored at all times. Barking by
your dog that disturbs your neighbor’s peace and quiet is unacceptable. Cats may not enter your neighbor’s patio or
deck. If you have a problem call Thornton animal control to get a cat trap. All pets over 3 months of age shall have at
all times licenses and shots needed by Thornton and Adams County.
INSURANCE Association insurance covers only items of the common elements and only if negligence or neglect
was not involved. All personal items must be insured by the unit owner‘s condo insurance policy. If you rent your
unit, please make sure your renters have insurance. Make sure that your insurance covers all situations such as carpet,
tile, and hot water heater damage, etc.. Get agent to show you in the policy where these things are covered. You are
hereby given notice that commodes, pipes, air conditioning condensation lines and pans, bathtubs, drains,
pipes and caulking, and especially hot water heaters, dishwashers, and garbage deposals wear out and must be
inspected regularly by someone trained to do so and must be replaced or fixed before they break and do
damage.
INTERIORS
You are responsible for checking and doing maintenance on your appliances and all plumbing inside your unit. This
includes the main valve and pipes that are for your unit only. Snaking your drains is your responsibility. Replace
hoses, inside pipes and appliances before they cause a flood, fire or other damage. Use steel reinforced hoses or hoses
recommended by your appliances manufacturer for washing machines and replace them every 6 years. Insurance will
not cover obvious neglect. REPLACE hot water heaters BEFORE they break, 10 years max. Water heaters usually
do several THOUSAND DOLLARS damage when they break; a lot of this damage is to your neighbor. Owners need
to keep their units in a sanitary condition. Rotten smells and insect infestations are not acceptable. If you damage your
neighbor’s property, you must contact them immediately and make arrangements to get the damaged property
repaired. Do not flush a clogged commode until it is fixed or run a dishwasher that has flooded until it is fixed.
NOISE The law is based upon quiet and peaceful enjoyment of you home. Please be considerate. The soundproofing
between the walls and ceilings is extremely limited. Please limit the volume of your TV, Stereo, musical instruments,
etc. to your unit interior at all times. If you go outside your unit and can hear your stereo or TV clearly, then they are
too loud. Vacuuming and laundry need to be scheduled for normal hours (between 8 A.M. to 10 P.M.). Loud vehicles,
over sensitive car alarms, etc. are not acceptable. We use the standard that the police use; that if it is too loud for your
neighbor then it is too loud. We also apply a reasonable person principle to this standard.
PARKING LOT AND VEHICLES (Thornton Police do issue tickets on private property).
All numbered parking spaces are assigned, make sure your visitors or repairperson use visitor parking or your parking.
No one may sleep in the parking area or in any other common area. If someone parks in your space you may call
our towing company and have them towed. Don’t back or drive into our fence. Your vehicle may not touch our
fence. Do not park on top of the grass or a sprinkler head.. You will be billed $100 for driving on the grass, sidewalk
or curb. Parking in fire lanes has a fine of $100. Vehicles must be currently licensed and driven each week. There is
no room for vehicle storage in our lot. If you do not drive a vehicle, then take it to a storage lot. Flat tires and broken
windows need to be fixed within 5 days. Only minor emergency repairs are allowed on vehicles in the parking lot.
Wiping your vehicle off with a wet rag or waxing it are OK if you can do this without dirtying the parking lot. Don’t
wash vehicle with a hose and no oil changes. No leaking oils or fluids are allowed. No vehicles over 3/4 ton, boats,
trailer, or campers may be parked in our lot except for temporary loading and unloading. Do not store trash in the back
of your truck. Moving Vans may be parked in the lot the day of the move only. Vehicles may not be used as storage
sheds. Vehicles may not park beside yellow or red curbs. Nothing may extend out past the body or bumpers of a
parked vehicle. Vehicles may be towed for any infraction above.
PATIOS AND BALCONIES Do not store trash, tires, appliances, indoor furniture or similar items on patios or
balconies. All small items need to be stored in an appropriate container. Keep them neat, clean and sanitary. No dog
or cat waste is permitted.
No covering may be placed outside over any door, window or skylight. Please keep your patio WEED free.
No one may sit on or climb on patio walls or balcony walls. (2) Do not hang anything on the patio walls.
Get a 3 foot drying rack for inside your patio or deck to dry your items.
PLANTS AND TREES Do not trim, climb or damage any tree or plant. Trees, shrubs or vines of any type
are not permitted inside patios. They damage the cement, siding; sewage drains and can damage utility lines.
Vegetables, flowers, or small rose bushes are permitted but plants may not grow so high as to be seen over patio walls.
Do not attach anything to the siding to support a plant. Plants may not touch the siding. No trellises or other structures
are permitted.
REALTOR SIGNS need to be placed as assigned by the Board of Directors. This is at the front entrance in the rocks
on the south side. Signs may be placed in windows. If your realtor’s sign causes damage you will be billed for that
damage.
ROOFS NO ONE IS ALLOWED ON THE ROOFS. Going onto the roof is the crime of trespassing.
You must call the manager before any repairman or estimator, etc. may go onto the roof. They must be insured,
qualified, and use ladders at all times. Leave a message telling whom, what, where and why. If you do not call, you
will be charged $100 for inspection and additional services. The police will be called to investigate a suspicious person
on the roof. Do not screw into a deck or the rubber this is the roof. Do not attach anything to the shingles. Anyone
damaging the roof will be billed for its repair. Nothing may be stored or placed on any rooftop rubber or shingles. Do
not dry anything on top the roof. Don’t cross the protective barrier on your balcony or hang your feet or any part of
your body over it. Don’t throw trash on roof. Your dog or cat may not go out on the roof.
SATELLITE DISHES
The FCC grants you the right to put a satellite dish on limited access common area used exclusively by you. Please
submit a request to the management company before any work is done. You may not mount the Dish or it’s wiring
to the building, roof, siding, aluminum, wall tops or support members in any fashion. You may drill one small hole for
a wire 1 foot above your floor (which must be caulked). We recommend a 5gal. Bucket with a pipe filled with rocks or
cement or a satellite stand. The dish must be of small size (24”diameter or less) and must be safe. Do not put its wiring
behind the siding or in the J-channel. This pops the siding loose and then it can be easily damaged. It may not extend
an unreasonable or dangerous height and must look presentable. Any damage you cause will be repaired at your
expense and you will be billed $100 for cost of inspection and additional services.
Satellite dishes must be removed immediately if service is discontinued.
SIDING
Anyone damaging the siding will be billed for its repair and charged $100 for cost of inspection and additional
services. Do not attach anything to the siding or aluminum in any manner (screwing, nailing, taping, pressure rods,
etc.) or put anything underneath the siding or in the J-channel (e.g. telephone or satellite dish wires). The siding needs
to expand and contract, so do not store items up against it that will stop this action. Do not put up pressure gates or any
other items that apply pressure to the siding.
STAIRWAYS
The stairway top landings are narrow and hard to move items into or out of a condo. Do not put any items on them or
on the stairs. Do not block your neighbor’s unrestricted use of the stairs. No cat or dog bowls, trash or anything else
are allowed on the landings, stairs or sidewalks. Do not unscrew the lights on the stairways or on the outside of the
building these are for safety so that you can see the edge of the stairs and for security so that you can see anyone on the
stairs or near the building. Do not remove the sand bucket at the top of the stairs. You may use salt or sand on the
stairs.
TRASH
We get billed extra for large trash items (mattresses, chairs, sofas, large amounts of carpeting, hot water heaters, etc.)
It is your responsibility to get rid of these items. You will be billed $100 for any items you do not get hauled off. Break
down all boxes. Open the Dumpster door to make sure your trash goes into the container. Do not put trash on your
patio or outside your door. Your visitors may not dump their trash here. Do not bring trash in from outside the
complex (work, storage, friends, etc.) you will be billed automatic $100 for doing this. Do not litter our complex.
EVERY UNIT OWNER IS RESPONSIBLE FOR THE ACTIONS OF THEIR GUESTS AND THEIR TENANTS
Please make sure they abide by to our rules and regulations.
WATER anyone wasting water will be fined and billed for that use, also if this is a reoccurring problem a meter will
be placed that unit’s main line to monitor and bill extra usage.
WINDOWS, SCREENS AND DOORS Owner is (3) responsible for screen, window, door replacements,
painting door (door’s need to be white), and repairs and locks on mailbox. The Association will paint a door if it is
detracting from the appearance of the complex and bill the owner. Windows and patio door replacements need the
approval of the architectural committee. These need to look presentable. Screen doors must be securely latched and
look presentable. Other than for sale signs, for rent signs or security stickers no other signs are permitted in windows.
After 14 days customary appropriate curtains, drapes, shades or blinds need to be installed on windows and balcony or
patio doors. These must look presentable. Blankets, sheets, and similar materials are expressly prohibited after 14 days
of occupancy, and shall be promptly removed upon demand by the association. Aluminum foil, newspaper or highly
reflective materials like foil are not allowed. Doors may not be left open except to move items into and out of the unit
unless a screen door is attached to the unit’s entrances. Curtains may not blow outside of the window.
INCREASED RISKS, DAMAGE
Nothing may be done or kept in any lot or in or on the Common Elements, or any part thereof, which would result in
the cancellation of the insurance on the project or any part thereof, or increase the rate of the insurance on the project
or any part thereof, over what the Association, for such activity, would pay. Nothing shall be done or kept in any
Residence unit or in or on the Common Elements, or any parts thereof, which would be in violation of any statute, rule,
ordinance, regulation, permit or other imposed requirement of any governmental body. No damage to or waste of the
common elements, or any part thereof shall be committed by any Owner, Owners family, guest, invitee, lessee or etc.

PUBLIC ENDANGERMENT
This would include a Methamphetamine Lab. or anything that could cause large damage to our buildings or injury to
any resident by gross negligence or willful misconduct. The fine is $500.
DO NOT DRIVE OVER 5 MPH IN THE PARKING LOT
NO SKATEBOARDING, ROLLER SKATES or SIMILAR ACTIVITY IS ALLOWED
OTHER NUISANCES No nuisances shall be allowed on the project, nor any use or practice which is a source of
annoyance to residents or which interferes with the peaceful enjoyment or possession and proper use of the project by
its residents. All parts of the project shall be kept in a clean and sanitary condition, and no rubbish, refuse or garbage
shall be allowed to accumulate, nor any fire hazard to exist. Further, no immoral, improper, offensive or unlawful use
shall be permitted or made of the project or any part thereof. All valid laws, ordinances and regulations of all
governmental bodies having jurisdiction over the project or any portion thereof, shall be observed. All other rules and
covenants in the Condominium Declaration are still in effect.
FINES: (unless otherwise stated or after a hearing) 1st Offense is a written notice; 2nd Offense $50; 3rd Offense $100;
4th Offense or more $150 each time. The Board of Director shall take any additional remedial action it deems
appropriate, including but not limited to filing a lien, filing an action for injunctive relief or money judgment. Nothing
set forth herein shall be construed to limit any remedy available to the Board of Directors in the enforcement of these
rules and regulations. You are entitled to due process. You may request a formal hearing on any proposed fine,
penalty or charge. Please write the Board of Directors at P.O. Box 351795, Westminster, CO. 80035-1795 within 15
days of the postmark on notice envelope.
All fines penalties and cost shall be due and payable immediately upon notice of such assessment (judgment after a
hearing) and shall be paid at the place established for regular monthly assessments. If a fine, penalty or cost is not
paid within (15) days, a late charge of $35 and 20% interest shall be assessed to compensate the association for
the expenses, costs and fees involved in handling such delinquency.
The owner of unit fined shall be personally obligated for all penalty and fine assessments. In the event said penalty
and fine assessments are not paid within 15 days, the fine becomes an assessment against the unit and the Association
may thereafter commence an action at law, in equity, or both against any owner personally obligated to pay the same
for recovery of said assessments plus $35 late charge and interest, as afore stated. The prevailing party shall be
entitled to recover its reasonable attorney fees and associated costs and expenses incurred in connection with
such legal proceedings.
