Key Organizational Relationships

Reports to: Program Manager

Direct Reports: None

Contacts:
Internal – Program, Finance and Security Units – to ensure that appropriate support are extended in a
timely manner

External – ChildFund Regional and International offices specifically, Regional Program Manager and IO’s
ECD Specialist, relating to the attainment of milestones as detailed
in the Annual Operating Plan; Donors and International and local NGOs and GOs for collaboration,
partnerships and reporting.

Job Purpose
Provide technical leadership in the conceptualization, development and support in the acquisition and
technical quality of ECCD programs.

Key Responsibilities

Technical Management:
Lead the development, delivery and management of
quality programs on Early Childhood Care and Development in line with ChildFund International’s Area of
Excellence: “Placing children’s experience of deprivation, exclusion and vulnerability at the center of our
policy and practice.”

Lead program planning, design and implementation of ECCD interventions
• Ensure effective monitoring and evaluation that sees institutionalization of evaluation as an integral tool
for continuing program documentation, learning and program improvement; ensure that lessons learnt are
shared with
Beneficiaries, Donors, the government and the RO and IO
• Lead the conduct of trainings, mentoring and support capacity building programs and awareness raising
campaigns amongst staff, Facilitators and communities to deliver quality programs
• Support and provide technical inputs for the establishment of home- and center- based ECCD in Sheik
Mesri New Township
• Cultivate partnerships for new resources; promote networking, collaboration and engagement with
relevant platforms & processes within the national office
program initiatives
• Support the intelligence gathering, positioning of NOs, rapid response to competitive bids, and general
project development and negotiations with donors in support of grants acquisition and management.
• Develop and strengthen relations with Donors and Partners such as but not limited to donor mapping,
delivery of oral presentations, participation in cluster meetings and other related activities
• Review all reporting requirements are met in accordance with guidelines and timelines

Qualifications and Experience
§ 5+ years experience in international development programs
§ Demonstrated diplomacy in building relationships and working with diverse cultures and audiences and
sensitive situations and subject matter
§ Outstanding written and oral communication skills in English; fluency in a local language (i.e. Dari or
Pashtu) preferred
§ Demonstrated experience in serving as a technical specialist in multi-cultural work environments
focusing on program development and management
§ Demonstrated ability to build, develop and foster relationships internally and externally
§ Excellent administrative, communications, negotiation and decision-making skills;
§ Demonstrated ability to represent and interact with donors, government officials, international
organizations and NGO representatives
§ Strong organizational, inter-personal, communication and report writing skills.

EDUCATION
Bachelor’s degree in International Development or related technical field or equivalent relevant
experience
