International Graduate Student Recruiting –A Strategic Initiative
Preparing Democratic Educators in Eastern Europe
Proposal, College of Education
The College of Education has developed opportunities for undergraduate students to study abroad
in programs in Russia, Honduras, and South Africa. Furthermore, we currently enroll one hundred and
three international graduate students. The overwhelming majority of these students are from Asian
countries. At present two Russian students are enrolled in the College and no students from the Baltic
States are pursuing graduate programs in the College of Education. Russia and the former Soviet
Republics offer fertile ground for recruiting graduate students who will both benefit from and strengthen
our programs. The College possesses expertise and resources to not only prepare future leaders in
education, but to maintain a network of on-going communication between our faculty and our
international graduates. The Ackerman Center for Democratic Citizenship will also play a pivotal role in
mentoring students that are recruited.
Rationale for Baltic—Russian Graduate Student Recruitment
The rationale for this Baltic—Russian geographic focus is the need to educate a generation of
educational leaders who are dedicated to maintaining and enlarging the sphere of newly established
democratic governments in these countries. Young teachers, administrators and professors will help
determine the educational policies and classroom practices that will either prepare students to participate
as democratic citizens or accept the dictates of authoritarian governments. Recent political events in
Russia, such as appointing rather than electing regional governors, demonstrate that a movement toward
democratic government is far from assured. The Baltic countries are struggling with issues involving the
nurturing of democratic governments and market economies. We view this program as a great
opportunity to educate the next generation of Russian and Baltic educators and one part of that education
is the chance to educate students who are linked geographically, but very divided politically.
The College of Education possesses the resources—human and technological-- to fit this graduate
student recruitment effort into a larger effort to enhance the colleges status relative to peer institutions.
The Ackerman Center with its history of leadership in civic education, the personal relationships with
educational leaders throughout the Baltic countries and Russia, along with the technological support
available from the college and university make possible the establishment of an on-going program of
educational leadership for the College of Education and Purdue University in this region.
Scope of Program
The College of Education proposes to recruit highly qualified graduate students in the Baltic
countries of Latvia, Lithuania and Estonia to all of the graduate programs in education at Purdue (see
Appendix A). We also propose to interview students from Russian Universities in St. Petersburg,
Moscow, Tula, Samara, Kirov and Krasnoyarsk. We have an advantage in recruiting students in these
cities. Professor Nelson is currently involved in a University Partnership program and the Civics Mosaic
program that have established contacts in all of these cities with the exception of Tula. Mr. Anatoli
Rapoport, Professor Nelson’s graduate assistant is a graduate of the Tula Pedagogical University and
maintains contact with the faculty. Professors Nelson and VanFossen have been involved in educational
programs in Latvia, Lithuania, Estonia and Russia for more than a decade. The individuals and
institutions who will help arrange contacts and interviews are listed in the appendix to this document.
Program of Recruitment
We propose to organize a group of three individuals to conduct the recruitment process and
interviews in cities previously listed. Professor Nelson will lead the group with support from Mr. Anatoli
Rapoport a staff member from International Students and Scholars. Mr. Rapoport is a Ph. D. candidate
and a veteran Russian teacher. His experience will help assure that we effectively and accurately
communicate with prospective students. His knowledge of Russian education and Purdue University will
help us to recommend/ select individuals who are likely to achieve success in their graduate studies. This
organization deviates from the model program circulated; however, we believe that Mr. Rapoport’s
experience as a teacher in Russia, his command of the Russian language and his experience as a graduate
student in the College of Education will prove extremely valuable in determining the qualifications of
prospective students.
The College of Education offers graduate programs through the Department of Curriculum and
Instruction and the Department of Educational Studies. The advanced degrees that may be earned are
Master of Science, Master of Science in Education, Educational Specialist, and Doctor of Philosophy.
We propose to recruit students in all the fields of study that are offered in the College of Education
(Appendix A). We will accomplish this purpose by organizing a faculty meeting to discuss the recruiting
trip prior to our departure. Professor Nelson will meet with all program areas who are interested in the
recruitment of students; he will collect program area recruitment materials prior to the recruitment trip
and he will distribute these materials to interested students. Additionally, Professor Nelson will
communicate information obtained from the program areas to the site representatives in Russia and the
Baltic countries who will disseminate information to prospective students prior to the interview.
In the Baltic countries and Russia we propose a 3-step recruitment process:
Step 1. The representatives of the College of Education (Purdue team in consultation with representative
of the administration and program areas) develop a questionnaire and requirements for newly recruited
graduate students. The developed requirements are sent to our contacts in Estonia, Latvia, Lithuania, and
Russia (see Appendix B). Based on our requirements each contact person recommends several candidates
November – December
Step 2. The Purdue team selects final candidates in each region from the recommended lists. The selected
candidates write essays that they send electronically to Professor Nelson. The selection criteria and
rubrics for essays are developed by the representatives of the College of Education.
December – January
Step 3. Professor Nelson, Mr. Rapoport, and the representative of International Programs travel to
Estonia, Latvia, Lithuania, and Russia to conduct interviews with the finalists.
End of January – Early February.
The exact schedule will be finalized when we determine the costs associated with travel. We will
schedule our interviews in Riga, Vilnius and Tallinn at the beginning or end of the trip. We will recruit in
St. Petersburg and travel by train to Moscow. After recruiting in Moscow we will travel by train to
Kirov, Samara and Tula. Night trains are economical forms of transportation in Russia for two reasons:
ticket costs and we avoid the need for hotel rooms. Our trip to Krasnoyarsk, in Siberia, depends on
available funds. This trip would provide the college an opportunity to recruit students in a relatively
remote area, but it will require air transportation or a long and time-consuming train trip.
