STOP PAY ACCOUNT PAYMENTS
Provides for the payment of bills held in stop pay status for 6 months or more. FY 97 DOD
Appropriations Act (Sect 8104) provides authority to charge current appropriations for
disbursements otherwise chargeable to expired or canceled appropriations which are currently
in condition one stop pay status.
Condition one status occurs when disbursements are in excess of recorded obligations at the
appropriation level, and the appropriation manager does not have sufficient unobligated
balances available to equal or exceed the amount by which disbursements exceed obligations.

The project code for BRAC is an eight position number developed as follows:
a. Positions one and two indicate the budget activity. See the Budget Activity table below for specific two digit codes.
b. Positions three and four indicate the package identification code stated below. Each BRAC round has specified realignment and
closure packages that have been approved by the President and the Congress and are documented in the BRAC reports for each
round. Packages are usually identified by the affected installation that is realigning or closing. BRAC 91 package identification
codes are listed in Chapter 510-11, BRAC 93 package identification codes are listed in Chapter 510-16, and BRAC 95 package
identification codes are listed in Chapter 510-40.
c. Position five through eight indicate the military construction code or procurement line item (PLI) code to be used for military
construction, family housing and procurement projects. For all other sub-accounts use zero (0000) fill.
(1) Military construction project codes are listed in Section 2.
(2) The PLI code consists of two, two position codes, the item identification (ID) code (positions 5 and 6) and, an optional
command use location code (positions 7 and 8). The item ID codes are listed in the Procurement Line Item table below.
(a) The location code is an optional code which may be used by a command to identify the receiving installation but is
not reportable to HQDA. Use zero (00) fill if a location code is not used.
(b) If the location code is used by a command, it must be converted to zero (00) by their accounts office prior to
submission to HQDA.

NOTE: The BRAC 91 Account expired on 10 July 1997. The Office of the Under Secretary of Defense (Comptroller) has issued
guidance for using BRAC 91 account balances. In summary, after 10 July 1997:
a. Obligated balances remain available to liquidate existing obligations properly chargable to BRAC 91 projects.
b. Unobligated balances remain available to adjust existing obligations properly chargeable to BRAC 91 for contract claims
and modifications.
c. Unobligated balances remain available to incur new obligations at BRAC 91 realigning or closing installations for
environmental restoration, property management and property disposal.
d. Public Law 104-196, Military Construction Appropriations Act 1997, Section 116, allows the use of expired funds to pay the
cost of a construction project’s associated supervision, inspection, overhead, engineering and design, and on subsequent
claims for military construction (Budget Activities 11 and 12) projects and family housing construction (Budget Activities 21
and 22) projects.
