Diversity Task Force
• Background
After several years of slow enrollment declines, total enrollment at the
University of Cincinnati has grown for the last three years. The declines in
the undergraduate population are primarily associated with the closing of
programs in University College and Evening College. Recent enrollment
increases have been led by growth in distance learning programs, growth
on the regional campuses and growth in the graduate school. Two record
and near record freshmen classes and improvements in baccalaureate
program retention account for real growth in the Uptown undergraduate
population in Autumn 2006.
Four years of Success Challenge programming is showing dividends in
enhanced retention and graduation rates.
• Current Situation
The University of Cincinnati adopted more stringent minimum admission
criteria and changed the undergraduate application process by adding a
personal statement and listing of co-curricular activities and a requirement
to complete the ACT/SAT writing assessment for baccalaureate students
entering Autumn 2006. The Center for Access and Transition (CAT)
required a high school minimum GPA of a 2.0 for admission and held to
an enrollment deadline of September 1st for CAT students. Completion of
Main Street, the elimination of major construction in the center of campus
and increased residential option has delivered a vibrant campus facility
that is clearly more attractive to potential and current students . Most
recent U.S. News and World Report rankings show UC moving up 6 spots
in 2006 to 139. UC has moved 33 spots in this ranking since 2002.

• Analysis (Strengths and Weaknesses)
Enrollment of students of color has held remarkably steady during a
timeframe of significant curricular change. One might have projected a
significant drop in enrollment of students of color as many open access
programs were phased out and eventually closed. UC did see a slight
drop in enrollment of black students for Autumn 2006 in both total
enrollment and the freshman class. This approximate 1% drop can be
directly associated with a smaller CAT, changes in baccalaureate
admission criteria and a smaller number of total and students of color in
the Criminal Justice masters program. The enrollment requirements and
process changes in the CAT will result in a healthier CAT going forward.
Students not meeting Autumn quarter deadlines have been referred to
winter quarter. Enhanced baccalaureate criteria will also result in
enhanced retention and graduate rates. UC’s management of this
process resulted in a far smaller decline in enrollment of students of color
than other campuses have experienced.
Changes in Cincinnatus criteria to include Turner eligible students in the
competition resulted in expanded scholarship options for students of color.
This expansion delivered an increase in black students receiving
Cincinnatus offers and enrolling at UC. Enhanced coordination between
major scholarship programs also allowed UC to attract many strong
students of color in the first year class
• Recommendations – These recommendations include strategies to
foster the likelihood of improvements in academic and social integration.
The body of research surrounding college success indicates that both are
necessary to move students successfully to degree completion.
1. Continue inclusion of non-cognitive factors in admissions application
reviews and strengthen the process further; carefully monitor the
impact of increasing standards so as not to incur unintended
consequences
2. Support the initiatives of STRIVE, Summer Bridge, Gear Up, M2SE,
Ohio Core and other programs directed at improving academic
preparedness in the admissions pipeline; support the continued
development of the dual enrollment program operated by CAS in the
Cincinnati Public Schools.
3. Enhance partnerships with Cincinnati State, Sinclair and our regional
campuses as pipelines for need based students and starting points for
students with developmental needs
4. Consider the development of additional scholarship options directed at
students of color that do not include the program requirements of the
Darwin T. Turner Program. Turner is a model program and one we
support, but it is not an attractive option for some students of color
because of the program requirements
5. Make progress on plans to renovate/relocate the African American
Cultural and Research Center
6. Continue efforts to attract and enroll Hispanic students through
community involvement and outreach.
7. Explore need based alternatives and develop strategies to curb
significant increases in tuition.
8. Hire additional black and Hispanic faculty to support likelihood of
mentoring relationships and diverse community building
9. Improve recruitment results in Cleveland and Columbus
10. Obtain a higher level of recruitment support from key internal faculty
and staff constituencies .
