Establishing a Task Force to Study Barriers to Voting Rights for Individuals

requiring the members of the Task Force to select its chair; providing for the
staffing of the Task Force; prohibiting a member of the Task Force from

PROVIDERS – SCOPE OF PRACTICE AND PROVIDER REGISTRY
Providing that the provisions of the Maryland Medical Practice Act do not
prohibit individuals from administering treatments or providing advice
regarding the human body and its functions to another individual if the
individual providing the treatment or advice does not act in a specified
manner; establishing the Complementary Alternative Medicine Health Care
Provider Registry in the Department of Health and Mental Hygiene; etc.

WORKERS’ COMPENSATION COMMISSION – AUTHORITY –
EMPLOYER COMPLIANCE
Clarifying the authority of the Workers’ Compensation Commission to
conduct specified investigations and take other actions to determine whether
an employer has complied with requirements regarding workers’
compensation insurance; establishing penalties; requiring the Commission to
notify specified employers that licenses or permits may be suspended under
specified circumstances; prohibiting specified employers from entering into a
contract with a public body under specified circumstances; etc.

CRIMINAL PROCEDURE – CONCURRENT COURT JURISDICTION –
SECOND OR SUBSEQUENT OFFENSE OF FAILURE TO REGISTER
WITH SEX OFFENDER REGISTRY
Providing that the jurisdiction of the District Court is concurrent with that of
the circuit court in a criminal case in which a person is charged with a second
or subsequent offense of knowingly failing to register, knowingly failing to
provide a specified notice, or knowingly providing false information of a
material fact as required under provisions relating to registration of sexual
offenders.

EDUCATION – REPORTING REQUIREMENT – CLASS SIZE
Requiring the State Department of Education to develop a uniform data
collection method to track the number of students who regularly participate in
a classroom teacher’s class by the beginning of the 2012–2013 academic year;
requiring the method to reflect the number of these students in a classroom
teacher’s class as of September 30 of each year; requiring each county board
of education to implement the method and report the results to the
Department on or before December 1 of each year; etc.

BUSINESS OCCUPATIONS – CRANE OPERATORS – CERTIFICATE OF
COMPETENCE
Prohibiting a person from operating a crane in the State for construction work
or demolition work unless the person holds a Certificate of Competence;
prohibiting a person from authorizing the operation of a crane in the State for
construction work or demolition work unless the crane operator holds a
Certificate of Competence; requiring a person who holds a Certificate of
Competence to carry the certificate while operating a crane; etc.

WELFARE TO WORK – JOB SKILLS ENHANCEMENT PROGRAM –
GREEN JOBS
Requiring that the Secretary of Budget and Management develop and
implement a plan for hiring current and former Family Investment Program
recipients; requiring that the job skills enhancement program include job
training for employment in energy efficiency and renewable energy
industries; authorizing the Secretary of Human Resources to access specified
federal stimulus dollars for job training; requiring that procurement
subcontracts are appropriate for the execution of hiring agreements; etc.

PHYSICIANS – OUTPATIENT SURGICAL SERVICES – HOSPITAL
PRIVILEGES
Prohibiting freestanding ambulatory care facilities from employing physicians
to provide specified surgical services if the physicians do not have specified
privileges at specified accredited hospitals; and authorizing the State Board of
Physicians to impose specified penalties if specified licensees provide
specified outpatient surgical services and do not have specified privileges at
specified accredited hospitals.

CRABBING – CRAB POTS – REQUIREMENTS
Requiring that crab pots set by a person to catch crabs be marked by a buoy
that is easily visible from the surface of the water by virtue of its size and
color and that is constructed of durable material; prohibiting buoys from
being constructed of glass or plastic bottles, jugs, or metal cans; and requiring
the Department of Natural Resources to adopt regulations.
