Advertising is expensive regardless of whether a mutually beneficial position can
be found. Employer bears financial cost and time cost. Worker bears time cost.

There are negligible costs for both parties if a mutually beneficial position cannot
be found. If a mutually beneficial position can be found, costs are shared as both
parties benefit from the employment relationship.

deters workers from searching constantly. Employers and workers can 'miss'
