ACCOUNTANT II

H) Educational and/or Experience Requirements:
Education: A Bachelor’s Degree from an accredited college or university in Public or
Business Administration or a closely related field including significant course work in the
area of accounting.
Experience: At least three (3) years of recent, full-time increasingly responsible relevant
accounting, controller or fiscal experience. Experience in governmental and/or fund
accounting or a CPA is highly desirable. At least two (2) years must have been served in a
supervisory capacity.
H) Licenses and/or Certificates Required: Possession of a valid California Class C driver’s
license is required.

III. Position Summary
Under general direction of the Finance Officer performs a variety of complex and difficult
accounting and financial analysis work involving the development and maintenance of
accounting systems affecting Citywide and/or multi departments; supervises and directs the work
of accounting support staff; may perform duties included in the Accountant I class and performs
other job related work as required.
The Accountant II is at the first-level of management and is the full supervisory class in the
Accountant series. This class is distinguished from the Accountant I by its lead worker and
advanced journey-level classification responsibilities and duties.

IV. Essential Functions
1. Oversees and performs a variety of accounting duties related to the operation and
maintenance of Citywide and multi department accounting records.
2. Coordinates and oversees the development and administration of the citywide
budget.
3. Establishes and maintains a variety of special accounts and systems related to grant
and other special funding accounts.
4. Facilitates fiscal controls and compliance with generally accepted accounting
principles by the City and its related entities.
5. Prepares a variety of financial reports including periodic reports, year-end closing
and reconciliation, and budgetary documents.
6. Supervises and directs the work of staff with accounting support responsibilities
including provision of timely performance evaluations; recommends and
implements approved discipline; provides staff development; and maintains high
standards necessary for efficient, professional operations.
7. Participates in recruitment and selection activities; makes recommendations for
appointment of new staff; assists with staff orientation and training.
8. Assists outside auditors and coordinates reviews of City accounting and financial
systems.
9. Assists in the development, implementation and evaluation of fiscal policies,
procedures and practices.
10. Reviews and approves accounting transactions for input to the various financial
systems of the City and its related entities and departments.
11. Directs and participates in complex fiscal, financial, and accounting problem
resolution in areas impacting the City’s financial condition and operation.
12. Prepares highly complex and technical reports; documents policies and procedures;
performs research.
13. Responsible for carrying out the mission of the City and the department and
adherence to the City and department’s organization values.
14. Develops and maintains positive public relations with emphasis on customer
service.

15. Makes and assists with presentations before various groups, including City
Council, Commissions, and professional and public meetings, as needed.
16. Answers questions; provides information to the public; recommends corrective
actions; investigates, reports, documents and resolves complaints.

18. Supervises, evaluates, and assigns the work of subordinate personnel.
19. Motivates employees to perform to the best of their abilities, evaluates employee

appropriate.
