                                      NOTICE TO BIDDERS

               NOTICE IS HEREBY GIVEN that sealed bids for the furnishing and delivery of MOTOR
VEHICLE: MECHANICAL STREET SWEEPER for the County of Ocean, will be received by the Director of
Purchasing of the County of Ocean at the Administration Building, 101 Hooper Avenue, Toms River, New Jersey,
on Tuesday, October 21, 2008 at 11:00 A.M., prevailing time.

              Specifications and form of proposal are on the WEBSITE or on file in the Department of Purchase,
Room #224, Administration Building, 101 Hooper Avenue, Toms River, New Jersey and may be obtained upon
request. Direct all inquiries to Ralph B. Patterson, Director of Purchasing.

             Bidders are required to comply with the requirements of P.L. 1975 C.127 (N.J.A.C. 17:27) regarding
equal employment opportunities and with the requirements of P.L. 1977 C.33 regarding corporate and/or partnership

INSTRUCTIONS TO BIDDERS
1. All Bids:

•   WILL BE OPENED PUBLICLY IN THE ADMINISTRATION BUILDING, ROOM 119, 101 HOOPER
    AVENUE, TOMS RIVER, NEW JERSEY, COMMENCING AT 11:00 A.M., PREVAILING TIME ON THE
    DATE SPECIFIED IN THE NOTICE TO BIDDERS.

•              MUST BE ENCLOSED IN A SEALED ENVELOPE BEARING THE
               NAME AND ADDRESS OF THE BIDDER, THE NAME OF THE BID
               AND THE DATE OF BID OPENING ON THE OUTSIDE.

•   WHICH ARE TO BE HAND DELIVERED THE DAY OF THE OPENING MUST BE TAKEN AND
    PRESENTED TO THE DIRECTOR OF PURCHASING AT THE TIME THE BIDS ARE CALLED FOR.

2. Bidders shall complete and sign all procedural documents:

•   ANY OTHER DOCUMENTS THAT MAY BE REQUIRED IN THE SPECIFICATIONS

          Failure to do so, may be cause for rejection. Each bid must be signed in ink or ballpoint pen by person
authorized to do so. (Black ink preferred)

        3. The County reserves the right to reject any or all bids, or to waive any informalities in the bids, and
unless otherwise specified by the bidder, to accept any item in the bid, should it be deemed in the best interest of the
County to do so.

        4. In case of default by the bidder or contractor, the County of Ocean may procure the articles or services
from other sources and hold the bidder or contractor responsible for any excess cost occasioned thereby.

        5. The bidder, if awarded a contract, agrees to protect, defend and save harmless the County against any
damage for payment for the use of any patented material process, article or device that may enter into the
manufacture, construction or form a part of the work covered by either order or contract, and he further agrees to
indemnify and save harmless the County from suits or actions of every nature and description brought against it, for,
or on account of injuries or damages received or sustained by any party or parties by, or from any of the negligent
acts of the contractor, his servants or agents.

         6. The contractor shall maintain insurance to protect against all claims under Workmen's Compensation,
Comprehensive General Liability and Automobile and shall be subject to approval for adequacy of protection as per
the following limits:

       Worker's Compensation
       1. Limits according to Worker's compensation Laws of the State of New Jersey.
       2. Contractor's Liability not less than $100,000.

       Comprehensive General Liability
       1. Bodily Injury - $500,000 per person; $1,000,000 per occurrence.
       2. Property Damage - $1,000,000 per occurrence.

               Comprehensive General Liability shall include the following:
               1. Coverage for explosion, collapse or underground hazards.
               2. Occurrence basis coverage.
               3. Broad form property damage coverage.
               4. Coverage for personal injury sustained by any person as a
                  result of an offense directly or indirectly related to the
                  employment of such person by the insured.

               Comprehensive Automobile Liability shall include the following:
               Business auto liability insurance or its equivalent with a minimum
               limit of $1,000,000 per accident and including coverage for all of
               the following:

               Liability arising out of the ownership, maintenance or use of any auto;

               Auto non-ownership and hired car coverage.

               Contractor's Worker's Compensation, Comprehensive General Liability and Comprehensive
               Automobile Liability arising out of subcontractor's operations shall be identical as that listed above.

               Copies of each insurance certificate shall be furnished to the County when requested.

       7. It is to be understood by the bidder that this bid is submitted on the basis of specifications prepared by
the County and the fact that any bidder is not familiar with these specifications or conditions will not be accepted as
an excuse.

           8. NO BID SECURITY.

           9. NO PERFORMANCE BOND

        10. Bidders must use the proposal form furnished by the County when submitting their bid.

        11. Chapter 33 and a copy of bidder’s New Jersey Business Registration Certificate must be included with
bid.

        12. Insert prices for furnishing all of the material and/or labor described or required. Prices shall be net,
including any charges for packing, crating, containers, etc. and all transportation charges fully prepaid by the
contractor F.O.B. destination and placement at locations specified by the County. No additional charges will be
allowed for any transportation costs resulting from partial shipments made at the vendor's convenience when a
single shipment is ordered.

       13. Payments will be made upon the approval of vouchers submitted by the successful bidders in accordance
with the requirements of the Board of Chosen Freeholders and subject to the Board of Freeholders customary
procedures.

        14. Contract will be awarded on a line item basis.

        15. In the event that there is a discrepancy between the unit prices and the extended totals,
the unit prices shall prevail. In the event there is an error of the summation of the extended totals, the computation
by the OWNER of the extended totals shall govern.

        16. Award will be made by Ocean County Board of Chosen Freeholders within sixty (60) days after receipt
of bids.

       17. Prevailing Wage & Labor Laws. The New Jersey Prevailing Wage Act (P.L. 1963, Chapter 150) and
provisions of the State Labor Laws must be complied with by the successful bidder, if applicable.

        18. Equal or Tie Bids. The County of Ocean reserves the right to award at their discretion to any one of the
tie bidders.

       19. The County of Ocean is exempt from any State sales tax or Federal excise tax.

        20. For purpose of evaluation where an equivalent product is being furnished, bidder must indicate any
variation to our specifications no matter how slight. If no variations are indicated, it will be construed that the bid
fully complies with our specifications.

        21. Quantities shown are approximate and the County reserves the right to decrease or omit quantities. The
County also reserves the right to increase quantities to twenty (20) percent of the maximum quantities listed at the
unit price bid.

       22. The contract shall be in effect for one (1) year from date of award or until delivery is complete unless
otherwise stated. The County reserves the right to extend the term of the contract pursuant to N.J.S.A.40A:11-15.

      23. Bids may be hand delivered or mailed per legal notice to bidders. In the case of mailed bids the County
assumes no responsibility for bids received after the designated date and time and will return late bids to the bidder
unopened.

       24. Delivery shall be made upon receipt of a Purchase Order issued by the Ocean County Department of
Purchase, upon which delivery locations and needed quantities shall be indicated.

       25. "All contractors must comply with the provisions of New Jersey Statute Title 40A:11-18, when
applicable."

       26. Public Works Contractor Registration Act
            The bidder must comply with the provisions of "The Public Works Contractor Registration Act", if
applicable.

           •   All named contractors must be registered with the Department of Labor pursuant to the Public
               Works Contractor Registration Act at the time the proposal is received, or the proposal will be
               determined to be non-responsive.

           •   Any non-listed contractor must be registered with the Department of Labor prior to physically
               starting work. It is the responsibility of the General Contractor to insure that all non-listed
               contractors comply.

           •   Contractors are encouraged to submit their and all named contractors’ Public Works Contractor
               Registration Certificates with the bid.

       27. This agreement shall not be assigned without the written consent of the County of Ocean.

      28. NJ ONE CALL. By presenting a bid, contractor declares that he is aware of and, if required, will
comply with the requirements of the "Underground Facility Protection Act (Public Law 1994, Chapter 118)" prior to
commencing any intended excavation. The telephone number to call is 1-800-272-1000.

            The successful bidder will be required to show compliance with this requirement by submitting to the
appropriate project coordinator the confirmation number obtained from ONE-CALL before any excavation is
undertaken.

        29. Special Surety Bid Requirements for Certain Construction Projects. The attention of the bidder is called
to the provisions of P.L. 1995, Chapter 384 enacted on January 10, 1996 which requires that the County of Ocean
shall only accept performance and payment bonds from surety companies meeting the requirements of that statute.
The bidder shall deliver with its bid a Consent of Surety. The Bidder's Surety Company shall complete the
"Certificate of Surety Company" which bidder shall submit with its bid.
        30. New Jersey Business Registration Requirements. N.J.S.A. 52:32-44 imposes the following

requirements on contractors and all subcontractors that knowingly provide goods or perform services for a
contractor fulfilling this contract: 1) the contractor shall provide written notice to its subcontractors to submit proof
of business registration to the contractor; 2) prior to receipt of final payment from a contracting agency, a contractor
must submit to the contracting agency an accurate list of all subcontractors or attest that none was used; 3) during
the term of this contract, the contractor and its affiliates shall collect and remit, and shall notify all subcontractors
and their affiliates that they must collect and remit to the Director, New Jersey Division of Taxation, the use tax due
pursuant to the Sales and Use Tax Act, (N.J.S.A. 54:32B-1 et seq.) on all sales of tangible personal property
delivered into this State.
A contractor, subcontractor or supplier who fails to provide proof of business registration or provides false business
registration information shall be liable to a penalty of $25 for each day of violation, not to exceed $50,000 for each
business registration not properly provided or maintained under a contract with a contracting agency. Information
on the law and its requirements is available by calling (609) 292-9292.

       32. The vehicles furnished shall comply with all safety laws, rules and regulations of the State of New Jersey
and with standards for automotive vehicles.
        33. The vehicles, equipment and accessories shall be new. The bidder shall specify the specific model being
bid in each class or type of vehicle.
        34. The vehicles, equipment and accessories shall be new and ready for immediate use upon delivery, all
service and make-ready having been done prior to delivery. Any vehicle not in such condition will be rejected. All
vehicles are to be delivered to the Ocean County Department of Vehicle Services, Chestnut Street, Toms River,
New Jersey.
       35. The vendor shall furnish for each vehicle delivered, the manufacturer's standard warranty against defects
in material, workmanship and design in said vehicles.
        36. Bidders must state number of days, after receipt of order, that vehicles will be delivered.

      37. The awards will be made on the basis of a comparison of prices of each vehicle listed with standard
equipment plus the cost of optional equipment.
        38. Dealer's name shall not appear on vehicles.
       39. Bidders must affix the signature of a properly authorized representative of their company on this
proposal. Unsigned bids will be disqualified.
        40. Inspection Sticker - Each vehicle shall be delivered with a New Jersey motor vehicle new vehicle
inspection sticker in place as prescribed by law. Each vehicle also must be delivered with a New Jersey Motor
Vehicle Commission title, registration, and plates. (Temporary plates are not acceptable)

          Notwithstanding the delivery of the title, the County reserves the right to inspect the vehicles and reject
them if non-conforming to the specifications.

       42. Shop service manuals, Hydraulic Systems manuals, including wiring diagram and electrical trouble
shooting guide are to be provided with each vehicle.
WARRANTY & SERVICING
      43. The authorized Dealer's Warranty shall be for a minimum of one (1) year period from date of acceptance
by County for parts and labor on chassis, engine, transmission, body, hydraulics, plows and spreaders.

       44. This agreement shall cover all warranty work, minor warranty and service work at County Facility, upon
request of the Director of Vehicle Services.

       45. Vehicle transportation for warranty work shall be at the vendor's expense. He shall pick up and deliver
back to County of Ocean within seven (7) working days, upon notification from Director, Vehicle Services or his
designated shop Foreman, that servicing or warranty work is required.

       46. Bidder shall have full service facility stocked with parts capable of performing all warranty and non-
warranty repairs, to ensure efficient and economic maintenance of the vehicles and to reduce down time.

       47. Any unnecessary delays because of parts availability or service scheduling, the Director, Vehicle
Services, shall be notified and a replacement vehicle provided upon request.
        48. Pay to Play Requirements: The Vendor/Contractor must file an annual political contribution
disclosure statement with the New Jersey Election Law Enforcement Commission ("ELEC') pursuant to
N.J.S.A. 19:44A-20.13 (P.L. 2005, c.271, s.3) if the Vendor/Contractor receives contracts from public entities
totaling in excess of $50,000 in a calendar year. It is the Vendor's/Contractor's responsibility to determine if the
filing of an ELEC disclosure statement is necessary. Additional information on this requirement is available from

     49. The County has established a "COUNTY COOPERATIVE CONTRACT PURCHASING
SYSTEM" pursuant to N.J.S.A. 40a:11-1 et seq…

the County to purchase goods and services awarded as a result of this bid proposal if it is extended by the low
bidder.
        Goods and services must be made available without substitution or deviation from specifications, size,
features, quality, price or availability as herein set forth. It is understood that orders, if any, will be placed
directly by contracting units, subject to the overall terms of the contract to be awarded by the County of Ocean.
        The estimated quantities listed in this specification reflect only the needs of the agencies under the direct
control of the Ocean County Board of Chosen Freeholders. If the vendor chooses to extend the resulting
contract to all other contracting units, the quantities could be higher.

                  GOODS, PROFESSIONAL SERVICE AND GENERAL SERVICE CONTRACTS


During the performance of this contract, the contractor agrees as follows:

        The contractor or subcontractor, where applicable, will not discriminate against any employee or applicant for

Disabilities Act of 1990 (the "Act") (42 U.S.C. 12101 et. seq.), which prohibits discrimination on the basis of
disability by public entities in all services, programs and activities provided or made available by public entities,
and the rules and regulations promulgated pursuant thereunto, are made a part of this contract. In providing any aid,
benefit, or service on behalf of the COUNTY pursuant to this contract, the CONTRACTOR agrees that the
performance shall be in strict compliance with the Act. In the event that the CONTRACTOR, its agents, servants,
employees, or subcontractors violate or are alleged to have violated the Act during the performance of this contract,
the CONTRACTOR shall defend the COUNTY in any action or administrative proceeding commenced pursuant to
this Act. The CONTRACTOR shall indemnify, protect and save harmless the COUNTY, its agents, servants and
employees from and against any and all suits, claims, losses, demands, or damages of whatever kind or nature
arising out of or claimed to arise out of the alleged violation. The CONTRACTOR shall, at its own expense,
appear, defend and pay any and all charges for legal services and any and all costs and other expenses arising from
such action or administrative proceeding or incurred in connection therewith. In any and all complaints brought
pursuant to the COUNTY'S grievance procedure, the CONTRACTOR agrees to abide by any decision of the
COUNTY which is rendered pursuant to said grievance procedure. If any action or administrative proceeding
results in an award of damages against the COUNTY or if the COUNTY incurs any expense to cure a violation of
the ADA which has been brought pursuant to its grievance procedure, the CONTRACTOR shall satisfy and
discharge the same at its own expense.

       The COUNTY shall, as soon as practicable after a claim has been made against it, give written notice thereof
to the CONTRACTOR along with full and complete particulars of the claim. If any action or administrative
proceeding is brought against the COUNTY or any of its agents, servants and employees, the COUNTY shall
expeditiously forward or have forwarded to the CONTRACTOR every demand, complaint, notice, summons,
pleading, or other process received by the COUNTY or its representatives.

       It is expressly agreed and understood that any approval by the COUNTY of the services provided by the
CONTRACTOR pursuant to this contract will not relieve the CONTRACTOR of the obligation to comply with the
Act and to defend, indemnify, protect and save harmless the COUNTY pursuant to this paragraph.

       It is further agreed and understood that the COUNTY assumes no obligation to indemnify or save harmless
the CONTRACTOR, its agents, servants, employees and subcontractors for any claim which may arise out of their
performance of this Agreement. Furthermore, the CONTRACTOR expressly understands and agrees that the
provision of this indemnification clause shall in no way limit the CONTRACTOR'S obligations assumed in this
Agreement, nor shall they be construed to relieve the CONTRACTOR from any liability, nor preclude the
COUNTY from taking any other actions available to it under any other provisions of this Agreement or otherwise at
law.

                        MOTOR VEHICLE: MECHANICAL STREET SWEEPER

INTENT

       The purpose of this bid package is to provide the County of Ocean with a contractor(s) who will supply new
model year 2008, or newer Motor Vehicles as specified herein.

NO ASSIGNMENT

        This agreement shall not be assigned without the written consent of the County of Ocean which consent shall
not be unreasonably withheld. Assignee shall promptly prepare and complete such documents as the County shall
require.

AVAILABILITY AND DELIVERY

       The bidder must indicate the number of days required for the delivery After Receipt of Order (A.R.O.)

OWNERSHIP DISCLOSURE

       All contractors shall comply with all laws governing the disclosure of all stockholders or partners, as
included in N.J.P.L., 1977, Chapter 33.

BID REVIEW

        Bids may be reviewed once the bid meeting has concluded. Additionally, bid results are available in the
Ocean County Purchasing Department on the day following the bid openings for any interested party that may wish
to review them.

       Requests for bid tabulations by mail will not be honored. In person requests for copies of bid results will
follow the County policy for copies.

MODIFICATIONS & WITHDRAWLS

       Telegraphic or Electronic bids will not be considered. Bids may be withdrawn based on written request
received from the bidder prior to the time fixed for opening. No right for withdrawal exists after the bid has been
opened. Written request shall be signed by the bidder or proper corporate officers.

EVALUATION

        The quality of the equipment supplied, their conformity with the specifications, their suitability to
requirements, delivery terms, guaranty clauses, price of the materials shall all be taken into consideration. Where
equivalent equipment is offered, the County will determine if the proposed item is equal or better than that
specified.

TRANSITIONAL PERIOD

       In the event services are terminated by contract expiration or by voluntary termination by either the
Contractor or The County of Ocean, the Contractor shall continue all terms and conditions of said contract for a
period not to exceed thirty (30) days at the County’s request.

AVAILABILITY OF FUNDS

        The County’s obligation hereunder is contingent upon the availability of appropriated funds from which
payment for contract purposes can be made. No legal liability on the part of the County for payment of any money
shall arise unless, and until funds are made available each year to the Director of the Department of Purchase.

MANUALS

      Unless otherwise indicated, a minimum of two (2) complete sets of manuals shall be provided with the
equipment as follows (CD format preferred, if available):

       1)   Operator’s Manual
       2)   Parts Book
       3)   Shop Service Manuals including wiring diagrams and trouble shooting guide
       4)   Hydraulic System Manual including parts book and service repair manual

TRAINING AND TECHNICAL SUPPORT

       The contractor shall provide all appropriate instructions to operating personnel with instructional manuals as
needed.

COOLING SYSTEM PROTECTION

     All vehicles furnished must be protected to –(minus) 20°F (-30°C) with permanent type anti-freeze and
summer coolant.

AIR CONDITIONING

       All air conditioning shall be factory installed, support system (cooling, electrical, etc.) shall be upgraded in
accordance with factory recommendations.

FUEL

       All vehicles will be delivered with a minimum of one-half (½) tank of fuel.

DESIGN

        Materials shall be of good commercial quality for the intended service and shall be produced by use of
current manufacturing processes and treated to resist rust, corrosion and wear.

     The design of the mechanical member shall be such that the stress imposed through normal shock loads of
maximum engine torque, shall not cause rupture or permanent deformation or undue wear on any member.

STANDARD EQUIPMENT

        These specifications include all standard equipment provided for each vehicle unless specifically upgraded
or deleted. In the event options are required, the contractor shall provide upgrading of all support systems affected,
in accordance with factory recommendations.

DEMONSTRATION

      Bidder shall be prepared to give, prior to bid award, a complete demonstration of the equipment proposed at
a County facility or a mutually agreed to location and time within the State of New Jersey. The equipment so
demonstrated shall be complete as offered by the bidder.

SERVICE

        Contractor shall be able to service all equipment proposed and include their standard maintenance contract
to take effect at the expiration of the guaranty period. The contractor shall maintain a service facility staffed with
qualified service personnel and a working inventory of parts.

WARRANTY

       Manufacturers warranty shall apply.

MODEL INFORMATION REQUIRED

        The manufacturer, make and exact models proposed as substitutes shall also be submitted on bidder's
letterhead with any proposal contended to be "equivalent".

INFORMALITIES

        Ocean County reserves the right to reject any or all bids, to waive any informality in bid, to accept in whole
or in part such bid or bids as may be deemed in the best interest of Ocean County.

COMPLIANCE TO MINIMUM BID REQUIREMENTS
EQUIVALENT PROPOSALS

       It is the intent of these specifications to describe and govern the purchase of new and unused motor vehicles
equipment with any and all accessories as noted herein. The units shall conform to the highest quality of
manufacturing and design standards. Any item or items not specifically mentioned herein, but which would be
required to produce a complete working unit, shall be supplied by the vendor.

        All bidders must answer compliance questions in full. A general exception cannot be taken for any
paragraph or item. If a bidder is basing his proposal on equipment other than what is specified in these bid
documents and wishes the equipment he proposes to be considered as an "approved equal", he shall submit on a
separate sheet, in the exact format of the technical specifications contained herein, an item by item description of
that which he proposes to substitute including any and all variations from or exceptions to the conditions and
specifications of this bid. Failure to comply may result in rejection of bid.

KEYS

INTENT

It is the intent of these specifications to describe a pick-up type mechanical street sweeper with all hydraulic drives,
5 cubic yard direct transfer high-lift hopper, conveyor, main broom. The unit must be equipped with vertical
digger-type gutter brooms, pressurized dust control spray system and an independent engine to power the sweeping
functions. The chassis for this sweeper is to be sufficiently rated to transport a full load of sweeping debris at

Sweeper Engine:
An auxiliary diesel engine shall be provided to power the sweeper. The engine
shall be a four-cylinder John Deere with a horsepower rating of not less than
80 hp at 2,500 RPM and shall provide a peak torque rating of not less than
215ft/lb. at 1,200 RPM. Minimum displacement shall be not less than 276
cubic inches.
Engine shall be equipped with a full-flow spin-on oil filter, fuel filter and
fuel water separator.
Unit shall have a heavy-duty two-stage dry type air cleaner with a Sy-Klone
centrifugal pre-cleaner and a cab mounted air filter restriction indicator.
In order to provide the cleanest air possible, the air intake shall be at least
8 feet above the ground level.
Engine to be equipped with a 3-point safety engine shutdown device that shuts
down the engine for low oil pressure, high coolant temperature, and low coolant
level.
Injector pump shall have centrifugal type variable speed governor for speed
control of auxiliary engine RPM.
Twelve (12) volt electrical system, electric starter and 65 amp alternator.

Sweeper Engine: (Cont'd)
Sweeper auxiliary engine to share 56 gallon fuel tank and batteries with
chassis engine. (NO EXCEPTIONS).
Auxiliary engine shall be protected by a shroud that can be electro-hydraulically
rotated upward to expose engine and components for routine maintenance.
Shroud shall also be designed to reduce auxiliary engine noise.

Hydraulic System:
Hydraulic power shall be used to operate all broom rotation, conveyor operation,
lifting functions, and dust suppression systems of the sweeper. All functions shall
operate independently of each other with their own in-cab controls to include
separate controls for each gutter broom. Systems incorporating pneumatic-type
controls will not be accepted.
Sweeper shall utilize a 4-stage gear driven hydraulic pump, minimum 33 gallon
vented hydraulic reservoir, two (2) spin-on 10 micron return filters, two (2) 100
mesh suction strainers, and high pressure hoses and fittings. Hydraulic reservoir
to have tank mounted level and temperature indicator. Hydraulic reservoir to be
mounted above hydraulic pump.
Hydraulic system to have a 55,000 BTU oil to air radiator type hydraulic oil
cooler.
Hydraulic tank shall have shut-off valves for hydraulic oil filter change. Shut
off valves to be accessible at ground level.
Hydraulic system shall have quick disconnect relief pressure check ports
mounted in the hydraulic manifold.
For safety of the operator, no sweeper hydraulic lines to run into or through
the cab.
Hydraulic valves shall have built-in diagnostic system lighting for troubleshooting
hydraulic flow.

Dirt Conveyor:
Sweeper shall include a hydraulically powered conveyor system for loading dirt
and other types of refuse from the pickup broom to the debris storage hopper.
The conveyor shall be reversible in direction from inside the cab.
A minimum of fourteen (14) replaceable rubber flights, 24" wide, shall be
provided for transferring debris to the hopper.
Two (2) steel chains with replaceable rubber drive sprockets to be utilized to
convey debris carrying flights.
Elevator bottom assembly shall be constructed from abrasion resistant steel
and shall be bolt on replaceable.
Elevator shall be free floating at rear and automatically lift 8" when main broom
lifts for an additional travel height.

Dirt Conveyor: (Cont'd)
Conveyor shall have its own hydraulic drive motor. Conveyor shall include
four-way adjustment at both upper and lower shafts for chain tension and rubber
flight wear.
An in-cab alarm & light shall be provided to alert the operator if the conveyor
should jam.
Conveyor system to be located between the chassis frame rails and be a maximum
of 24" wide. This will allow conveyor to center load debris into hopper no matter
where on the street surface the debris is picked up, allowing for complete loading
of the hopper in all applications and increased production levels.
In order to reduce trailing of the main broom and to aid in center loading of the
hopper, the bottom elevator shaft shall incorporate an auger system to direct debris
towards the center of the vehicle before being transferred to the hopper. Auger to
be built from AR steel and shall be cleated for long life.
Sweeper to have a positive seal between elevator and hopper to reduce drop
down between the hopper and the elevator.
Elevator to have a built-in cascading elevator flushing system powered by
hydrant water. Sweeper to be permanently plumbed for this operation. Water hose
needed to connect to hydrant shall be provided. Systems, because of design, that
require a separate lower roller on board cleaning system will not be accepted.

The Hopper:
The hopper shall have a volumetric capacity of not less than five (5) cubic yards.
Hopper shall have a direct transfer high-lift dump system capable of emptying
into a 9'-6" dump truck.
Dumping shall be high dump to the right side of the sweeper.
Hopper shall have a lift capacity of not less than 10,000 lbs.
Hopper shall be made of 10 gauge welded steel construction.
Operator shall be capable of controlling and viewing dump process from
inside the cab.
Hopper to have Plexiglas inspection window in front of the hopper for easy
viewing. Hopper doors shall also have windows allowing light into the hopper
for easier viewing of debris inside.
Hopper shall have a minimum 14" lip extension designed to project debris away
from sweeper when dumping.
Hopper shall include a hydraulically operated door located at the elevator
entrance which automatically closes when hopper is raised and reopens
after load is dumped to eliminate debris spillage. Collected material shall
be center loaded into the hopper.

Main Pickup Broom:
Main pickup room to be driven by its own hydraulic motor directly mounted to
the broom core, eliminating chains & sprockets. A metal protective covering shall
be provided for the broom motor.
The broom shall not be less than 36" in diameter and not less than 58" in length.
The broom shall be filled with polypropylene material. Broom type shall be a
Tuft Sweep strip broom with 18 strips.
Main broom shall be independently towed behind vehicle by a single point tow
hitch and shall ride on 2 dolly wheels to ensure a constant 3 point contact between
broom and pavement. Main broom shall follow the sweeping surface at all times,
regardless of dips and/or rises in the pavement.
Disposable polypropylene dirt shoes shall be positioned on each side of the main
broom to control streaking. Dirt shoes shall be capable of running over raised
manhole covers without damage. Steel or carbide dirt shoes will not be accepted.
Main broom to automatically raise when sweeper is placed into reverse and return
to the sweeping position when unit placed into drive.
Broom shall be shielded by a hinged steel broom hood that is designed to prevent
material from being thrown into following traffic and also be capable of channeling
overthrow back into the dirt chamber. For safety from debris being thrown into
following traffic, the hood shall come within 4" of the pavement.
(NO EXCEPTIONS).
The hinged broom hood to allow access to broom bristles from the top providing
easy washout of the main broom assembly and auger housing.
Main broom to have two (2) work lights for night operations mounted on rear of
sweeper body.

Gutter Brooms:
Dual gutter brooms shall be trailing arm type 49" minimum diameter wire filled
for removing debris from gutter area.
Gutter brooms to be hydraulic motor driven and shall be positioned laterally and
vertically by hydraulic cylinders.
Each gutter broom shall have an adjustment to allow downward compensation
for bristle contact, pattern and wear and shall be free floating to follow street
contour.
Each gutter broom shall have lateral flexibility to swing inward 15" under the
chassis when encountering the impact of an immovable object thus avoiding
damage to the broom assembly.
Each gutter broom shall be held in the up and transit position by use of an electric
lock valve attachment.
Upward motion of gutter broom to be regulated by an adjustable flow control
valve.

Gutter Brooms:(Cont'd)
Gutter broom disk to be recessed to prevent such items as cassette tape, string,
and small rope like material from being wrapped around and damaging the gutter
broom motor. Disk to be designed as to allow water to drain off, therefore
eliminating water damage to the gutter broom motor seals.
Gutter brooms to automatically rise when sweeper is placed into reverse and
return to the sweeping position when unit is placed into drive.
A center deflector shall be provided to direct debris thrown by the gutter brooms
into the path of the main broom. Deflector shall be positioned under the belly
of the sweeper and in between the gutter brooms. Deflector to raise and lower
with the main broom and elevator.
Each gutter broom shall additionally incorporate an electrically actuated tilt
capability of 27 degrees, remotely controlled from the console inside the cab
to allow instant adjustment for debris removal from deep gutters (such as those
resulting from multiple overlays of blacktop).
Each gutter broom shall have Gutter Broom Extension Override (GEO) with
in-cab controls to be able to extend and retract while in sweeping mode. This
will allow the gutter brooms to scrub the pavement surface in front of the main
broom. All controls shall be in-cab. At no time shall the operator have to leave
the cab to activate this function.

Dust Control System:
Water spray shall be supplied by a hydraulically-driven roller-type water pump.
The water pump to produce a minimum of 150 PSI. The water pump to
automatically disengage when the water supply is depleted.
Water tank capacity not to be less than 350 gallons and shall be constructed of
polyethylene for strength and corrosion resistance.
A minimum 25 foot long fire hydrant fill hose shall be provided with 2.5" NST
coupling to fill water tank. A 2" air gap shall be provided between water fill tube
and water tank. Hydrant hose shall include a hydrant wrench and hose storage
rack.
Water system to be filtered by a 100 mesh cleanable filter located between tank
and water pump. For ease of cleaning, water filter to be at ground level.
Two (2) each spray nozzles shall be located at each gutter broom.
A spray bar shall be located at front bumper. Spray bar shall have seven (7)
nozzles and automatically engage when the water system pump is activated.
Each water spray function to have its own independent on/off cab controlled
solenoid valve.
An in-cab low water indicator light shall warn operator when water supply is
near depletion.

Water system to be permanently plumbed for on board sweeper high
volume/low pressure wash down.
The water system shall incorporate an air purge system for flushing
water lines during freezing conditions.

Operating Controls:
Sweeper shall be equipped with dual steering and controls for left or right
hand operations. Center mounted steering or single steering is not acceptable.
Auxiliary engine control and gauges shall be mounted on the control console
inside the cab. They shall consist of: keyed ignition, electronic throttle control,
oil pressure gauge, water temperature gauge, voltmeter, tachometer, and hour
meter. All gauges to be lighted.
Console to have independent switches for operating left gutter broom, tilt and
GEO, right gutter broom, tilt and GEO, main broom, and elevator forward/reverse
rotation. All switches to be lighted and have international symbols for easy
identification.
Console to have water pump on/off switch and low water level warning light.
Independent water control switches for left gutter broom, right gutter broom,
and front spray bar. All switches to be lighted and have international symbols
for easy identification.
Console to have independent switches for each gutter broom light, main broom
lights, safety strobe, and arrow board.
Unit to have Sweeper Standby System to raise and lower the main broom,
elevator, and gutter brooms when system is activated for transport mode
or deactivated (returns main broom, elevator, and gutter brooms to the
original sweeping position) for sweeping mode.
Warning lights shall be provided for low water level and hopper up/outriggers
down. Warning alarm shall be provided for elevator jam and hopper up/outriggers
down.
All main electrical systems to be separately fused at control console by
resettable circuit breakers.

Safety Equipment:
Sweeper to meet all Federal Motor Vehicle Safety Standards. (FMVSS).
Sweeper shall include a safety outrigger on each side of the sweeper between
front and rear wheels which automatically engage before hopper lifts and retract
after hopper is returned to the sweeping position. Audible alarm shall sound and
warning light shall illuminate when outriggers are extended.
Sweeper shall be equipped with an amber strobe light with limb guard.
Strobe to be mounted at the highest point at the rear of the sweeper.
Sweeper to have an integral 3rd, center, high mounted stoplight.

Additional Equipment Required:
Sweeper shall have a tool storage box 15" deep X 35" tall X 45" wide.
Toolbox shall have a shelve with anti-roll edges and two (2) access doors.
Doors to be lockable with a key.
Sweeper shall have remote grease fittings at ground level to eliminate the
operator from having to climb on sweeper to grease unit. Minimum remote
grease points to include control arms (four (4) locations), elevator bearings (two
(2) locations), and the tow ball.
Cab mounted parabolic mirrors, 8" diameter, shall be provided to aid operator
 in observing gutter brooms.
Sweeper to have a permanently attached lubrication plaque. Lube plaque to
graphically outline the lube points on sweeper, type of lubrication and the
frequency of lubrication.
All LED lighting to be used on sweeper.
Auto lube for all sweepers lube points.

Paint Color:
The sweeper shall be painted with one (1) coat of sealer/primer and two (2)
coats of DuPont Imron 5000 polyurethane paint in Chrome Yellow and Bahama
Blue. Paint shall be lead free.
Gutter brooms and truck frame to be painted polyurethane textured black for
long life.

Sweeper Warranty:
Per manufacturers published warranty, sweeper shall be warranted to be free
of defective materials and workmanship for a period of 12 months or 1,200 hours
from date of delivery. (NO EXCEPTIONS)
Sweeper auxiliary engine shall be warranted for not less than 24 months or
2000 hours, whichever occurs first from date of delivery.
Extended warranty: Chassis engine, 5 years, 150,000 miles; Transmission,
5 years, unlimited miles.

Delivery:
The unit shall be delivered completely assembled, serviced, and ready to operate.
The bidder shall have a qualified service representative in attendance with the
sweeper during start up operations to make any adjustments needed and to give
operator instruction on the proper operation of the sweeper.
Delivery to be made within 180 calendar days after receipt of Purchase Order.
For each calendar day delay in said completion, the Successful Bidder shall pay
the owner as liquidated damages, and not as penalty, the sum of twenty-five
($25.00) dollars per day. The successful bidder shall be liable for the said
amount thereof.
The bidder shall supply a complete sweeper manual. Manual to include
system/component descriptions, sweeper operation, maintenance, troubleshooting,
illustrated parts listing with part numbers, and electrical and hydraulic schematics
for the sweeper. Shall also include reproducible periodic maintenance schedules
(CD Format Preferred).
Auxiliary engine manuals to be provided. They are to consist of operations
& maintenance, maintenance schedules, component technical manual, and an
illustrated parts catalog (CD format preferred).
The bidder shall supply a maintenance and operations video for the sweeper.
The video shall outline operations, operator maintenance, and safety items relating
to the safe and efficient operation of the sweeper (DVD Format Preferred).
