CITY OF SUNNYVALE Rev/Est Job Code EEOC Category 0278 8/24/04 Rep Mgmt Professional MANAGEMENT ANALYST DEFINITION Under direction, performs administrative and management duties that require comprehensive analysis of moderate to complex issues and data. Incumbents perform a full range of assignments, independent of ongoing supervision, including those of the most complex nature requiring special research and analysis. Responsibilities may include providing technical advice and direction to others in the completion of assignments. DISTINGUISHING CHARACTERISTICS This is the journey level class in the Management Analyst series. Positions in this classification vary substantially in both the specific content of work, and the knowledges required to successfully perform the essential job functions. The Management Analyst classification is distinguished from the Senior Management Analyst which supervises, manages, and exercises overall responsibility for a division's activities and personnel. The Senior Management Analyst has a higher level of administrative responsibility, and greater consequence of error associated with the duties. This class is distinguished from the Administrative Analyst in that Management Analysts have managerial, budgetary and program administration responsibilities. Positions in this classification may be assigned to any area of specialization and perform the more complex, non-routine analytical work, often involving special projects cutting across division lines or having City-wide impact, with only general direction from senior management. Positions involve a high level of interaction with other City Departments' management personnel. Positions may participate on, support, coordinate or lead special project teams. ESSENTIAL FUNCTIONS Due to the variety of functional and programmatic assignments within this classification, many of the essential functions reported below may be unique to one or more assignments.  Analyzes and develops process, procedures, work simplification, computer applications and methods of achieving intended outcomes. Management Analyst Page 2 of 5             Analyzes proposals for immediate and long term policy and fiscal impacts and makes recommendations based on findings. Collaborates with management and co-workers in providing consultation services in areas of expertise. Conducts analytical studies of complex and sensitive financial, organizational or operational issues. Conducts fiscal investigations and prepares written and oral reports with recommendations for presentation to superiors, City Manager and/or City Council. Coordinates and assembles a variety of financial/statistical information for inclusion in reports and presentations. Coordinates and implements programs, policies and procedures for the assigned department, (e.g., employee evaluation process, continuous improvement, etc. ) Interprets City administrative and personnel policies for supervisors and employees. Interprets rules, regulations, laws, MOU's and policies in making recommendations to Human Resources and other departments' management personnel. Maintains a consistent and current understanding of financial and policy/program issues in the assigned area of responsibility. Meets with employees, management personnel and citizens to provide training, information and solutions of problems. Participates in the collective bargaining process. Participates in the development of the annual City budget and/or annual departmental and divisional budgets by researching historical expenditure patterns, estimating future needs, and making recommendations on revenue sources and funding levels.     Assists management in compiling overall budget requests; monitors expenditures after budget adoption and recommends appropriate corrective action. Participates in the development, execution and/or coordination of specific programs or studies. Performs a variety of complex data gathering, analyses, and report writing activities on a special project basis. Prepares and presents a wide variety of policy reports, proposals, documents and correspondence including, but not limited to costing, writing of contract language, expenditure and revenue recommendations, and related issues. Management Analyst Page 3 of 5  Serves as a management representative in departmental and City-wide task forces and committees. OTHER FUNCTIONS     May supervise support staff as assigned. May act as the supervisor in his/her absence. May attend meetings and make presentations. Perform other duties as assigned. MINIMUM QUALIFICATIONS Education & Experience: Any combination of education and experience equivalent to a Bachelor's degree from an accredited college in economics, finance, business administration, public administration, social studies, communications or a field closely related to the essential functions of the particular subclassification, and three years of increasingly responsible management/administrative analytical work experience, some of which involve duties similar to the essential functions. Additional specialized education and/or experience may be required dependent on the requirements of each specific assignment. Knowledge, Skills and Abilities: Because of the variety of functional and programmatic assignments within this classification, many of the knowledge, skills and abilities reported below may be unique to one or more assignments. Thorough knowledge of:      Principles, programs and practices of analysis and research methodology. Theory, principles and practices of budgeting and finance. Theory, principles and practices of human resources. Theory, principles and practices of public administration/community development. Concepts and techniques of costing as it relates to the compensation, benefits and labor relations functions, including long-range financial planning, market trends and economic condition indicators.   General applications of information technology systems to forecasting and analysis. Legislation affecting human resources practices. Management Analyst Page 4 of 5   Methods of budget preparation, organization and administration. Organizations and functions of local government agencies. Skill in:    Analyzing and understanding complex issues in an assigned area of responsibility and developing effective recommendations. Accurately and effectiveIy designing large, complex spreadsheets and informational data. Collecting, interpreting and evaluating narrative and statistical data pertaining to fiscal and management matters and translating these results into coherent well-written reports with effective recommendations.  Establishing and maintaining effective working relationships and demonstrating customer service           orientation with peers, departmental representatives, elected officials, representatives of other governmental agencies and the public. Focusing on continuous improvement of customer-related services and results. Focusing on service to provide customer valued results. Interacting effectively with strong personalities under pressure. Making presentations to large audiences. Managing and organizing large amounts of data in an accurate and easily understandable manner. Completing multi-faceted projects with attention to detail. Performing financial analysis utilizing current technology comparable to that employed by City. Performing highly complex analyses utilizing current methodology comparable to that employed by City. Planning, organizing and prioritizing responsibilities so that projects and reports are completed in a timely and accurate manner. Using independent reasoning to solve complex problems. Ability to:    Communicate effectively orally and in writing. Function effectively with minimal supervision. Demonstrate sound judgment and provide unbiased advice in formulating recommendations. Management Analyst Page 5 of 5          Plan and lead the work of others. Operate telephone, and other office equipment. Operate personal computer with proficiency including spreadsheet expertise and familiarity with financial systems and HRIS software. Take initiative and be creative in order to accomplish objectives. Work in a multi-task environment and coordinate many assignments simultaneously. Work irregular hours as necessary to meet deadlines and achieve objectives. Sit at a desk and in meetings for long periods of time. Intermittently twist to reach equipment surrounding desk. Perform simple grasping and fine manipulation.
