Minutes of the regular meeting held on Tuesday, October 4, 2011.
Members present: Tom Neary, Carl F. Davis, and Robert Millhouse.
Guest of the Board: Attorney Kelly Page.
The meeting was called to order at 7:30 p.m. The pledge of allegiance was recited.
Minutes of the regular meeting of September 6, 2011 were read with no corrections. Motion by Neary 2nd by
Millhouse to adopt the minutes as read. Motion Passed.
Treasurer's report was given showing a balance in the general fund of $107,118.66. The Treasurer's report will
stand as read.
Motion by Davis 2nd by Millhouse to pay all bills as audited. Motion Passed.
First on the agenda was a report from Plante & Moran, auditor for Keeler Township. She gave special thanks to
Treasurer, Robert Millhouse and Clerk, Carl F. Davis, for the information submitted and follow ups on information
that she requested. She said overall the Township is making good sound decisions and the fund balance is very
Second, Don Hanson, Van Buren County Commissioner for our district gave a report on what is going on at the
Third, Rick Boze, Van Buren County Road Commissioner was present to take questions about county road projects.
Fire Department Reports: Sister Lakes Fire Department had no fire calls for the month. Keeler Township Fire &
Rescue had 1 fire call and 3 first responder calls. Keeler Fire Department set Trick or Treat hours for Halloween,
Monday, October 31, 2011 from 5:00 p.m. to 7:00 p.m. The Keeler Fire Department will be out for safety of the
Ambulance report: CEMS/Pride had 5 priority one calls for the month of September, 2011 with the average
response time of 7:12 minutes.
At 7:53 p.m. Tom Neary opened the Public Hearing for the Keeler Lake Weed District #2 to confirm the special
assessment roll. Comments were asked for. None were received. Written letters were asked for, Clerk read 3 that
were received. Tom Neary closed the Public Hearing. The Township Board proceeded to a vote on the special
assessment roll. Reading of the Resolution #10-04-2011-1 to confirm the Special Assessment Roll for the Keeler
Lake Weed District #2. Motion by Millhouse 2nd by Davis to approve and confirm the special assessment roll for
the Keeler Lake Weed District #2. Roll call vote showed Millhouse, Davis, and Neary all in favor of the Resolution
#10-04-2011-1, Resolution Passed. (Full copy of Resolution #10-04-2011-1 is printed separately).
Allyn Anthony, Zoning Administrator, reported that there was no planning commission meeting. He did say that
the Keeler Store opened in their new building.
Joe True, Code Enforcement Officer, reported on Township activities.
Greg Pentland, Van Buren County Deputy was not available.
Mary Kinney reported for the C.I.A. There was an outstanding bill from Wightman & Associates that could be paid
from the funds that was from the successful triathlon. Wightman & Associates was going to donate a portion back
for advertising. Motion by Davis 2nd by Millhouse that we direct the Treasurer to pay $10,000.00 to Wightman &
Associates based on a verbal agreement from the C.I.A. Motion Passed.
The Police Protection Agreement between Keeler Township and Van Buren County Sheriff's Department is ready
and needs to be signed. The preliminary budget will be around $98,000.00 for police protection. Motion by
Millhouse 2nd by Neary to approve the Police Protection Agreement with the Van Buren County Sheriff's
Department. Motion Passed.
Legal Update: Attorney Kelly Page said that the Zoning Administrator and Gary Stewart are working on the details
for the Bachler property.
At 8:30 p.m. Tom Neary opened the Public Hearing on Big & Little Crooked Lakes Weed District to confirm the
special assessment roll. Comments were asked for. None were received. Written letters were asked for, Clerk
read 2 that were received. Tom Neary closed the Public Hearing. The Township Board proceeded to a vote on the
special assessment roll. Reading of the Resolution #10-04-2011-2 to confirm the Special Assessment Roll for the
Big & Little Crooked Lakes Weed District. Motion by Davis 2nd by Millhouse to approve and confirm the special
assessment roll for the Big & Little Crooked Lakes Weed District. Roll call vote showed Davis, Millhouse, and Neary

Discussion on the "Meet the Candidates". Since the date was picked by both Keeler Township and the Sister Lakes
Lions Club for Thursday, October 13, 2011 at 7:00 p.m. a Motion by Davis 2nd by Millhouse to vacate the October
13, 2011 meeting at the Keeler Township Hall and substitute the date of Thursday, October 20, 2011 at 7:00 p.m.
at the Keeler Township Hall. Motion Passed.
Discussion on moving forward for those who applied for Township Assessor. Clerk suggested that we have
interviews. Motion by Millhouse 2nd by Davis that we have interviews for the four that have made application for
Township Assessor to be held on Wednesday, October 12, 2011, at the Keeler Township Hall and allow one half
hour for each applicant starting at 2:00 p.m. Motion Passed.
Road Improvements. The Madison Avenue project has been completed with the curb and clean out of the drains.
Township Clerk noted that the Special Election will be held at the Keeler Township Hall on Tuesday, November 8,
2011. Polls open from 7:00 a.m. to 8:00 p.m. The Clerk will be at the Township Hall on Tuesday, October 11, 2011
from 1:00 p.m. to 4:00 p.m. for the last day to register for the special election. He will also be at the Township Hall
on Tuesday, October 18, 2011 from 1:00 p.m. to 4:00 p.m.; Tuesday, October 25, 2011 from 1:00 p.m. to 4:00 p.m.;
Tuesday, November 1, 2011 from 1:00 p.m. to 4:00 p.m., and on Saturday, November 5, 2011 from 10:00 a.m. to
12:00 Noon and 1:00 p.m. to 4:00 p.m. for A/V applications and ballot voting.
Township Treasurer announced that the Sister Lakes Sewer Authority will be sending final notices to the three
people who are in violation of the sewer connections.
Treasurer also said that the uncollected sewer maintenance fees that amount to $18,403.15 needs to be added as
a special assessment to the winter tax bills. Motion by Davis 2nd by Neary to add the uncollected sewer
maintenance fees that total $18,403.15 as a special assessment to the winter tax bills. Motion Passed.
Anthony Lozada asked if the Township Board had taken time to look at the fire department funding for Sister
Lakes. This was tabled until we have a five member board to look at this.
No other business to come before the board, a Motion by Millhouse 2nd by Davis to adjourn. Motion Passed.
