Summary record of the meeting of NFAP Review/ Revision Committee held
on 09 April 2010
The meeting of NFAP Review/ Revision Committee was held on 9 April 2010 at 1500 Hrs in
Conference Hall, Sanchar Bhavan under the Chairmanship of Dr. Ashok Chandra, Wireless
Adviser to the Government of India to discuss & finalise working methods for Review/ Revision
of NFAP. The list of participants is enclosed.
2 Chairman welcomed the participant and informed that based on discussions in the
previous meetings, WPC Wing constituted three Working Groups to handle the work of NFAP
band-wise. The formation of these Working Groups was placed on WPC Wing website on 2nd
February 2010 for information of all stakeholders. These Working Groups were as follows:
Working Group-1 (WG-1) up to 2.5 GHz,
Working Group-2 (WG-2) from 2.5-10 GHz
Working Group-3 (WG-3) above 10 GHz
3 Chairman, thereafter, placed the draft agenda before the meeting for approval and same
was approved. He further informed that frequency-wise formation of WGs mentioned above
needs a slight change in the frequency range in order to harmonise the bands and proposed that
W.G-1 should carry out the work of NFAP up to 3 GHz, Working Group-2 between 3-10 GHz
and Working Group-3 above 10 GHz. The same was approved by the NFAP Committee.
4 Thereafter, floor was given to the participants for nomination of Chairman and Vice-
Chairman of Working Groups. After detailed discussions, representatives of DOS, AUSPI,
JCES, TEMA, ITU-APT Foundation of India proposed that Chairman and Vice-Chairman
should be from WPC Wing and their nomination was left to the Wireless Adviser. Wireless
Adviser nominated following Chairman and vice Chairman of the Working Groups:

4.1 The meeting also decided that Chairmen of Working Groups can form Sub Working
Groups to handle critical issues within the W.G, if needed.
5 Representative of AUSPI wanted to know about the time frame for completion of review/
revision of NFAP-2008. It was informed that in view of preparatory work ensuing, WRC-12
scheduled to be held January-2012, the work of NFAP can be started and based on the inputs/
requirements of stakeholders and the complete NFAP document could be aligned with the
decisions of WRC-12 and the same may be released thereafter to make it effective since 1st
April-12. This view was supported by representatives of JCES, DOS, TEMA, AUSPI, COAI,
ITU-APT Foundation of India. It was also opined by representative of TEMA that the NFAP
could be deliberated in detail band-wise in line with the other countries.
6 Representative of Vihaan Network Limited stated that some portion of spectrum should
be identified for R&D purposes in the frequency bands allocated for mobile communications and
also for development of standards/ indigenous technology. This proposal was widely accepted.
Thereafter, methodology for work of working groups were discussed. Representative of WPC
Wing stated that all stake holders may give their nominations for concerned working groups so
that chairmen of WGs can start their meetings.
7 Chairman requested all the participants that emphasis should also be given to
applications/concepts like Intelligent Transport System, Cognitive Radio, Ultra Wideband
devices, Short Range Devises while discussing NFAP formulation in their WGs which are being
discussed in various ITU foras.
The meeting ended with vote of thanks to the Chair.
