Title of NCITS Subgroup: Real Time Locating Systems – T20



Informal Description of Work:



The SD3 for Real Time Locating Systems, submitted on June 28, 2001, indicated the standard would “develop

a common technical standard for real time locating systems (RTLS) and potentially an application programmer

interface.”



The primary application for this technology is to locate assets within an area covered by one or more radio

transmitters. Application areas affected by the proposed standard are; transportation, warehousing, ground

support equipment tracking, energy and industrial production.



Real Time Locating Systems (RTLS) address the weakness of conventional supply-chain management

systems with wireless technology by providing instantaneous location, tracking and management of supply-

chain resources.



Executive Summary:



At the T20 Inaugural Meeting in Washington DC on August 21, 2001, the newly-formed T20 committee decided

to “fast track” this project. As outlined below, there have been eight meetings of the full committee in the past

year. A ninth meeting scheduled for Jekyll Island on September 23 – 24, 2001 was cancelled because of travel

restrictions after the September 11 terrorist attack.



Of the fourteen organizations represented at the inaugural meeting, eleven still participate and thirteen

additional organizations have joined the effort, making a total of twenty-four active committee members.



I. Project 1526-D



a. Title: Real Time Locating Systems



b. Target date: SD 3 approval July 2001, committee approval of 2.45 GHz air interface draft December

2002, committee approval of Common API draft December 2002, committee approval of 433 MHz air

interface March 2003. INCITS procedures will follow.

c. Project Description: Develop a common air interface for real time locating systems (RTLS) and a

common application programmer interface (API) from the RTLS server to the host applications. (This

description will change when a revised SD3 is developed within the committee.)



d. Publication during the past year: None



e. Statement of progress or accomplishments during the Year:



On January 18, 2002 the committee circulated a dpANS letter ballot of Revision 9 of the 2.45 GHz air

interface draft standard. That ballot closed on February 18, 2002 with 6 Yes votes, 10 No votes, 1

abstention, 2 members not voting and 2 members not eligible to vote. Ballot resolution by the

committee was posted on March 26.



A revised SD3 reflecting a two-part standard, defining both an air wave interface and a server to

outside applications interface was approved by the committee on March 1, 2002 and forwarded for

INCITS approval.



An ad hoc committee of manufacturers was also created at the February 28 – March 1 committee

meeting with a charter to create a single air interface that would be supported by all RTLS

manufacturers. This ad hoc committee evolved into two distinct groups – one in support of 2.45 GHz

and the other supporting 433 MHz. The full committee officially established the two separate groups at

the July 25 meeting in San Jose.



An additional ad hoc committee was created at the March 26, 2002 meeting in Detroit with a charter to:

“Identify the scope and functional requirements of the API to be submitted to the T20 committee for

review and approval.”



These three separate ad hoc committees have worked independently between meetings of the full

committee, often meeting via weekly conference calls. The ad hocs report to the full committee at

each meeting and are re-established after the second meeting, as required.



Based on the work of the ad hoc committees, it is anticipated that the SD3 will again be revised to

reflect two air interface frequencies and a common API that will support both frequencies.



f. Statement of Status as of this report:



Revision 12 of the 2.45 GHz air interface draft document has been posted for committee review. The

committee has been directed to submit written comments for changes to the document. These

comments will be discussed and integrated into the document at the September 12 – 13, 2002 meeting

in Allen Park, Michigan. The goal is to finalize the draft document and then vote to accept that revised

draft as the 2.45 GHz proposed standard to go forward for approval.



The 2.45 GHz ad hoc committee is also in the process of drafting a “Demonstration of Artifacts”

document. This document will provide guidelines for demonstrating the technical validity of the 2.45

GHz air interface standardized by the committee. A separate “Artifacts” document will be required

from the 433 MHz ad hoc committee.



g Future Plans:



At this time, the T20 committee is hopeful of completing at least the 2.45 GHz air interface portion of

the Standard, as well as the common API before the end of the 2002 calendar year. It is anticipated

that the manufacturers participating in the 433 MHz ad hoc committee will take additional time to

resolve their differences before providing a draft document for full committee review.



h. Reason for delay. Currently there are no delays.

III Anticipated Projects:



INCITS T20 will continue with the projects as outlined above: a standardized 2.45 GHz air interface for RTLS,

a standardized 433 MHz air interface for RTLS and an Application Programmer Interface (API) common to both

frequencies.



IV Future Trends:



T20 sees continuing advancements in RTLS technology and decreasing costs that positions this industry to

take advantage of established and emerging RTLS markets. A number of large established companies in the

industry are beginning to take an interest in developing RTLS devices for various applications and are joining

the technical committee. Also with the growing interest in Supply Chain Integration worldwide, RTLS

technology is contributing to improved tracking, locating and control of items in the supply chain.

T20 views the events of September 11 as a water-shed for the RTLS industry. Port security and homeland

defense concerns will spur development of high-speed identification and container location. The T20

committee is positioned to lead this effort and has in fact already begun to do just that.



This lack of standardization limits the market to closed systems and prevents expansion outside company

boundaries. The demand for standardization from the user community remains strong. Their goal is

international standardization.
