I was saying the same the things were happening before any Brown had been fired. There is a whole lot of this kind of organizational dysfunction throughout the FORTUNE 1000. I've been running into it ever since I left the Army and tried to become a civilian. Michael Brown's version of events supports Chertoff and all the players at all levels below Congress. The FEMA failure was systemic and Congress created the system based on utopian nostrums which rate 100% on Grover Norquist's Peter Meter. Congress fucked up, but, more specifically, it was the white male Supply−side members of the Republican Study Committee who have dominated legislative design since Newt Gingrich became Speaker (within the context of the Boll Weevil Congress of 1981 − 1983). I think that FEMA needs to be organized under Homeland Security as an affiliated organization, in order to take advantages of the B Team economies of scale Homeland Security should represent. This means that FEMA director would be a direct report to Homeland Security for administrative purposes, but in times of emergency, the FEMA director would elevate to what the military used to call a Brevet Cabinet rank and FEMA operate semi−independently. A little bit like the Quartermaster Corps of Grant's day. Chertoff's role in this episode was like Halleck's role until Grant became Lieutenant General. The organizational design FEMA requires is like Hallek's role after Grant became Lieutenant General (or, for that matter, Gen. Marshall's role during D−Day: he was never in Eisenhower's loop. Eisenhower would rise to Marshall's loop as circumstances required.). Chertoff and Brown had the mission to make apple pie, but the Republican Study Committee gave them road apples to work with. GIGO is an intergenerational concept. Here's something interesting you can track on your own. Bushie's approval ratings reflect the same population that hates Bill Clinton and thought impeachment expressed transcendent values, to quote Uber House Manager Henry Hyde and/or fall into the Don and Mike demographic which delights in talking about blow jobs, but by and large white male Bush voters, as exemplified by the Republican Study Committee. Brit Hume and Bill Kristol fall into this catagory The remaining 66% of the population either thought impeachment was ideologically driven political road apples or a dangerous assault on the US Constitution by a vast right wing conspiracy, the category into which me and Juan Williams fall. This 34% is about the same group of people who voted for 41 in '92 and Dole in '96. Perot drew about 19% in '92 and Clinton took the balance. This means to me that Bushie's approval ratings reflect his natural core constituency. And it is my interpretation that this 34% breaks down into 3 subsets, the neo−cons, the evangelicals and the Lugar Republicans, the wing of the GOP with which I associate myself, although I voted Dukakis−Clinton−Clinton−Gore−Kerry. Now, I also think that the Perot vote reflected the native Republicans from the Greatest Generation, a group Nixon identified as the Silent Majority. They went to Perot because Perot is a secular progressive and the leadership they, the Greatest Generation, had come to be the Greatest Generation serving were secular progressives. By the way, what I mean when I say "I mean" is "By the way". Whatever that means. So, when Perot was eliminated, and Buchanan's attempt at hijacking the Reform Party managed to emasculate Nader sufficiently to keep the not−clinton voters while the not−bush voters abandoned LaLa Land for Cloud Kookoo Land. But right now, the Perot voters agree with the not−Bush voters while the not−clinton, which are basically the Lugar Republicans and probably 60% of the evangelical vote, people are being led around by their collective dicks by American Fascism, aka the vast right wing conspiracy which started this war/. So, who is American Fascism. Well, I've heard a couple of times that Cheney's approval ratings are at 18% and that's the essence of the vast right wing conspiracy. And they are all white male Bush voters. The essence of homosexual reproduction. Yet, in Congress, this 18% of the general population is represented by the dominant coalition in the majority of both chambers. And in the House, this dominant coalition since Gingrich became Speaker is the Republican Study Committee. And Grover Norquist is the lobbyist who has had guided the core legislative design to satisfy his ideological Peter Meter. Norquist is the source of the road apples Congress game Chertoff and Brown. New Orleans is a monument to his success as a lobbyist. Not incidentally, I agree with Peter Pace. Look at Iraq as a commonwealth and you can see the Cheshire Cat materializing if you have eyes to see and ears to hear. I also agree with Gen. George Casey: this is not a done deal, but I believe the republican waters are rising above the nostrils of the insurgency and must be flushed out like Mafia bosses. I concur wholeheartedly with Gen. Pace's estimation of Noam Chomsky. Like you and Dildo Reilly, Noam Chomsky and Bill Bennett are just opposite sides of the same coin. Both appeal to the Dark Side, exclusively. In the WWE−story line of Cultural Warfare, white male Bush voters are the Blue Meanies from the Yellow Submarine and their opponents are everybody else, Team SP.World. As in secular progressives.
