General Meeting





Date: October 19, 2010



Time: 7:00 PM



Location: Lopez Ridge Recreation Center



Call to Order: 7:07 PM



Board Member Attendance: President (Bob Turner), Vice President (Jack Dobransky), Secretary

(Terry Cords), Treasurer (Doug Haserot), Director Premier (Kathy Stanton), Director North (Toni DeCarlo) and

Assistant Director South (Tim Loughran).



Board Member Absent/Excused: Director AAA (Rick La Salle), Director South (Mabel Martinez) and

Assistant Director North (Bj Kelly).



Member Organization Attendance:

(Oranje).



Agenda Approval: A motion to approve the agenda as presented was made 1st Ben Leathers, 2nd Kathy

Hollenbach. Motion approved by unanimous consent.



Introduction of Guests and New Presidio Representatives: Eddie Montoya from Vista Soccer Club and

Kiko Medina from Coronado Soccer Club.



Cal South District Commissioners: District 1 Commissioner (Chris Gallup) and District 2 Commissioner

(John Mullen).



John noted that Cal South is looking at an ADG program that is currently in use in Utah to collect fees via on-

line registration. John asked the opinion of Presidio members of the District 4 proposal to let clubs enforce and

manage the transfer rules instead of the District Commissioners. The Presidio members express a clear desire to

leave the transfer rule enforcement in the hands of the District Commissioners. Cal South is reviewing an age

specific set of video and written material for use in clubs with recreation programs. The material is currently

being used in Washington State.



Chris asked the Presidio members to offer an opinion on changing the transfer dates from August 1st to August

15th. The Presidio membership expressed a preference for the transfer dates to remain at August 1st.



Chris announced his candidacy for the Cal South Vice President position being vacated by Dave De Leon.

District 4 Commissioner, Derek Barraza has also announced his candidacy for the position.

Both Chris and John noted there is legislation being considered in the State of Washington to mandate the

removal of youth players from a game if they show any sign of concussion syndrome. Under the one of the

Washington State proposals, if a player is sent off due to concussion syndrome, then the player would not be

allowed to return to play in that game or any other game on the day of the injury. The earliest a player would be

allowed to return to play in a game would be the following day. This prompted a lively discussion concerning

recent local high school rules to make referees in a number of sports responsible to determine who can continue

to play the game and who will need to leave the game and the overall liability aspects.



Referee Representative (s): Lee Popejoy announced a referee assignor’s course is scheduled for October 30 at

Park Village Elementary School. The class is 8 hours in length, the cost is $30.00 and the instructor is Lee

Popejoy.



Due to Lee having to leave the meeting early, the meeting agenda was temporarily shifted to allow comments

normally made during New Business.



New Business: Lee and Bob Turner addressed the increase in referee abuse issues being experienced

this season. There have been a number of incidents involving spitting on referees, players and spectators in

general. This is a reminder that spitting on someone (referee, player or spectator) is an assault and is an

automatic suspension.



Referees continue to check in players before games by using player cards instead of properly checking in

players to the Presidio Game Report. At a recent Atlante home game, players with out of date 2008 and 2009

players’ cards were checked in and allowed to play in the game.



Board Reports:



Secretary: Reminded all members to sign tonight’s attendance roster. The minutes for the September 21,

2010 meeting were presented for approval. It was noted the attendance roster for the September 2010 meeting

omitted the Chula Vista Rangers being in attendance. A motion was made to accept the September 2010

minutes as corrected by 1st Doug Haserot, 2nd Ben Leathers. Motion approved by unanimous consent.







Treasurer: Doug announced Presidio will have funds remaining from the 2010 Premier fees due to lower

than anticipated Premier costs. A motion to accept the treasurer’s report was made 1st Loren Henry, 2nd Alex

Pachon. Motion approved by unanimous consent.



Vice President: No report.



Director Premier: Kathy announced a number of teams losing points in Presidio Circuit standings due to

Red and Yellow card points accumulation. A number of coaches have also accumulated points and must sit out

games and in one case the coach must sit 2 games and take a referee course to be eligible to coach in Presidio in

2011. Presidio member’s representatives were advised to go to the Presidio web site and advised to review the

Penalty System rules and the Fair Play rules.



Presidio Cup will be played the first 2 weeks of December 2010. The entry deadline for Presidio Cup is

November 1, 2010. Check in night for Presidio Cup is Tuesday night November 30, 2010 at the Windmill

Restaurant at Palomar road off I-5.



Director AAA: No report.

Director North: Toni noted the high number of “running up the score” games in this 2010 season,

including one Boy’s U-08 game with a 20 – 0 score. This is poor sportsmanship. Club Administrators and

Directors of Coaching need to take note and counsel and advise any coach who allows this type of running up

the score and poor sportsmanship.



Director South: No report.



Assistant Director North: No report.



Assistant Director South: No report.



President: No report.



Special Committee Reports:



Referee Committee Report: All referees officiating Presidio Games after November 15, 2010 must have a Cal

South Referee ID Card. The Referee ID Card will be mandatory for the Presidio Cup Tournament.



Reminder, the referee must be asked prior to the start of the game for proof of certification. The proper person

to ask the referee is the team coach or manager who presents the referee with the player cards and the game

sheet, not every parent or player present at the game.



Premier Committee Report: The next Premier Executive Committee meeting will be at 10:00 AM on

October 27, 2010 at the Hickman Field complex. The Premier Showcase games for 2010 are completed.



Unfinished Business:



Reschedules: If the scheduled referee’s fail to show up for a game, the visiting team has the choice of

rescheduling the game on their field with the scheduled home team paying for the referee’s.



League/Team Contact Information: There are still a few leagues/clubs and a number of teams who

have failed to provide current league/club/team contact telephone numbers. The contact information will be

mandatory for the 2011 season or the leagues/clubs/teams will not be allowed to play in the 2011 season.



Fair Play: Toni announced the Fair Play information is posted on the Presidio web site and is current as of

September 30, 2010.



New Business:



Referee Issues: Referee issues were address by Lee Popejoy and Bob Turner earlier in the meeting.



Parent – League Emails: A larger than usual number of abusive emails have been sent to this year.

Leagues/Clubs are reminded that is not proper behavior and is subject to review and disciplinary process. All

leagues/clubs agreed to not engage in this type of behavior when completing their application to game in

Presidio League.



November Elections (Vice President, Secretary, Premier Director, Director North and Assistant Director

South): The aforementioned positions are up for election at the November 2010 meeting.



Good of the Game:

Loren Henry announced there have been a number of car break-in’s during RSF home games. People attending

games are reminded not to leave valuables in your car.



Oceanside noted the Oceanside School District is proposing a $20.00 per hour, per team fee for use of existing

fields in Oceanside. This will cause enormous financial problems for the club and youth soccer in Oceanside.



San Diego City is threatening to close a number of Recreation Centers in 2012 due to budget problems.



Kiko Medina presented the general membership a request to overturn his recent suspension and his teams

having to forfeit games due to his September 11, 2010 “send off” from a game. A motion to overturn the

decision by the Presidio Board on Kiko’s original appeal and to reinstate the game points based on actual game

results was made by 1st Manny Neves, 2nd Yuri Pinzon. The motion failed.



Adjournment: Motion to adjourn 1st Karen Slaughter, 2nd Ben Leathers. Motion approved by

unanimous consent. Meeting adjourned at 8:50 PM.



The next Presidio Soccer League General Meeting is scheduled for November 16, 2010.
