CHAPTER - I





1.1 PREAMBLE



Mandya district has seven taluks viz, K.R.Pet ,Maddur, Malavalli,

Mandya, Nagamangala, Srirangapatna and Pandavapura..Pandavapura

Taluk is one amongst seven taluks.



The Department of Industries & Commerce has entrusted Small

Industries Service Institute (SISI) the Preparation of District Industrial

Prespective Plan (DIPP) of Mandya District for the period 2006-2011.

Accordingly, taluk-wise Industrial Perspective Plan for all the seven taluks

of the District has been prepared to facilitate consolidation as District

Industrial Perspective Plan Report. This report gives the Industrial

Perspective plan of Pandavapura Taluk. The earlier survey of the district

was carried out in 2000-2001. Taluk wise reports were not prepared at that

time The need for a fresh survey of the district was meant to make a

reappraisal of the resource basket to identify suitable product lines having

scope for development in the area.





1.2 OBJECTIVES



Primary Objectives



 Identification of potential investment opportunites in secondary

and service sectors

 Suggesting Action Plan for materializing the potential.



Secondary Objectives

To make SWOT analysis based on



 Resources base-trend and growth rate

 Existing industrial and other infrastructure facilities and recent

developments

 Existing industrial base

 Recent trends in industrialization

 Other important factors

1.3 SCOPE



As regards the scope of the survey, the study includes all the manufacturing

activities presently existing in the entire taluk and falling into the fold of

small scale, cottage, village industries, service sector etc., which indeed

interdependent/complementary and essential for speedier development of

industries in the taluk.



1.4 METHODOLOGY



The report is prepared based both on primary data and secondary data.

The secondary data was collected from published sources. The primary

data was collected by contacting from publishing sources. The primary

data was collected by contacting and interacting with resource persons,

Stakeholders in government departments /organizations, industry

associations, industrialists, NGOs etc., at both taluk & district levels.

The collected data was analysed and utilized for the preparation of Taluk

Industrial Perspective plan.





1.5 DISCLAIMER



 The data available from the relevant Government Publications

have been adopted for the study.

 Data obtained from various Government Departments/

organizations are analysed to form the basis for the Taluk

Industrial Perspective plan.

 Where ever a particular data was not available, appropriate trend

projections /estimates were made based on the growth

/development and adopted in the Report.

 The Report is for general guidance of entrepreneurs, the

Department of Industries & Commerce and other developmental

agencies.

 Investment opportunities have been suggested taking into

consideration the viability, availability of raw material, labour

besides other factors. However, any Entrepreneur desirous of

setting up of an enterprise is advised to carry out due diligence

before committing the investment.

CHAPTER – II



PROPOSED POTENTIAL INDUSTRIES PLANNED

FOR 2006-2011

Core sector industries to be encouraged



The resources as well as the existing industrial infrastructure of the taluk

will be analysed in the coming chapters. Based on the resources in the taluk

there is scope as follows: -



In view of paddy, being a major food crop grown in the taluk, too many

Rice Mills have come up and are over saturated due to which more than

50% have closed and many of others have been modernized. A few Huller,

Flour Mills, and Vermicelli units can come up.



Since Sugar cane, being a major commercial crop grown in the taluk, few

sugar factories have come up. There are hundreds of Jaggery units, which

are seasonal. Most of the Jaggery is going to North India, mainly Gujarat &

Rajasthan. These units have to be modernized. A few sugar cane juice

canning units can come up.



Since molasses available as a by-product from sugar factories, the taluk is

having good number of animal feed units, to say they too are over saturated.

These units can be modernized.



The taluk is already having many Rice mills, large scale sugar factories and

tiny jaggery units. Using the waste in rice mills, sugar factories and

Jaggery units, Bio-mass briquetted fuel manufacturing units can come up in

the taluk. Also power generation units using Bio-mass can come up in the

taluk.



Ragi is one of the main crops grown and there are already a few ragi

processing units which supply cleaned and packed ragi and also cleaned

and powdered ragi. A few more such units can come up. Ragi malt is a

very healthy food. Now-a-days, it is getting popularity among people since

it is a non-diabetic and non-cholesterol. A few such units can come up.



Since vegetables and fruits are grown plenty in the taluk, fruit processing, &

vegetable processing and export industries can come up. There is scope for

banana chip manufacturing, jackfruit processing, mango juice processing in

the fruit field and tomato ketch-up, sauce in the vegetable field. Cold

storage can be constructed and fruits & vegetables can be processed and

exported.

The taluk is having good coconut plantation crop. The taluk is already

having some coir defibering units and a few coir mat making units can

come up. A few more coir defibering, coir rope, coir mat making units can

come up. Tender coconut packing units, desiccated coconut powder units,

bakery units, button manufacturing units can also come up.



As good quantity of building stone available in the taluk, a few more jelly

quarrying & crushing units, table moulded bricks can come up.



Since Mulberry is also grown in the taluk, a few more silk reeling and silk

twisting units can come up.



The taluk is having good animal population and hence there is scope for

animal slaughtering, chrome tanning units, meat processing and exports,

wool processing can also come up. A few units of milk processing, milk

products, bone mills can come up.



The taluk is having good irrigation facilities with the result it has good

number of tractors. Due to this, already tractor servicing units and trailers

for tractor manufacturing units exist. There is scope for few more such

units.



Since good number of Educational Institutions are there and good number

of educated persons available, there is scope for IT enabled services, DTP,

Mobile servicing, Internet Cafes, Computer servicing etc.,



Since good number of vehicles are there in the taluk, a few more

Automobile workshops can come up.



Since more number of Rice mills, Sugar mills are there, machinery parts of

rice mill/sugar mill can come up.



Since more fallow land non-agriculture and barren land available and since

good number of Artisans and non-workers and educated persons are

available in the taluk, there is scope for few more industrial areas in the

taluk, which can accommodate various types of industries.

CHAPTER – III



ACTION PLAN FOR PROMOTING INDUSTRIAL

DEVELOPMENT



The quantity and quality of the resources available in the taluk will be analysed in the

coming chapters. Based on the infrastructures available in the taluk probable potential

industries, which may come up in the taluk, has been identified and mentioned in

Chapter-II. It is not only sufficient to identify industries which are having scope for

development, but it is equally necessary to draw a detailed action plan to promote

industries in the taluk. Therefore, the following action plan is drawn to encourage

setting up of industries by the entrepreneurs.



It is proposed to conduct industrial seminars, entrepreneurship awareness programmes

and EDPs in the taluks every year so as to create awareness among the pubic in setting

up of industries.



Schemes such as Prime Minister Rozgar Yojana, Yashaswini Yojana, KVIC Margin

Money Scheme, New Industrial Policy of Incentives & Concessions etc., are to be

utilized for promotion of industries.



The provision made in the taluk credit plan of every year for Tiny & SSI units can be

best made use of by the entrepreneurs in setting up of the industries.



The District Level Single Window Agency helps in solving the delays, bottlenecks to

be faced by the entrepreneurs while setting up of their industries. Taluk Level Single

Window Agency can be set up to solve the bottleneck to be traced by the entrepreneurs

in the taluk.



In respect of units which have become sick and which can be re-habilitated with a

small amount of assistance by financial agencies and other departments, re-habilitation

of such units can be extended the sick unit re-habilitation facility.



Infrastructure facility of industrially developed land and Industrial Estates/Areas

wherever possible can be extended in setting up of industries.



Industrial exhibition may be organised in the taluk to exhibit and sell the products of

small scale, Khadi village industries.



An exclusive showroom may be opened by DIC/KSSIMC in the taluk to sell the

products of small scale, Khadi and village industries

Study tours of industrialists and prospective entrepreneurs to important industrial areas

/towns in and outside the state may be organised to provide them an opportunity to

study the functions of the industries.



Assistance of SISI may be obtained to provide training in Consumer chemical

products, glass and ceramic products leather products, etc., to prospective

entrepreneurs.



Most of the existing rice mills and animal feed units are having obsolete technology.

Hence it is suggested that these mills may be encouraged to modernise their plants so

as to increase their productivity.





In order to improve the quantity of the products of the small scale Industries they may

be encouraged to adopt the quality norms, viz, ISO 9000, etc, to enable them to sustain

the competition arising out of globalization and the advent of the products manufacture

by the MNC’s

CREDIT PLAN 2006-2007

Under the lead bank scheme the Credit planning exercise every year assumes lot of

importance for ensuring balanced credit flow to all potential sectors. The relaxation of

Service Area Approach by the Reserve Bank of India has given further fillip to the

rural lending by providing level playing field for the bankers and easy access for the

rural borrowers to any bank of their choice. The District Credit Plan(DCP) for 2006-07

has been drawn taking into account the above relaxation based on the Potential Linked

Plan prepared by the NABARD and the credit requirement under various Government

sponsored schemes

CHAPTER – VI (a )



SAILENT FEATURES OF MANDYA DISTRICT

1. Location:- Mandya comes under the group of districts known as the

maidan (plain) districts and is situated in the southern part of the Karnataka

State and to the North of Mysore district of which it once formed a part.

The district lies between 76 to 19 and 77 20 East longitude and 1213

and 1314 North latitude.



2. Area:- Mandya district occupies the 18th place in the State in respect of

area with 4961 Sq.Kms., constituting 2.59% of the total area of the

State.



3. Boundaries:- It is bounded on the North by Hassan and Tumkur

districts on the East by Tumkur and Bangalore districts, on the South by

Mysore district and on the West by Hassan and Mysore districts.



4. Administrative set up:- Mandya district comprises of 7 taluks viz., K.R

Pet, Maddur, Malavalli, Mandya, Nagamangala, S.RPatna and

Pandavapura. This district was created on 1.7.1939 by bi-furcating

Mysore district and Mandya town as Headquarters. There are two sub-

divisions. Mandya Sub-division consists of Mandya, Maddur and

Malavalli taluks while Pandavapura sub-division consists of K.R Pet,

Nagamangala, Pandavapura and Srirangapatna taluks. Incidentally,

these two sub-divisions have been adopted without any change by the

District Industries Centre (DIC) for the purpose of administering

industrial promotion/development work. From 1.4.1987 the general

administration of the district including industrial development at the

apex is being looked after by the Zilla parishad, which is an elected

body. The President of the Parishad has been accorded the status of a

Cabinet Minister of the State. The Zilla Parishad has a Secretariat

headed by Senior Govt. Official belonging to IAS designated as Chief

Secretary of the Zilla Parishad. Down below, there are various district

level officers of the State Government to perform/execute the various

regulatory/development functions assigned to them. The DIC is one

such district level office headed by an official of the State Government

designated as Joint Director with whom a number of functional

Managers and, Deputy Director Astt. Directors work for the promotion

and development of industrial and commercial enterprises in the district.



5. Physical features:- Except for a small but distinct ridge like rail range

on the south eastern edge of the district, which is an extension of

Biligiriranga Hill range of the adjoining Mysore district, the whole of

Mandya district is a plateau of heights ranging between 2500 to 3000

feet above sea level.

6. Climate and rainfall:-The district experiences 4 seasons in a year viz.,

(a) Dry winter season from December to February when there will be

bright but mild sunny weather (b) Hot summer season from March to

May (c) south west monsoon season from June to September and (d)

post monsoon season during October and November months of the year.

The normal average rainfall of the district has been found to be 63.0 mm

per year. Though the district receives rain intermittently from April to

November the downpour is most intensive during October.



7. Soil :- The soil in the district is not known for its original fertile quality.

Its water holding quality is low because of its highly bleached red sandy

loam interspersed with some red clay loams. This poor quality of the

soil is however made good to some extent by a well planned irrigation

system which ensures perennial water supply to agronomic activities.



8. Rivers and streams network:- There is a good network of rivers and

streams in Mandya district which ensures perennial water supply for the

perpetual sustenance of living beings in the district. There are 5 rivers

flowing through the district viz., Cauavery, Hemavathi, Lokapavani,

Shimsha and Veervasihavani and six streams viz. Nidasaletore, Hebbala,

Bhima, Handihalla, Amruthur and Bingenahalli. A notable feature of

this water spread is its contribution to the generation of electric power at

Shivanasumudra, besides enabling a long irrigation canal system

through the district.



9. Cropping pattern:- The main food crops grown in the district are ragi,

paddy and jowar. The important commercial crops cultivated ae

sugarcane, coconut and arecanut. Groundnut, sunflower, castor,

seasamum and neizer are the important oil seeds grown in the district.

Horse gram,black gram, green gram, tur, avare and bengalgram are the

chief varieties of pulses grown in the district.



Paddy is grown in all the taluks of the district. However, the principal

paddy growing taluks are Mandya, K.R.Pet, Malavali, SRPatna and

Maddur. Ragi is grown in Nagamangala, K.R.Pet, Maddur and Malavalli

taluks, while jowar is grown in Pandavapura, SR patina taluks. Minor

millets are grown in Nagamangala and Malavalli taluks. Pulses are

grown in K.R.Pet, Nangamangala, Mandya and Pandavapura while

sugarcane is grown in abundance in Mandya,Maddur and K.R Pet

taluks, while a large chunk of coconuts are grown in these taluks. Area

The production of crops like sugar cane, pulses, oilseeds, cereals and

coconut have increased substantially during the last decade. This has paved

way for comfortable food stock position in the district. This is mainly due to

availability of Cauvery water from the Krishanarajasagar dam. With more

and more of area under cultivation being on the increase ever year the food

stock position will also improve.



10. Income of the district:- According to a provisional computation made

by the Bureau of Economics and Statistics, Govt. of Karnataka the net

domestic product i.e. the net income at constant prices (1993-94) of

Mandya district during 2002-03, the income data was Rs.155857 Lakhs.

The contribution of agriculture was Rs. 51859 lakhs (33.27%). As

against this the contribution of manufacturing sector was 14902 lakhs

(9.56%). The involvement of other sectors are furnished in the table

(b) SALIENT FEATURES OF THE TALUK



1. LOCATION Pandavapura taluk is surrounded by K.R Pet,

Nagalamangala, Mandya and Srirangapatna, of Mandya District and part

of Mysore District.





2. ADMINISTRATIVE SET UP OF INDUSTRIES DEPARTMENT



This taluk is coming under Pandavapura sub-division. In taluks,

Industrial Extension Officers /Industrial Promotion Officers are there to

look after the development of Industries. They are working in Taluk

Panchayat Office. In addition to this, Deputy Director Khadi and Village

Industries under Rural Industries Department will be there in the district,

who will also look after the development of Industries



3. PHYSICAL FEATURES



Major portion of the taluk is a plateau of height ranging between 750 and

900 meters above the mean sea level.



4. CLIMATE AND RAIN FALL



The taluk experiences 4 seasons in a year viz.,



 Dry winter season from December to February when there will be

bright but mild sunny weather.

 Hot/Summer season from March to May

 South west monsoon season from June to September, and

 Post monsoon season during October and November

5. SOIL



The soil in the taluk is bleached red sandy loam variety interspersed with

made good to some extent by irrigation system, which ensures perennial

water supply to agricultural activities.

6.RIVERS



Loka Pavani river is flowing in the taluk. However, canals of Cauvery

water projects made Pandavapura taluk green.



7. CROPS



Taluk is mostly irrigated. Both Kharif & Rabi crops are grown in the taluk.

The main crops grown in the taluk are paddy, ragi, sugarcane, vegetables,

and coconut.



TOURIST/ATTRACTION



Transport facilities are available to visit the tourist places. Boarding and

Lodging facilities are also available



The following are the tourist places of the taluk.

Pandavapura This town is about 35 Kms from Mandya. It was used

as military base during Tippu and Hyder’s regime.

French’s have also used this place as military base.

Hence Pandavapura is nick named as “French Rock”

Malukote It is about 25Kms from Pandavapura and 30 Kms from

Mandya town. It is given in epics that Sri Ramanuja

Charya had lived 14 years in this place. Sri Cheluva

Narayana Swami temple is there in this place.

“VYRAMUDI UTSAV” will take place during April

month of every year in which about 1 lakhs people will

participate in this function.

Tonnuru kere Tonnuru is about 6 Kms from Pandavapura. It was the

summer capital of Hoysalas. This tank is shining like a

pearl in the sun light. Hence it is called as “pearl lake”.

A big tank is there which is very much suitable for

boating. Several historical temples are located around

this tank.

Kunthi Betta It is about 5 Kms from Pandavapura Chikka Betta,

which is a witness to so many happenings of

“Mahabharatha”. A fine environment is there between

two hills which is a learning center for mountain

climbers.

RESOURCE BASE

An analysis of resources available in the taluk is essential in the preparation

of Industrial Development Perspective Plan. Proper utilization of this

potential wealth can promote industrial development, better utilization of

agricultural produce and provides employment to the local people.



7. (a) HUMAN RESOURCES



As per 2001 census the total population of the taluk was 175009. Male

population was 87458, which accounts to 49.97%while the female

population was 87551, which accounts to50.03% of the total population of

the taluk. Out of the above 18310 persons i.e 10.46% live in urban areas,

while 156699 persons i.e. 89.54% live in rural area. Among the taluks of

Mandya district, Pandavapura taluk has the sixth highest population. The

density of population in the taluk is 322 persons per Sq.km, which is less

than the district average of 356 persons per Sq.km.

Educational Background



Literacy is one of the parameters to measure the level of entrepreneurship.

As per the 2001 census the total number of literates in the taluk was87370,

which roughly work out to 57% of the taluk populations. There are 51168

i.e 66.8% male literates and 36202 i.e 46.7% female literates

taluk, there is scope for Desktop publishing, General engineering industries,

Food processing industries, Agro-based industries and various types of

Repairs & services etc.

7.1 Land Holdings: There are 87,175 land holdings in the taluk. Following

It can be seen from the above table that the majority of the farmers are

owing less than 1 hector of and which is followed by farmers owning 1-2

hectares. Small land holdings may come in the way of mechanization in the

agricultural operation resulting in low yield per hector

The irrigation facilities in the taluk are dominated by canal, tanks, wells &

bore wells. Pandavapura taluk is irrigated to the extent of 41.05% of the

total sown area. Out of which 79.22% is irrigated by canals.

7.3 Agriculture resources



Agriculture is one of the main and important activity in the taluk and it is

the back bone of the taluk. It is dependent on canal irrigation, rainfall, well

and tank irrigation.



7.3.1 Food crops



The major food crops grown are Paddy, Ragi, and Jowar. Food crops are

being grown in 19833 hectares of land of which the main crop is paddy.

Pulses are being grown in 4899 hectares of land. The following Table

7.3.3 Commercial crops



The major commercial crops are sugarcane, sericulture, groundnut and to

lesser extent sun flower. Commercial crops are being grown in 5029

Hectares of land of which main crop is Sugarcane with total production

capacity of 498550 MTs.

Arecanut. Plantation crops are being grown in 2133 hectares of land.

7.5 Sericulture resources



Sericulture is also an important occupation of the agriculturists in the taluk.

Total area of 291.43 hectares is covered under mulberry cultivation.

There is scope for silk reeling and silk twisting units.



7.6 Forest Resources



The taluk has forest area of 725 hectares, which is associated with the rocky

hills. The taluk is yielding minor forest produce. The forest department has

several plans and schemes to grow trees in the taluk, which helps to enrich

the degraded forest and also preserve the ecology and environment of the

taluk.

7.7 .Animal Husbandry Resources



The major live stock resources are Sheep, Cow, Buffaloes, Goat, Poultry

and others. Total 155265 live stock is available in the taluk.

7.8 Fisheries

There are 676 Tonnes of fishes are available in the taluk per year.

Cirrhinamrugal, Labeo, Rohu, Catla, Silver carp, Grass crap varieties of

fishes are available.



Cold storage can be built up and fish processing industries can be set up.



7.9 Mineral Resources



The taluk has small pockets of Building stone, which are useful for

buildings. Other mineral resources are not of significant quantity.

A PHYSICAL INFRASTRUCTURE



8.1POWER



The electric power is the life-line of domestic, agriculture and industry in

modern times. The power infrastructure available in the taluk is as below: -



All the 140 villages in the taluk are provided with power connection.

Shortage of power is felt during summer seasons.

There is only one power receiving station in Pandavapura taluk That is in

Pandavapura town with a capacity of 2X12.5 KVA.



The taluk has several power sub-stations to maintain the voltage and to

reduce the power problems.



8.2 Water for Industrial Use:



Plenty of water is available in the taluk as the canals of Cauvery river

projects are there in the taluk.



8.3 Transport -Roads

The taluk is having good road infrastructure 65 Kms state highways and

147 district roads are there in the taluk

The taluk is having only 10 Kms., of Broad-gauge railway line and has 2

stations.



8.5 Ports/Airports

There are no Ports and Airports. Mysore City is about 22 Kms., away from

Pandavapura Town, where an Airport is coming up which acts as a catalyst

to Industrial Development of the Taluk. Bangalore Airport is about100

K.ms from Mandya Town. Manglore is about 480 Kms from Pandavapura

town, where a sea port is there



8.6 Tele-Communications



a) BSNL - 6 Telephone Exchanges and 4024 Land lines are there in

the taluk. 12592 Mobile lines and 6246 Public call offices are there in

the entire Mandya district.



b) Private

Two spice towers are there in the Mandya district.

8.8.1Karnataka State Financial Corporation:



It is a regional industrial Bank set up by the Govt. of Karnataka to provide

financial assistance to small scale and medium industries. KSFC has one

branch in the district is located at Mandya Town.



8.8.2 Agriculture finance:

The agriculturists in the Pandavapura taluk are getting their financial

requirement through Primary Land Development Bank and Agriculture

Cooperative Bank. There are 4 other Cooperative Banks in the taluk. They

have given loan to the tune of Rs. 39.91 lakhs. There is 1 Primary Land

Development Bank and it has given a loan of Rs 24.46 lakhs, In addition,

there are 46 Agriculture Credit cooperatives Societies function in the taluk.

All these banks and Societies are providing agriculture finance to farmers in

the taluk to meet their credit requirements used for irrigating agriculture

land as well as drinking water.



8.9Handloom and Textiles Department:

There are about 65 Handlooms are there with a capital investment of Rs.13

lakhs and giving employment to 130 persons in the Taluk



8.10.1 KHADI & VILLAGE INDUSTRIES BOARD (KVIB)



The Board is advancing loans to small scale cottage industries. It is also

giving subsidies to start small scale cottage industries. It has financed

finances to Jaggery making units, carpentry and black smithy, village

pottery, Agarbathi, non-edible oils, cereals processing, khadi, burnt lime,

etc. Under this scheme, the board has advanced Rs.1160474 loan and Rs.

114655 subsidy to 33 industries.

8.10.3 Rural Employment Generation Programme (REGP)



Under this scheme Rs.48,97,078 loan has been sanctioned from various

banks to 18 industries and Rs.13,83,619 has been released as margin

money from 2000-01 to 2004-05.



8.11 Agriculture Marketing



The agriculture produces grown in the area are generally brought to the

regulated market for fetching better process to the farmers. In Mandya

taluk, one main regulated market is their. The important commodities

brought to this market are paddy, ragi, ground nut, sun flower, coconut,

Tender coconut, Sheeps, Goats, and Jaggery, etc.



Warehouse and cold storage facilities are not available in the market

The taluk is having 1 Allopathic & 1 Private Nursing Homes & Hospitals

and 6 Primary Health Centers with 4 Dispensaries, 1 Family Planning

Centers & 43 Sub-centers located all over the taluk providing good health

care facilities. 31 Medical shops are there.



8.17 Security



The taluk is having 1 General Police stations, 2 Outpost Police Station

located all over the taluk. The security in the taluk is well maintained.



8.18 Recreation



The taluk is having 7 theatres of which 3 are permanent. The taluk is

having good recreation facilities to all class and to all age of people. The

taluk is having good Indoor as well as Out door sports facilities. The taluk

is having very good spots, which can be utilized to the fullest extent in the

weekends.



B Social Infrastructure

Entrepreneurship: Entrepreneurship is an important factor which

promotes industrial development in an particular area. There is lack of

entrepreneurship among the local people. They prefer to go for jobs ,rather

than to take risk of starting industries, which involve identifications of

suitable product lines and organization of land, labour and capital required

for establishing industrial enterprises. There is, therefore, need for

promoting entrepreneurship among the local people of the taluk and

motivating them to set up industries so that unemployment problem can be

solved to a great extent.

SDPS, Entrepreneurship Development Programmes, Seminars, Exhibition,

CEDOK,SISI,KSFC,Banks,NSIC,NABARD, wtc.

EXISTING INDUSTSRIAL BASE

Assessment of the industrial base of the taluk



An analysis of the present industrial base of the taluk will enable us to understand the

extent to which the taluk has developed industrially and the type of industries that have

come up.

Pandavapura taluk is developing industrially. The economy of the taluk is mainly

agrarian. The main reason for slow growth has been attributed to lack of

entrepreneurship among the people. The people are reluctant to venture in the industrial

sphere. Another reason for slow progress of the industrial growth in the taluk is the

absence of adequate number of large scale units, which are capable of creating a sizeable

number of ancillary industries.

The taluk has made some progress in the small scale sector. 751 Registered Small Scale

are there with a capital investment of 1372.18 lakhs providing employment to 2991

persons

There are only 4 major industries in the taluk. One sugar, one biotech, one power

generation and one chemical industries are there. Out of which, chemical industry is

9.4 Un Registered Units:



So far no systematic data is collected on the pattern of unregistered units in the

taluk/district/state. During the third All India Census, an attempt has been made to

collect data on unregistered units in the State. The data was collected on a sample basis.

However, it does not give the exact picture on number of unregistered units in a particular

taluk. During 2001-02 there were 13887 (estimated) unregistered units were found

existing in the district. There is no information on investment and employment about

these units. Taluk information is not available. Discussions with Joint Director, DIC,

Mandya revealed than no factual data is available on unregistered unit in the Pandavapura

taluk. No attempts have been made to identify or the collect the data unregistered units. It

was informed to the survey team that every efforts have been made to register all types of

industries in the district. The District Industries Center may be directed to enumerate the

unregistered units in the taluk/district for assessing the total number of industries/

industry related activities.



9.4.1 Major economic activity in the UnOrganised sector



Apart from industry& agriculture, Tailoring, agarabathi rolling ,Carpentry, cobbling,

Black smithy, Barbering,Pottery,Mat weaving and Coir products making are considered

as economic activities in this area. The activities mentioned are also providing a gainful

employment to the masses in the unorganized sector. The workers need not have any

educational background. However, this adds in computing GDP/NDP of the district/

State.



Agarbathi rolling



It was observed during the field visit that a few uneducated men and women were

engaged in the agarbathi rolling raw agarbathies. This is providing a suitable employment

to the unorganized workers in the taluk/district.





Other economic activities



It is indicated in the net domestic product that professionals such as lawyers and

doctors,other workers like hotels, farm, retail shops, transport workers etc are also

contributing to the income of the state. Pandavapura is taluk having good number of

professionals like lawyers and doctors who are self-employed. There are good numbers

of hotels where considerable number of people are employed, which is also providing

gainful employment. It is needless to say that Pandavapura taluk is also in no way less in

providing large scale employment to the farm workers since agriculture is the main

livelihood of the population.

SWOT ANALYSIS



10.1 .Strengths of the taluk



 Pandavapura taluk is one of the agriculturally prosperous taluks in Mandya

District.

 Pandavapura is having Broad-gauge Railway line of 10 Kms.

 An Airport is coming up in Mysore City which is 22 Kms., away from

Pandavapura Town, acts as a catalyst to boost the industrial growth.

 Airports are being constructed in all District Head Quarters in a phased manner.

Since Mandya is being a District Head Quarter, and is nearer to Pandavapura this

will boost the industrial growth of the taluk..

 Construction of Bangalore-Mysore Infrastructure Corridor (BMIC) project with

the creation of 5 Townships also acts as a catalyst to boost the industrial growth of

the taluk.

 Formation of two track railway line supported by electrification, a proposed plan,

if materializes acts as a catalyst to boost the taluk industrial growth.

 It is proposed to construct Mono rail track in BMIC project. If it materializes, it

reduces the travel time and will boost the growth of industries in the taluk.

 With the existing and upcoming Sugar mills, Chemical, Manufacturing units can

have raw material from these mills.

 With lot of Bagasse available from sugar factories possibility of Mini paper mills

may also be explored. With plenty of molasses from sugar industries, the taluk

has scope for Poultry & Animal feed units.

 Availability of water is good.



10.2 Weakness of the taluk



 Lack of Initiatives and entrepreneurship since Mysore city is about 22 kms and

Bangalore city is about 120 Kms away from Pandavapura Town and since good

number of MNCS & BPO companies came up there, educated persons of this

taluk are seeking employment either in Bangalore or in Mysore, instead of starting

their own enterprises





 Unhealthy competition among the same category of industries in the taluk has

resulted in large number of closed/sick industries such as Rice mills & Animal

feed units.



10.3 Opportunities in the taluk

 Having good communication network and technical education, IT enabled

services, Global positioning systems and Video conferencing will have good

scope.



 Agricultural implements, tractor trailers and supporting General engineering

industries can be promoted.



 Non-conventional energy sources like Briquetted fuel industries can be started

with the waste from Rice mills.



 Pandavapura taluk has agriculturally potential area wherein agricultural produces

like Paddy, Sugarcane are abundantly available to promote agro and food based

industries in the taluk. Food and Agro based industries like Idli rava from rice,

ragi malt from ragi, canning of sugar cane juice from sugar cane, starch from

maize etc., have scope.



10.4 Threats in the taluk



 Lack of committed labour force & costly labour.



 Recession prevailing in general industries has resulted in poor interest for the

investment in industrial sector.



 Lack of expertise and technical manpower in Nationalised banks and other banks

towards financing of the industries is a constraint for the promotion of industries.

KSFC also requires tune up for better approach & professional attitude.



 Unhealthy competition among the industries led to the sickness and closure of the

industries such as Rice mills, Animal feeds etc.

12.1 CEDOK

As in all the districts one CEDOK official by designation Dy. Resource Person is

working in Mandya. CEDOK conducts EDPs, EAPs, Women EDPs, EAPs, PMRY

EDPs etc.in the district.



12.2 VIBSETI



Vijaya Bank and Vijaya Rural Development Foundation have set up VIBSETI

(Vijaya Bank Self-employment Training Institute) in Mandya on the lines of

RUDSETI. The Institute organises residential training programmes, Skill

development programmes etc., and also assist them in securing financial help from

banks to set up their own self-employed enterprise in the district.



12.3 KVIC



KVIC is working in the Ministry of agriculture and Rural Industries , Govt. of India

which will look after the development of Khadi and village Industries in the Country.

It will monitor the work of KVIB of various states. A unit of KVIB is existing in the

Mandya Town, which is headed by Deputy Director, who will look after the

development of Khadi and village industries in the district.



12.4 Karnataka state Handloom Development Corporation (KHDC)



Karnataka State Handloom Development Corporation office is looking after the

development of Industries in Handloom Sector of the district. It established Khadi

Bhavans, Khadi Bhandars to procure and sell its products.



12.5 Karnataka Handicrafts Development Corporation (KHDC)

KHDC will look after development of Handicrafts Industries in the state. Its head

office is located in Bangalore .It also established so many handicrafts emporiums in

the state for the procurement and sale of handi crafts products.

related industries in the state

Pandavapura This town is about 35 Kms from Mandya. It was used as military

base during Tippu and Hyder’s regime. French’s have also used

this place as military base. Hence Pandavapura is nick named as

“French Rock”

Malukote It is about 25Kms from Pandavapura and 30 Kms from Mandya

town. It is given in epics that Sri Ramanuja Charya had lived 14

years in this place. Sri Cheluva Narayana Swami temple is there

in this place. “VYRAMUDI UTSAV” will take place during

April month of every year in which about 1 lakhs people will

participate in this function.

Tonnuru kere Tonnuru is about 6 Kms from Pandavapura. It was the summer

capital of Hoysalas. This tank is shining like a pearl in the sun

light. Hence it is called as “pearl lake”. A big tank is there which

is very much suitable for boating. Several historical temples are

located around this tank.

Kunthi Betta It is about 5 Kms from Pandavapura Chikka Betta, which is a

witness to so many happenings of “Mahabharatha”. A fine

environment is there between two hills which is a learning center

for mountain climbers.

Chinakurali It is an historial place during 1771 Hyderali defeated Maratas

here. A Hunaman temple is there.

ANNEXURE-I





New Industrial Policy

The New Industrial Policy and the incentives package shall be deemed to have

come into effect from 1.4.2006 and will have a span of five years there from i.e.

up to 31.03.2011.



1. Introduction:



1.1 Karnataka is one of the top 5 industrialized States in the country. It has a

history of pioneering industrial development initiatives since the time of the

Princely State of Mysore and subsequently in the post independence era. The state

was the first in the country to have brought out a state industrial policy during

1983, followed by successive State Industrial Policies in 1988, 1990, 1996 and in

2001.



1.2 During the just concluded 2001-06 Industrial Policy period, investment

approvals of mega projects [with investments of over Rs.50 cores each] by the

State High Level Clearance Committee [SHLCC] and large & medium projects by

the State Level Single Window Agency [SLSWA] have shown sustained

increase/growth. The number of projects approved by the SHLCC is 148 with an

investment of Rs.1,15.882 crores and employment potential of 4,90,869 persons.

During the same policy period 65,231 SSI units registered with Rs.2,079.62 cores

of investment and provide employment to 2,95,487 persons.



1.3 The State GDP growth rate during 2005-06 is 8.7% with industrial sector

accounting for 18%. Having regard to this it is felt that the new policy should have

a mission to achieve GSDP growth of over 9%.



1.4 The industrial recession, which was prevalent upto 2002-03 has now given

way to increased investment & growth, as is evident in the year – wise investment

approvals by SHLCC & SLSWCC.



1.5 However, this increased flow of investment need to be supported with (i) On

demand infrastructure availability, (ii) Human resources for diverse sectors, (iii)

Single Window support and facilitation mechanism, so that the projects are

implemented expeditiously and go into a operation.

1.6 Today, there is intense competition between States for attracting investments.

Investors naturally choose the state that offers best combination of (i) Industrial &

Social infrastructure, (ii) Human Resources, (iii) Technology savvy work force

and (iv)The Sate that offers “Ease of doing Business”.



1.7 The fiscal / taxation regime and incentives & Concession offered by the states,

Government of India also have important bearing on the locational decision of

Project.



1.8 His Excellency, the president of India Dr. A.P. J. Abdul Kalam, in his address

to the members of the Karnataka Legislature on 20-11.2005 on the occasion of

“Suvarna Karnataka celebrations” had advocated 11 Missions for Karnataka’s

prosperity of these Mission on Textiles, Bio-fuel , Agro processing and

Entrepreneurship and related to industries sector and addressed in this policy.



1.9 Government accords highest priority to the objectives of dispersal of industrial

investments in various backward regions/ districts of the State so that the fruits of

economic development and employment opportunities are shared by all segments

of society and in all parts of State in as equitable manner as possible.



1.10 The new Industrial policy 2006-211 attempts to address the above aspects in

a balanced manner.



2. Vision:



2.1 Policy to help facilitate the state achieve a GSDP growth of over 9%, Which in

turn call for an industrial sector growth of over 12%.



2.2 To focus on strengthening of the manufacturing industry in the State and to

increase it,s percentage share of the GSDP from the present average of 16.70% to

over 20% by the end of the policy period.



2.3 To achieve an increased share of Karnataka’s export in the National exports

from the present 15% to 20% by the end of the policy period.



2.4 To create additional employment generation to at least 10.00 lakh persons in

the manufacturing and service sectors during the policy period.



2.5 Promote diversified industrial base with strength in both old economy & new

economy fields.



2.6 Facilitate reduction of regional imbalance in the matter of economic

opportunities employment and growth.

2.7 Endeavor to promote sustained industrial growth by facilitating accelerated

flow of investments.



2.8 In short, to promote sustained, growth oriented industrialization with

employment & revenue generation, for overall socio-economic development of the

State.



3. STRATEGY:



Keeping the above objectives in mind the Strategy for further industrialization of

the State during the next 5 years would be:



3.1 To classify various taluks of the State into 3 zones for the purpose of focused

attention:-



(i) Zone-1:- 79 Taluks - most / more backward Taluks as categorized by Dr.D.M.

Najnjundappa Committee Report.



(ii) Zone -2 :- 85 Taluks – [Taluks not covered in zone 1&3].



(iii) Zone -3:- 12 Taluks – of Bangalore Urban & Rural District [extending Taluks

of Kanakapura & Magadi] Mangalore and Mysore Taluks.



Details of Taluks indicated in Annexure -A



3.2 To develop industrial infrastructure facilities ahead of the requirements, in

various key location of the State through the KIADB/KSSIDC. Annually a

minimum of 5,000 acres of quality industrial infrastructure would be created

during the policy period. Such Industrial Areas will be developed in an integrated

manner reserving up to 25% of the area for housing and other social infrastructure.

The equity base of KIADB would be strengthened through greater support.



3.3 Keeping in view the fact that water is a crucial support requirement for

industrialization, Government would facilitate implementation of mega industrial

water supply schemes for potential locations through Special Purpose Vehicles

[SPVs].



3.4 A comprehensive Power Policy would be formulated by the Department of

Energy. This policy would encourage power generation from IPPs and also

through captive power generation.

3.5 To meet the rising energy requirements of the State on account of rapid

industrialization, Government would facilitate preparation of a “Gas Distribution

Master Plan” to enable public/private sector players to bring in gas from diverse

sources for distribution.



3.6 Apart from standard infrastructure in the form of industrial areas and industrial

estates specialized industrial infrastructure for specific sectors and Special

Economic Zones [Multi-Product, Product specific, Sector Specific and Free Trade

Zones] would be encouraged to be established through both KIADB as well as

private sector promoters. The establishment of multi-product specific SEZs will be

encouraged in all districts of the state except Bangalore Urban District. However,

establishment of SEZs even in Bangalore Urban District will also be encourage if

the proponent of SEZ comes forward to do so in his/her own land or through a

joint development agreement with the land owners.



3.7 The ONGC in association with Govt. of Karnataka is already implementing a

large Multi- product SEZ that would predominantly house petroleum refining and

petro-chemical projects. Govt. would take up with Govt. of India for enlargement

of the size and scope of Mangalore SEZ Ltd. in the Petroleum, Chemicals & Petro-

chemicals Investment Region (PCPIR).



3.8 Industrial corridor /Cluster development would be encouraged in potential

locations.



3.9 State would encourage alternate partnership & financing options for

infrastructure development.



3.10 Focused attention on sub-sectors /areas whereas the State has core

competency i.e., Aerospace, Engineering, Automobile, Machine-tools, Steel,

Cement, Pharmaceuticals, Food Processing, Apparel & Textiles, Electronics,

information Technology, Bio Technology etc..



3.11 In view of the fact that the silk reeling sector in highly employment oriented,

a separate package will be formulated in consultation with the sericulture

Department.



3.12 Impetus for development of renewable & non-conventional energy sources

through Mission approach.



3.13 Human Resources Development - Government would promote /help

facilitate establishment of specialized skill development institutions at key

locations suitable for the manufacturing industries and emerging vocations in the

service sector. A scheme of State support through public, private partnership

would be evolved & implemented. The Government assistance will be in the form

of providing land and financial assistance for creation of basic infrastructure

facilities as follows:



(i) Grant of up to 5 acres of Government land will be considered along with capital

contributing of 50% of the project cost subject to a ceiling of Rs.2 crores per

Training establishment for sector specific training.



(ii) Recurring cost for running the training institution an amount of Rs. 750/- p.m/

per trainee will be provided subjected to a ceiling of of Rs. 15 lakhs per year for a

period of 3 Years



(iii) Government will launch a new scheme to provide Rs.750/- p.m. stipend for

on-the-job training of unemployment educated youth for training in different

vocations through industrial/ service establishments.



The modalities of the scheme will be worked out by the Government separately.



3.14 Promote Agro Food Processing industries in the potential location to help

farmers realize better value / price for their produce, through increased localized

processing of agriculture output. As an incentive for setting up of new agriculture

produce processing industries, APMS cess in respect of such procurement by the

processing industries directly from the farmers will be exempted. Necessary

amendments to the existing law will be brought about by the Co-operation

Department in the regard .



3.15 In the context of globalised economy, survival & growth of SSI Sector

depend up on its ability to modernize, improve quality & cut costs. Karnataka

Council for technology upgradation [KCTU] would be strengthened to take up

promotional programmes in this regard.



3.16 Programmes for promotion of local entrepreneurship would be strengthened

through appropriate restructuring of institutional mechanism to impart

entrepreneurship training to 3,00,000 persons during the policy period.



3.17 Special incentives for entrepreneurs setting up units in backward areas.

Additional incentives for units promoted by entrepreneurs from the category of

SC/ST, Minority, Women, Physically challenged & EX-Servicemen.



3.18 Government would work in close co-ordination with Industry Associations/

Chambers of Commerce/ Trade bodies to have continuous feed back on the state

of industries and the support measures needed.

3.19 Improvement of investment climate and business environment through

decentralized governance measure and efficient facilitation.



3.20 Government would take up comprehensive rationalization & simplification of

provisions of various labour laws to enable flexibility & increased productivity in

the industry.



3.21 Government would come up with a separate revival package for sick SSI

units and DIFR cases, after consultation with all the stake holders viz; Industry

Associations, Financial Institutions/ Banks, Service Providers, labour

representatives. A clear cut Exit policy would be attempted.



3.22 Local Amendments to The SEZ Act 2005 & Rules 2006 [Central Act] Would

be effected providing for state level facilitation & incentives, labour law

rationalized etc..



3.23 The BMRDA has taken up 5 New Townships around Bangalore. As per

BMRDA Master Plan economic activities would be encouraged within these

townships by creating industrial infrastructure.



3.24 The District Industries Center (DIC) Would be designated as Nodal Agency

at the district level for implementation of Self Employment Programmers and

Self- Helps Groups.



3.25 Global information Centers would be set up at all DIC at district head

quarters for the benefit of entrepreneurs.



3.26 Industry relevant skills would be identified and training programme would be

provided to one lakh educated unemployment youth for taking self employment

ventures and wage-employment.



3.27 The government shall encourage setting up of various institutions and centers

of excellence in the field of automobile/machine tools/food processing/ building

materials and other fields and also encourage setting up of Technology Business

Incubators in these areas. The Government assistance will be in the form of

providing financial assistance for creation of basic infrastructure facilities, subject

to a ceiling of Rs.50.00 lakhs per incubator/ centre.



3.28 Existing areas of concentration of industries would be converted in to

“Industrial Township” for efficient maintenance of civic amenities and services

etc.

3.29 Implementation of Kaigarika Vikas Scheme will be speeded up for

development of 79 most and more backward Taluks as identified by

Dr.D.M.Nanjunddappa Committee Report on redressal of regional imbalances.

G.O.No. CI 154 CSC 2000 dated 8-12-2005 already issued for implementation of

the scheme will be integrated with this new policy. It envisages creation of new

economic opportunity by utilisisng local resources, skill and demand, by providing

ready to use infrastructure, human resource development etc.



3.30 Khadi institutions assisted by KVIC/.KVIB would be provided improved

charakas for increasing productivity, which in turn, will help increased wage

earning by artisans.



3.31 In order to encourage, sustain and safe guard the interest of SSI units of

Karnataka Government is committed to extend he facility of price preference of

15% for the purchase and purchase preference made from SSIs units of the state.

This incentive as provided in the 2000-06 policy would be extended in this policy

for next five years.



3.32 In order to achieve envisaged export growth rate of 20% during the policy

period Visvesvarayya Industrial Trade Center (VITC) will be strengthened in this

regard.



3.33 Incentives and concessions for various categories of industries and locations

are indicated in Annexure-B. Negative list of units in-eligible for incentives &

concessions is indicated in Annexure-C.



4 ACTION PLAN :



4.1 KIADB would focus on development of large industrial areas of 500 or more

acres each in potential locations.



4.2 KIADB would endeavour to complete implementation of SEZ projects taken

up at Hassan, Mangalore & Shimoga.



4.3. One time Upgradation of Infrastructure in existing industrial areas/estates

developed by KIADB/KSSIDC respectively would be carried out. Financial

assistance would be provided to KIADB /KSSIDC to carry out the work subject to

the condition that the Local Authorities & Industrial Associations come forward to

take up future maintenance. An infrastructure Upgradation Fund of Rs.500 crores

would be created for this purpose

4.4 The Apparel Park taken up by KIADB at Doddaballapur and integrated Textile

Park at Anekal, Bellary, Davanagere, Mysore, Kanakapura would be completed

and commissioned early.



4.5 6 Food parks taken up at Malur, Bagalkot, Maddur, Hiriyur, Jewargi and

Belgaum would be completed by end of 2007.



4.6 Governemt would adopt the “Mega Food Park” concept being formulated by

Ministy of Food Processing, Govt. of India, for Implementation in select Districts

by providing infrastructure, Forward and backward linkages.



4.7 Accelerated development of food processing industries would be encouraged.

Karnataka has 11 Agro Climatic Zones ideally suited for cultivation of a variety of

cereal, oil seeds, fruits & vegerables, spices, flower etc. These agro resources

would be harnessed to the fullest extent to create value chain for farmers,

processors & Consumers.



4.8 Agriculture produce processing industries will be permitted to procure

agriculture produce like cereals, oil seeds, fruits & vegetables directly from

farmers without going though the APMC.



APMC cess in respect of such procurement by processing industries would be

exempted.



4.9 25 Small Industrial areas for development of Cluster in potential Taluk

through state would be taken up for the benefit to Tiny/SSI Units by KSSIDC and

completed by 2007-08



4.10 Private Sector entrepreneurs would be encouraged to set up a multi-product

specific, sector specific and free trade zones in various potential locations based

infrastructure support would be extended from KIADB.



4.11 Industrial Corridor/ Cluster development would be taken up in potential viz:

(i) Bangalore- Mysore (ii) Mysore- Nanjangud, (ii) Hubli-Belgaum, (iv) Hospet

(v) Mangalore –Udupi, (vi) Bhadravathi- Shimoga (vii) Nelamangala (viii)

Davanagere- Harihar (xi) Kolar-KGF etc.



4.12 Human Resource Development – A High level committee chaired by

principal Secretary to Govt., Commerce & Industries Department and with

Representatives Education, IT & BT , Agriculture & Horticulture and vice-

Chancellor of University VTU/ Agriculture Universities and others would be

constituted to work out plant for Human Resource Development/ Skill sets

required for various industries. An amount of Rs. 25 Crores would be earmarked

for this purpose.



4.13 Man Power Training Institutions for emerging vocations like retailing,

Apparels,construction, repair and service of earth moving equipment etc. would be

sets private sector participation in PPP mode.



4.14 A state level Industrial Development Council with Hon’ble CM as Chairman,

Minister for Large & Medium Industries as Vice-Chairman and consisting of

Industries, Chiefs of Chamber of Commerce & Industries / Trade bodies

constituted to aid and advise the Government on policy issues pertaining to

development & Investment promotion in the state.



4.15 Besides physical infrastructure, Fiscal/ Financial incentives, The key aspect

timely implementation & commissioning of projects is “de-regulation & easy

business”. The Karnataka Industries (Facilitation) Act 2002 and Rules 2002

implemented more effectively for efficient delivery of services to the

entrepreneurship.



4.16 Karnataka Udyog Mitra would be strengthened and assigned a dominant task

of Investment Promotion and Investors support to facilitate speedy implement of

projects. The Single Window Mechanism would further be ration strengthened to

this effect.



4.17 Under Kigarika Vikasa scheme, GTTC would be set up additional sub-

centers in tool and die making and implementation of Sector specific scheme of

various Boards and Corporations, Conducting EDP”s Resource mapping of

Taluks, upgradation/ Creation of Industrial Infrastructure will be taken up by

integrating various scheme of other Departments. Financial assistance would be

provided for sector specific scheme implemented by Boards/Corporations.



4.18 Existing 6 spindle charakas will be replaced by 8 spindle improved charakas

at subsidized rates through Khadi institutions assisted by KVIC/KVIB in phased

manner to increase productivity and wage earnings of artisans.



5. TERMS & CONDITIONS:



5.1 The incentives and concessions under this policy will come into force with

retrospective effect from 1st April 2006 will be covered by this policy will

continue to enjoy the benefits already granted till the expiry of the earlier sanction

orders. All new investments made after 1st April 2006 will be covered by this

policy.

5.2 Industrial units are eligible for Incentives & Concession on new investment

made on fixed assets only. Investment in taken over industrial concerns or assets

would not qualify for incentives. However for additional investment made by the

new entrepreneur during this policy period in creation of new assets under new

unit/ expansion programme would qualify for assistance.



5.3 Incentives concession for investment in the information Technology/ Bio

Technology Sectors will however continue to be governed by the IT policy js per

Government Order “MAHIT” and the Bio Technology Policy.



5.4 Incentives and Concession as per this policy will not be available for the

industries specified in Annexure -C.



5.5 Definitions:



A] Tiny Industry: Tiny industry is one in which the investment in plant and

machinery is less than Rs.25 lakhs irrespective of the location of the unit.



B] Small Scale Industry: An industrial undertaking in which the investment in

plant and machinery whether held on owner ship terms or on lease or by hire

purchase does not exceed Rs.100 lakhs



C] Medium & Large Scale Industries: An Industrial unit which is not classified

as tiny/ small Scale ./Ancillary Industry shall be classified as Medium/Large Scale

Industry.



D] 100%Export Oriented Units [Export Oriented Units]: A 100% Export

Oriented Units is one which undertakes to export its entire production of goods

subject to relaxation as permitted by Govt. of India from time to time and as

defined by it. Such units may be set up either under the Export Oriented Units or

under EPIP [Electronic Hardware Techonology Park] scheme or Software

Technology park Scheme or Special Economic Zone.



E] Mega Project: Shall mean projects with an investment of Rs.100 Cr and above

in fixed assets.



F] Fixed Assets: Fixed assets shall mean the total investment made on land,

building and plants and machinery and such other productive assets like tools, jigs,

and fixtures, dies, utilities like boilers, compressors, diesel generating sets, cranes,

material handling equipment and such other equipment directly related to

production purpose.

5.6 SANCTION OF INCENTIVES AND CONCESSION IS SUBJECT TO

THE FOLLOWING TERMS AND CONDITIONS:

A] All new industrial investment shall create maximum possible additional

employment opportunities and provide a minimum 80% of employment to the

local people on an overall basis [100% employment to local people in case of

Group C & D categories will be insisted] and this will be monitored during

disbursement of incentives and concessions.



The above requirements regarding employment to local people will be monitored

by the DIC for a period of 5 years. Failure of the industries to provide employment

to local people as stipulated above will be reported to the concerned

DLSWA/SLSWCC/SHLCC, which will recommend for recovery of investment

subsidy as sanctioned to the unit, for which purpose a suitable under taking will

have to be furnished by the unit concerned before disbursal of subsidy.



B] The quantum of investment subsidy shall be computed on the value of fixed

assets as specified in Sub Para-[f] of para 5.5 and as approve by the financial

institutions, commercial banks.



C] The definition of tiny, small or medium and large scale industries as indicated

above shall automatically stand revised as and when Government of India makes

any changes in such definition and benefit under this package shall be available to

the Tiny, Small Medium & Large Scale units as per the new definition from the

respective dates.



D] The validity of incentives and concession as per this order shall be for a period

of five years from 1st April 2006 [ i.e. up to 31st march 2011].



E] Wherever industrial units avail subsidy under any other schemes of

Government of Karnataka/ Govt. of India only differential amount of Subsidy, if

any, would be provided under this policy.



F] Commerce & Industries Dept would administer the package of incentives &

concession under this Industrial Policy. Separate guidelines for administration of

these incentives and concession will be issued for the guidance of the concerned

agencies and officers. Interpretation of this Government Order and the decision

thereon of the Commerce & Industries Department, Government of Karnataka

Shall be final.

8 Human Resources (i) Grant of up to 5 acres of Government land will be considered
