                                        Elementary School


Willow Creek Fire Safe Council (FSC) involvement in the development of this CWPP:
     Sought support through the California FCS Grants Clearinghouse and received funds from
       the USDA Forest Service to complete a Community Wildfire Protection Plan (CWPP).

Established working relationships with:
     Representatives from both Humboldt and Trinity Counties;
     Willow Creek Community Services District (CSD);
     Local Volunteer Fire Departments (VFDs);
     Six Rivers National Forest; and
     CAL FIRE

What is a CWPP?
   Authorized and defined by the Healthy Forest Restoration Act (HFRA) – passed by
        Congress in 2003.
   A community plan to reduce the risk of wildfires within the Wildland Urban Interface (WUI).
   A process and document that can:
           o Improve fire prevention and suppression
           o Reduce hazardous forest fuels (on both private and public lands)
           o Restore forest health
           o Promote community involvement
           o Recommend measures to reduce structural ignitability

Why have a CWPP?
    Provides for community-based decision making and prioritization.
    Encourages communities to determine the boundaries of the WUI.
    Identifies ways to reduce wildfire risks to communities, municipal water supplies, etc.
    Provides a mechanism to seek grants for implementation.
    Communities with CWPPs are given priority for Federal grants for projects to reduce
      hazardous fuels.
    Provides an incentive for Federal Agencies to give consideration to the community
      priorities identified in CWPPs.
    Communities can organize projects, based on CWPPs, to build fuel breaks and reduce fire
      prone fuels without federal funding.

Minimum Requirements of a CWPP:
    Collaboration – Must be collaboratively developed by local and state government, in
      consultation with federal agencies and interested parties.
    Prioritized Fuel Reduction –Must identify and prioritize areas for hazardous fuel reduction
      treatments.
    Treatment of Structural Ignitability – Must recommend measures that homeowners and
      communities can take to reduce the ignitability of structures in the area addressed by the
      plan.

Required Signatories:
    The applicable local government (Willow Creek CSD, & Humboldt and Trinity Counties);
    The Local Volunteer Fire Departments (Willow Creek, Salyer, & Hawkins Bar); and
    The state entity responsible for the area addressed by the plan (CAL FIRE).

                                              THE PLAN

PLANNING PROCESS
This section provides background about the Willow Creek FSC and how this CWPP project came
about, how the planning team came together and reviewed other plans and gathered existing
data, and how the community was involved in workshops and less formal interactions. There is a
place holder describing what is hoped for with the finalization of the plan. The Public Review
Period ends on December 15, 2010.

PLANNING AREA
A brief description of the planning area and how it is situated geographically and
demographically (encompasses the communities of Willow Creek, Salyer, Hawkins Bar, Burnt
Ranch, and Cedar Flat). The planning area is shown on a map that also displays land ownership
(see MAP at end of this handout)

COMMUNITY ASSESSMENT
A community assessment is provided through the evaluation of:
    Wildfire Hazard
    Wildfire Risk
    Community Identified Wildfire Risks & Hazards
    Structural Vulnerability
    Community Assets at Risk (Community and Economic Resources, Natural Resources,
     Agricultural and Timber Resources, Air Resources, Cultural Resources, and Community
     Identified Assets at Risk)
    Protection Capabilities (Community Identified Protection Resources, Firefighter Response,
     Community Preparedness)

WILDLAND URBAN INTERFACE (WUI)
In this section the process of designating a WUI for the planning area is described. In this plan the
WUI is the same as the planning area boundary and was collaboratively developed between the
Six Rivers National Forest and the Willow Creek FSC.

ACTION PLAN
In this section actions are recommended as ways to improve the wildfire readiness of
communities within the CWPP planning area, broken into the following specific fire hazard
mitigation categories:
      Treatment of Structural Ignitability
      Support and Improve Fire Protection Capabilities
      Treatment of Hazardous Fuels
      Education
      Planning

EVALUATION AND MONITORING
In order to keep this plan alive and moving forward the planning team will work with community
members to:

       Meet annually to review the plan and identify any progress that has been made and
        agree on new and/or revised priorities;
       Keep GIS map date up-to-date and continue to share data between the counties of
        Humboldt and Trinity, Cal Fire, and the Forest Service. In particular, continue to refine the
        matrix listing areas in need of hazardous fuels reduction treatment and fill in data gaps;
       Conduct a comprehensive plan update process in five years; and

       Communicate with partners when grant opportunities arise about possible collaborations
        that could increase competitiveness and to ensure that there is broad support for
        proposed activities. As much as possible, grant proposals should reflect activities
        recommended in the plan, thus representing plan implementation.

APPENDICES:
1: MATRIX OF COMMUNITY IDENTIFIED FEATURES AND MAPS – This is where all of the date gathered
from existing plans and residents at the most recent set of planning workshops is displayed in a
matrix and on maps.

2: COMMUNITY PROJECT RANKING – This is a matrix displaying how community workshop
participants and smaller working groups ranked some of the proposed projects.

3: HOME OWNER’S CHECKLIST & 4: FIREWISE GUIDE TO LANDSCAPE CONSTRUCTION– Provided as
an educational resource for the treatment of “Structural Ignitability”.

5: WILLOW CREEK COMMUNITY ASSESSMENT AND FIREWISE ACTION PLAN – This is a copy of the
Community Assessment and Firewise Action Plan that will be submitted to Firewise USA as part of
Willow Creek’s bid to become a recognized Firewise community.

6: EVACUATION TIPS-Provided as an educational resource.

7: CALIFORNIA WILDLAND URBAN INTERFACE BUILDING CODE - Provided as an educational
