State Purchasing Overview



 The Division of State Purchasing strives to develop and implement

sound procurement practices throughout the state

 Dedicated to building strong relationships with all state agencies,

local governments and vendors



 State Purchasing also promotes fair and open competition in the state's

procurement process



 Division of State Purchasing maintains and develops State Term

Contracts (STC)

 Mandatory for state agencies

 Optional for other eligible users (OEUs)

-Universities, cities, counties, water management districts, etc.





 Under State Purchasing, the MyFloridaMarketPlace (MFMP) system is

the online procurement system for agency buyers and state vendors

Information Portal (VIP)

 Used for vendor registration



 Analysis (MFMP reporting tool) upgrade is underway

- Implemented August 2010



 MFMP Buyer upgrade begins September 2010

Invoicing Initiative



 We are working with agencies to increase their use of

MFMP for invoicing



 Advantages include :

Procurement to payment information in one location

Electronic tracking of invoices

Faster processing with MFMP automation

Meets DFS‟ “Go Green, Get Lean” initiative



 Currently processing an average of 25,840 invoices each

month

 We are also working with vendors to continue the increase

of electronic invoices (eInvoices)



 Approximately 10 percent of our invoices are submitted via

eInvoices

 This is up 3 percent from the past two years
