REVOLVING AND TRUST FUNDS
2 1. GENERAL. The following symbols and titles identify the revolving funds within the
Budget and Finance Directorate. Revolving funds are combined receipt and expenditure
accounts established by law to finance a continuing cycle of operations. Receipts derived
from such operations are usually available in their entirety for use by the fund without further
action by Congress.
