RECREATION”









Cultural Outreach

This initiative is to help provide people the opportunity to participate in a cultural program within their

community that includes an educational component. (Example: For 6 weeks after Culture Days start, September

30 – October 2, a local artist/instructor can teach youth how to play guitar) The Cultural Outreach initiative

has 2 deadlines – June 15, 2011 or December 15, 2011.



Purpose:

This program strives to:

 Educate/promote the benefits of cultural activities

 Provide an opportunity for people to participate in a cultural program

 Encourage individuals to utilize local facilities

 Encourage community involvement



Target Groups:

 Kids Cultural Outreach (5-14 year olds, or girls 10-14 years old)

 Youth Cultural Outreach (15-17 year olds)

 Adults Cultural Outreach (18-49 year olds)



Program Format:

The format for this program will meet the needs of the community. This program can be set up as a once-a-

week program for a 6 week period or it can be a one-time event. The once-a-week program could be set up in

the following manner:

1. Arrival – Attendance

2. 30 minutes physical activity

3. 30 minutes presenter

4. 30 minutes physical activity



Eligibility:

Recreation Boards/Organizations with a focus of engaging people to be involved in sport, culture, and

recreation and must be current members of the Parkland Valley District.



Examples of eligible expenditures include:

 Activities/Sessions that promote and encourage the selected target group to be involved in a cultural

activity (see program ideas)

 Advertising/promotion costs

 Facility costs directly related to the program. (Example: Rental of the facility). Please note a maximum

of 25% of approved funding can go towards facility costs. (Example: If the applicant is approved for

$1,000 then a maximum of $250 can go towards facility costs.)

 Contracted Program Instructor/Presenter costs

 Supplies for the program

Examples of ineligible expenditures:

 Capital expenditures, assistance for the construction, renovation or repair of capital facility projects such

as arenas, pool, parks, athletic fields, trails, buildings, grounds, etc.

 Prizes

 Uniforms

 Personal Equipment

 Expendable Equipment

 League Games

 Administrative Wages

 Food

 Liquor and liquor related expenses

 Property taxes, insurance, utilities.

 Subsidization of wages for employees/staff honorariums



Community Responsibilities:

 Determine which day(s) the program will take place.

 Find a person to lead/instruct/coordinate the program. Leaders must be knowledgeable in the area they

are presenting.

 Distribute promotional material, book ads and spread through word of mouth.

 Assign a local contact person that Parkland Valley can communicate with.

 Have participants complete the Participation Evaluation. For children participants, have the Program

Leader complete the evaluation with them or have their parents complete it for them.

 Complete the FINAL REPORT FORM of the program.

 Support the programs guidelines and recognize Parkland Valley Sport, Culture and Recreation District

and Saskatchewan Lotteries with the program/event.

 Recognize Parkland Valley Sport, Culture and Recreation District and Saskatchewan Lotteries as part of

the program.



Parkland Valley’s Responsibilities:

 Provide the funding.

 Meet with the local contact and/or the local Leader to discuss the program and details.

 Develop promotional formats such as posters, newspaper ads, and ads for the community channel.

 Provide contact information for topic speakers and program implementation.



Available Assistance:

Funding available to each community/recreation board is dependent on the number of applications received at

the deadline date.



Application Process:

 Recreation Boards/Organisations must fill in the attached application form and return it to the Parkland

Valley District office.

 All applications will be reviewed based on the purpose of the grant. (refer to top of previous)

 Applicants will know the result of their applications within 2 weeks.

 Fifty percent (50%) of the total amount granted to a community will be forwarded with confirmation of

the application. The remaining fifty percent (50%) of the grant will be sent to the community upon

receipt and acceptance of their follow-up report.

 Projects must be completed by February 15, 2012

Funding Obligations:

 All funds must be used by February 15, 2012.

 Unused grant money, or grant money that is spent incorrectly must be returned to Parkland Valley Sport,

Culture & Recreation District.



Follow-up Requirements:

 Successful applicants will be required to submit a follow-up report within thirty (30) days of the

completion of the program. Follow-up forms will be forwarded to successful applicants.

 A detailed budget to be included in the follow-up report.

 Items for follow-up are due 30 days following the final program date:

 Completed Final Report Form,

 Financial Statement (Final Budget)

 Copies of the receipts – contract payment, supplies/speaker gifts/facility (which must be

dated within the appropriate grant period for the project)

 Completed participant evaluation forms

 Attach copies of promotional materials (if available)



Program Ideas:

 Art Performances or Showcases (Musical, Theatrical, Painting, Sculpting)

 Art Class Demonstration – painting, pottery, etc.

 Dance Class Demonstration

 Educational or “learn to” activity

 Musical Instrument Demonstration and “learn to play” Instrument Demonstration
