The project includes the port
industry
All along the TOR, ports are
considered as part of our assessments
and propositions
Ports are very present in the TOR,
list:
• The project has an objective of select « best
practice ports » in term of Safety (of port
operations), security (of access and port
operations) and environmental protection from
ships
• These best practice ports should be in involved
TRACECA countries utilising European
experience
• Promote and support privatization of terminals
Some assumptions were very well
idenfied in the TOR
• Level of commitment from the top of
Administration and port authorities: this is a
necessary condition for the success of the project
in its results on implementation of international
conventions (IMO/ILO) or taking into account of
the European regulations concerning the shipping
and port industry
• Technical support and cooperation from Maritime
Authorities and Port Authorities
• Political willingness for a regional cooperation in
a competitive world of port industry
• Involvement of all countries and ports of the area
not only the beneficiary countries
Risk reduction measures for ports
• Ensure an effective transfer of know-how in
port operations for safety, security and
management of environment protection
• This transfer will have to be ensure via our
visits and the train the trainer courses .
• Meaning the port authorities must not be
forgotten in our proposition of attendees

Other issues included in the project
European regulations are included in
the project
• This is clearly stated in the required result 1 (title)
• Our main concern could be how to propose such a
regulation to countries which are not part of the Union
• European regulation is always requiring more tight
measures than the international conventions
• As the beneficiary countries have already some difficulties
to follow the international conventions they have
nevertheless ratified, I’m suspicious to see them taking into
account the european regulations
• Anyway, In our visits and works inside the groups we will
systematically talk about the European reg mainly in: Port
Waste Management, Safety of passengers, Security of ports,
etc…
Involvement of all stakeholders
• Without private shipping companies there are no
shipping or ships and without ships we don’t need
terminals and ports!
• So the companies and or shipmanagers or crewing
companies must not be forgotten in this project!
• In the port also in the view of the tendency of
privatization terminals, the port operators will
have to be involved in the improvement of the
safety, security or pollution prevention
• We recommend to include representatives of these
organization in the national working group
Involvement of other countries of
the area
Involvement of non beneficiary
countries
• The other countries outside this project were
involved in former European projects in the area
• We systematically invite them to our activities
and we will continue
• A link exists between these European projects and
the insistence of the Commission project manager
to invite the non beneficiary countries is quite
logical
• We invite also the Russian Federation as the
project expects
