The Leningrad region is one of the regions of Russia located in the northwest part of the country.
The region’s area: 84.5 thousand sq. km.

The region forms a part of North-West federal district (NWFD), contiguous with five regions of
the Russian Federation – Novgorodskaya, Pskovskaya, Vologodskaya regions, Republic of
Karelia and Saint Petersburg, it has national frontier of Russia with Finland and Estonia. The
governing Body – the Government of the Leningrad region – is placed in the administrative
centre of North-West federal district – the city of Saint Petersburg (4.6 million people), located
664 km north-west of the city of Moscow.
Culture
More than 3.5 thousand monuments of history and culture are located within the territory of the
Leningrad region, 1527 of them are protected by the state; including:
- ancient capital of Russia – a complex of historical-archaeological museum – conservation
area of the "Old Ladoga";
- ensemble of Ivangorodskaya fortress on Devichya mountain;
- monuments of Russian defense architecture in Koporye, Shlisselburg, Priozersk and other
inhabited settlements of the Leningrad region;
- monuments of Russian wooden architecture, among which it is possible to distinguish
Georgievskaya church constructed in XV century in Podporozhsky district;
- palace-park ensembles of the city of Gatchina, first of all, rammed-earth construction of
Prioratsky palace erected in XVIII century;
- "Monrepo" complex of park constructions in Vyborgsky district;
- the fortress of Vyborg – unique example of castle architecture in Russia. At the same
time, within the territory of the Leningrad region, the following objects are located:
• 32 state and 20 municipal museums;
• 5 theatres, besides, 3 theatres of regional submission are located in Saint Petersburg;
• 5 centres of national culture;
• 26 studios of arts and crafts; 2 enterprises, which activity is associated with national crafts;
• 2 concert halls;
• 470 libraries;
• 422 establishments of cultural-leisure type.
Within the territory of the region, the following kinds of art national crafts traditionally exist:
manufacturing of pottery and ceramic toys in the style of "Oyatskaya ceramics"; manufacturing
of Gobelin miniatures, wicker furniture and domestic utensils; weaving of table-clothes and
shawls.
Science
About 30 large and medium scale scientific organizations operate in the Leningrad region,
basically, state academic institutes and centres of science. The largest among them are the
following:
• Scientific-Research institute of technology named after A.P. Aleksandrov (NITI), the city of
Sosnovy Bor;
• Petersburg institute of nuclear physics named after B.P. Konstantinov (PIYaPh) RAN, the
city of Gatchina;
• Scientific-Research institute for complex testing of optical-electronic devices and systems
(NIIKI OEP), the city of Sosnovy Bor;
• Branch of the Institute of physiology named after I.P. Pavlov, of the Russian Academy of
Science (IPh RAN), the settlement of Koltushi, Vsevolozhsky district;
• Leningrad Scientific-Research Institute of Agriculture of the Russian Academy of
Agricultural Sciences (GNU LNIISKh RASKhN);
• Scientific-Research institute of Hygiene, Professional Pathology and Ecology of Human
Being (FGUP NII GPECh);

activities here.
Education
The system of educational establishments in the Leningrad region is represented by:
• 39 higher educational institutions, including branches (among them – the Leningrad State
Regional University named after A.S. Pushkin, branches in the city of Boksitogorsk and in the
city of Kingisepp; Country State University named after Cyril and Mephody in the city of Luga;
the Leningrad regional institute of economy and finance in the city of Gatchina);
• 22 establishments of secondary professional training;
• 31 establishments of elementary professional training;
• 459 schools, lyceums, gymnasiums.
Raw materials base
The Leningrad region is rich with the various resources of natural raw materials. Prospected
resources of the main raw materials are presented hereunder.
1. Combustible slates – 997 million tons.
2. Peat – 956 million tons.
3. Phosphorites – 568 million tons (14% of the total quantity of the reserves of Russia).
4. Raw materials for building industry: limestone for cement (355 million tons), building stone
(1205 million cubic metres), building sand (555 million cubic metres), sand- gravel material (255
million cubic metres), brick-tile clays (198.6 million cubic metres), facing stone (34 million
cubic metres).
5. Flux limestone – 345 million tons.
6. Bauxites – 9.5 million tons.
Market infrastructure
The following establishments carry out their activity in the territory of the Leningrad region:
• 1 regional bank and 105 branches of commercial banks of Moscow and Saint Petersburg;
• 45 investment funds;
• 16 leasing companies;
• 3 regional insurance companies;
• 75 branches of insurance companies;
• 23 companies rendering services in the field of law, book keeping and audit;
• the Leningrad regional chamber of commerce and industry.

The gross regional output of the Leningrad region is presented by the following branches:
• industry – 34.8%;
• construction – 17.2%;
• transport – 15.3%;
• trade and commercial activity in realisation of commodities and services – 7.6%;
• agriculture – 7.1%;
• other branches – 18.0%.
Transport infrastructure
Transport infrastructure of the Leningrad region is presented by the following directions:
• railways (operational length of tracks running through the region – 2.4 thousand km);
• motor roads (the length of general purpose motor roads – 11.1 thousand km);
• inland water transport (total length of navigable inland waterways – about 2 thousand km);
- main river ports – Leningradsky and Podporozhsky;
• sea transport – sea commercial port (МТP) "Ust-Luga", МТP "Primorsk", distribution-
transshipment complex (RPK) "Vysotsk-LUKOIL-II" (transshipment of petroleum products),
"Port Vysotsky" LLC (transshipment of other cargoes), "Port Vyborgsky" LLC.
• main pipeline transport (the length of main gas pipelines within the borders of the region –
2.2 thousand km; the length of main oil pipelines within the borders of the region – about
600 km).
Communication
The system of telecommunication and communication in the Leningrad region meets
international standards.
Industrial complex
Industrial complex of the region includes more than 300 large and medium scale enterprises, as
well as 11740 small enterprises.
The basic kinds of competitive products: vehicles, mineral fuel, automobile tyres, food and
tobacco products, pulp-and-paper products and cardboard, chemical products, mineral fertilizers,
timber and timber products, cement and other building materials, aluminium and aluminium
products.
Agricultural complex
270 agricultural enterprises and 6097 farmer (country) economies carry out their activities in the
Leningrad region.
The following branches are developed in the region: cattle breeding, plant cultivation and seed-
farming, diversified specialisation is typical. Production of poultry farming has great demand
outside the Leningrad region.
Food and process industries are presented by milk-processing and meat-processing enterprises,
bread-baking complexes, factories for production of drinks. The given branch contributes to
formation of foodstuffs security of the region.
External economic activities
Foreign trade partners of the Leningrad region are the companies from 125 countries. According
to the results of 2006, the Leningrad region has occupied the 2nd place in export and the 3rd place
in import in NWFD; the foreign trade turnover has made 10.4 billion US dollars: export –
6.8 billion US dollars; import – 3.6 billion US dollars.
International investment projects are being realised in the production of cigarettes, automobile
tyres, paper and cellulose, cars; in food branch, and timber industry complex, in the process of
construction and functioning of trading-entertaining centres.

Legislation of the Leningrad region in investment sphere
In 1997 the regional Law was adopted, "On the investment activity in the Leningrad region", in
which, the complex of measures was defined, of the governmental support and protection of the
investors carrying out their activity within the territory of the Leningrad region. The most
favoured nation treatment is provided for investors, for the entire pay-off period of investments,
and for two year period after expiry of the same. In addition, some more normative-law acts are
valid in the Leningrad region, stimulating investment activity:
• the law of the Leningrad region, dated 22.07.1997 No. 24-оз "On the state support of
investment activity in the Leningrad region" (with amendments as of 26.07.2006);
• the law of the Leningrad region, dated 08.10.1999 No. 56-оз "On the tax and investment
tax credits" (with amendments as of 06.06.2002);
• the law of the Leningrad region, dated 30.06.2006 No. 53-оз "On the granting of
government guarantees in the Leningrad region";
• the law of the Leningrad region, dated 25.11.2003 No. 98-оз "On the organizations’
property tax" (with amendments as of 30.11.2006);
• the law of the Leningrad region, dated 16.06.2005 No. 46-оз "On the organizations’ profit
tax rates for the investors carrying out their investment activity within the territory of the
Leningrad region";
• decree Of the Government of the Leningrad region, dated 30.03.1998 No. 11 "On the
approval of the Procedure of calculations of pay-off period and actual pay-off period of
investments for realization of preferential regime of taxation in the Leningrad region";
• decree Of the Government of the Leningrad region, dated 26.04.2001 No. 34 "On the
approval of Regulations on the procedure of granting tax and investment tax credits";
• decree Of the Government of the Leningrad region, dated 17.09.2001 No. 89 "On the
procedure of granting government guarantees in the Leningrad region in case of loans for
investment purposes".
Just due to this regional legislation, such strategically important foreign investors like "Philip
Morris Izhora", "Caterpillar Tosno", "Ford" and many others came into the Leningrad region. In
most cases, like, for example, with "Nokian Tyres", "Svir Timber", "Roca Santekhnika",
decision-making regarding allocation of manufacture within the territory of the Leningrad region
was closely coordinated with signing an investment contract.
Factors of investment attraction
The investment climate in the Leningrad region is defined by the following parameters:
• unique geopolitical location of the region;
• powerful innovative-industrial and personnel potential;
• developed system of legislative stimulation of investment activity, including tax privileges,
subventions and other measures of governmental support of investors;
• information transparency and openness;
• political, social and economic stability.
Advantages of geopolitical location:
• frontier location (border with the European Community) – the "Russian gate to the
Western Europe" and the "European gate between the Western Europe and Asia";
• favourable seaside location, availability of operating seaports and seaports under
construction;
• powerful transport unit located in section line of the 9-th Pan-European transport corridor
and the international "North-South" transport corridor;
• crossing of sea, river, railway, automobile, air, pipeline and telecommunication routes;
Investment rating of the Leningrad region
According to evaluation of the Leningrad region, made by the leading rating agency, "Expert
RА", based on the results of 2006, it is attributed to the group of regions with lowered potential
and moderate investment risk.
In March, 2007, the "Standard & Рооr's" international rating agency raised credit rating of the
Leningrad region in foreign currency up to the level "ВВ-", and in national currency up to the
level "ruАА-".
The "Fitch Ratings" international rating agency in May, 2006 appropriated the Leningrad region
long-term credit ratings in foreign and national currency and short-term credit rating at the level
"B", and also national long-term credit rating "ВВВ (rus)". The forecast for all these ratings is
"Stable".

The government of the Leningrad region is interested in mutually advantageous
cooperation and is ready to support initiatives of investors.
The government of the Leningrad region provides:
• possibility to obtain budgetary credit,
• subsidising of a part of interest rate for the involved bank credits,
• governmental guarantees and deposit security of involved investments,
• tax preferences,
• concessionary conditions of use of the property owned by the region,
• budgetary investments for realisation of the project,
• subventions for payment of taxes into the regional budget.
Government of the Leningrad region is engaged in development of the initial-licensing
documentation for a project, and renders assistance:
• in obtaining the initial-licensing documentation for a project;
• in solving the questions of registration, organisation and registering in tax authority;
reservation and allocation of allotments of land and industrial sites; registration of the
property rights, signing of property lease arrangements;
• in resoling the disputes and contradictions arising during realisation of the project;
• in obtaining legal, auditor, insurance support of the project, as well as the services of the
estimating organisations.
During the payback period of the project implemented in the Leningrad region, the
investor would obtain support in the amount of 20 to 40 percent of the sum of capital
investments, in the form of privileges and subventions.
