I. Position Information
Job code title:                    Assistant Country Director/Governance
Pre-classified Grade:              ICS-10 (P3)
Supervisor :                       Deputy Country Director/Program




II. Organizational Context

Under the overall supervision of the Country Director and the direct supervision of the
Deputy Country Director/Program, the incumbent acts as a manager of and advisor to
Senior Management on all aspects of the Governance Portfolio. The main role is to
manage the country program including continued monitoring of implementation. The
ACD/G leads the governance team in strategic planning and identifies new program areas
while ensuring consistency with UNDAF/CPD priorities and creative responses to
emerging challenges and opportunities.

ACD/Governance heads the Governance team and works in close collaboration with the
Poverty team in the CO, Operations section, program staff in other UN Agencies, UNDP
HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-
lateral donors and civil society to successfully implement the UNDP program.




III. Functions / Key Results Expected

   Programming and management

   Policy and technical advice.

    1. Supervision and liaison
     Supervision of the Program cluster and financial follow-up of all funds allocated
       to the cluster
     Direct supervision and provision of backstopping and strategic guidance to the
       DGICB Program Specialist, JPO and UNV, especially in planning, reporting and
       budgeting on project activities
     Coordinate the program management with CTAs, who operate under overall
       guidance and supervision of the DCD/P
    2. Programming and management:
     Ensure qualitative and timely implementation of the Cluster Projects

      Provide guidance and inputs towards the drafting of new projects in close
       consultation with national stakeholders, program specialists and CTAs
      Oversee the strategic coherence, planning and impact of UNDP’s governance
       strategies and programs

   3. Monitoring and reporting:
    Monitoring results of the cluster projects, namely through: i) analysis of factors
      that affect the implementation of projects and the impact of the technical
      assistance and provision of solutions, ii) ensure the implementation of
      recommendations made by the evaluation reports and project review exercises,
      iii) participation in corporate results reporting initiatives; iv) ensure timely deliver
      of all reports and preparation of reviews and evaluations; v) prepare brief
      quarterly reports to the DCD/P highlighting project performance, constraints
      challenges and lessons learned.

   4. Partnership and resource mobilization:
    Maintain close liaison with relevant donors and other actors supporting cluster
      programs
    Coordinate with the ARR/External Relations in the CO resource mobilization
      efforts

   5. Policy and Technical Advice:
    Participate/draft policy and strategic papers (CCF, CCA, SRF, UNDAF, CPAP,
      etc), guidance notes and relevant documents in the sectors of responsibility with
      technical assistance provided by CTAs and Program Specialists;
    Support the development of plans and identify new initiatives for UNDP’s
      interventions in such areas as public administration and civil service reform,
      decentralization and local governance, justice and rule of law, gender, mine
      action, natural disaster, crisis prevention and peace building, small arms and
      demobilization;

   Perform any other duties requested by CD and/or DCD/P



IV. Impact of Results

The key results have an impact on the overall success of the country programme and reaching
UNDAF/ CPD goals. In particular, the key results have an impact on the design, operation and
programming of activities, creation of strategic partnerships as well as reaching resource
mobilization targets.

VI. Recruitment Qualifications

                                   Master’s Degree or equivalent in Business Administration,
Education:                         Public Administration, Economics, Political Sciences, Social
                                   Sciences or related field.

                                   5 years of relevant and proven experience at the national or
Experience:                        international level in providing management advisory services,
                                   hands-on experience in design, monitoring and evaluation of
                                   development programs and establishing linkages among
                                   international organizations and national governments.
                                   Experience in the usage of computers and office software
                                   packages, experience in handling of web based management
                                   systems.

Language Requirements:             Fluency in English, good working knowledge of Portuguese or
                                   Spanish; knowledge of French an asset.
