INVITATION FOR BIDS (IFB)
National Competitive Bidding
for
Procurement of Works
of
Lower Hari Rud Test Drilling Package

1. The Government of the Islamic Republic of Afghanistan has received a loan and grant from the
Asian Development Bank (ADB) towards funding the cost of the Western Basins Water
Resources Management Project (WBWRMP). Part of this loan will be used for payments under
the contract named above. Bidding is open to Contractors from eligible source countries of the
ADB.
2. The Ministry of Energy and Water (MEW) herein referred to as “Employer”, invites sealed bids
from eligible bidders for completion of the Lower Hari Rud Test Drilling Package. The scope of
work will include but not be limited to the following:
The project objective is to make the Groundwater Investigation to assess the lithology of
subsurface layers within the wider part of Hari Rud valley and ultimately to know the positions,
thickness and characteristics of aquifer (aquifer parameters), position of ground water levels and
quality of ground water.
A test well shall consist of solid or blank casing, open casing (screen), gravel pack filling the
annular space between drilled hole and screen, cement grout and other sealing or plugging
material, and sediment-trapping pipe at the bottom of the well. Top of each test well shall be
protected against vandalism, breakage, filling in with stones, etc. Wellhead shall also be protected
against surface and rain water, with or without contaminants, entering the well.
The indicative total quantities of principal activities for Lower Hari Rud Test Drilling Package
are:
- Drilling, Sampling, Electric Logging and Pipe Installation Works 18 inch hole --
1750 meters
- Gravel Packing between 18 inch hole and 12 inch pipe - 714 meters
- Clay Sealing/Backfilling 18 inch hole and 12 inch pipe – 1001 meters
- Cement Grouting between 18 inch hole and 12 inch pipe - 35 meters
- Supply of uPVC Casing Pipes 12 inch – 1050 meters
- Supply of uPVC Screen 12 inch – 700 meters
- Well Completion and Protection – 7 nos
- Water Quality Analysis – 7 nos

5. A Single Stage: One-Envelope bidding procedure will be adopted. Bids should be submitted in
sealed envelopes containing a technical proposal and a price proposal. The envelopes will be
opened on 22 October 2011 at 10:00am in the presence of the bidders’ designated
representatives and anyone who chooses to attend.
6. Each Bidder (including all members of a joint venture and all subcontractors of a Bidder) must be
incorporated in an ADB member country, in accordance with Section 5 (List of ADB Member
Countries) of the bidding document. They are required to submit the following information in
order to demonstrate the company’s qualifications: a) Tube Well Construction experience of 2000
m within last 5 years; b) Experience of Tube Well Construction 150 m deep; c) Submission of an
audited balance sheet of the last three years. Bidder’s net worth calculated as the difference
between total assets and total liabilities should be positive and c) Completed the contracts with a
value of at least US$ 293,600 within last three years. d) Minimum Average Annual Construction
Turnover (AACT) is US$ 429,000 within the last 3 years; f) Availability of experienced key
personnel, i.e. (i) Site Engineer -10 years work experience, (ii) Drilling Engineer – 10 year’s
work experience, etc.; g) availability of minimum equipment, i.e. Rig Machine, Compressor ,
Pumping Set , Truck , Water Tanker , Crane, Electric Logger, Water Level Indicator and
Light Veh
7. Bids must be delivered by:
(i) In hard copy at the location and address as described above.
(ii) On or before the deadline: 22 October 2011 at 10:00 AM
(iii) Together with a Bid Security of USD 7,500 for twenty-eight days (28) beyond the
end of the validity period of the bid, or not earlier than 18 February 2012
8. When comparing bids, ADB’s Domestic Preference Scheme will not be applied.
9. Electronic submission of Bids will NOT be accepted. Bidders are required to submit Bids in
person on or before the date and time for submission of Bids or by courier before the date and
time for submission of Bids, along with the Bid Security. The Employer will NOT consider any
bid that arrives after the deadline for submission of bids, or any bid without the required Bid
Security. Any bids received after the deadline shall be declared late, rejected, and returned
unopened to the bidder.
10. A pre-Bid meeting shall take place at the following date, time and place:
