FINAL REPORT
INTRODUCTION
The Telecommunication Development Bureau of the ITU organized the “Second Steering
Committee Meeting of the Center of Excellence for EUR and CIS countries”, at the kind
invitation of the State Committee for Communications and Informatization of Ukraine. The
meeting took place in Kiev, Ukraine, from December 3 to 5, 2003 and was hosted by the
Ukrainian State Center of Radio Frequencies and Supervision for Telecommunications (UCRF).
Mr Chakhgildjan (Russian Federation) chaired the meeting and in the absence of Mr Ondrovic
(Slovakia), Mr. Pantelis Angelidis (INA) was requested to act as vice-Chairman.
PURPOSE OF THE MEETING
The general purpose of the meeting was to assess the results of the Center of Excellence during
2003 as well as to establish the work plan and budget of the Center of Excellence for the year
2004. In particular, the main objectives of the meeting were the following:
• To assess the current progress of the Center of Excellence implementation process
concerning the 5 major training programmes which had been agreed for each Branch
during the previous Steering Committee meeting;
• To define and agree upon the Center of Excellence Action plan for year 2004 and carry
out the necessary budgetary prevision for each Branch;
• To improve the coordination practices and related operational procedures for each branch
of the Center of Excellence;
• To agree upon the priorities and strategic guidelines for year 2004. In particular, to
discuss on the effective identification of all players that may help in the implementation
of each program and contribute to their long-term sustainability.
PROCEEDINGS
29 delegates attended the meeting representing 9 countries of the EUR and CIS region. The
complete list of participants can be found in Annex No 1.
The Agenda of the meeting is included in Annex No 2.
The opening speeches emphasized the current strengths and weaknesses that have characterized
the recent experience in designing and delivering the first CoE products, such as:
- The high-level standards of the facilities offered by the brand new premises of the
Ukrainian Center of Excellence Node
- Recommendations made by the ITU aimed at improving the organization and
coordination of future CoE activities
Further discussions focused on the following documents presented by the ITU:
- The current progress and evolution of the Center of Excellence Network. Evolution of the
Governance of the various CoE Projects and eventual adjustments to be made to the
current governing practices of the CoE-EUR & CIS Project;
- The progress reports of each Branch of the Center of Excellence;
- Real cost of distance learning activities and related development costs, as well as
typology of e-learning products;
- Draft action plan and budget for each branch, based on the lessons learnt from year 2003
as well as on the proposals made by participating countries;
- Opportunities for Partners inputs when implementing the forthcoming CoE action plans
Thereafter, a series of discussion sessions were held, which dealt with the subjects included in the
Agenda of the meeting.
Two working groups were established in order to elaborate the new action plan and budget for
each branch of the Center of Excellence. The resulting documents are included in Annex 3 (Work
plan and budget for the English-speaking branch for 2004) and Annex 4 (Work plan and budget
for the Russian-speaking branch for 2004). The said drafts were approved during the final plenary
of the SC meeting and they will be fine- tuned by the coordinators and the ITU during the coming
days.
DECISIONS
The main decisional elements adopted by the Steering Committee are the following:
• The list of leading countries for the implementation of the programmes of the English
speaking Branch has been updated as follows:
- Slovakia: Strategic Management Programme
- Poland: Regulatory Programme
- INA: Technology Trends and Information Technologies Programme
- Bulgaria: Spectrum Management Programme
• The distance-learning activities to be delivered through the Center of Excellence Project
refer mainly to the organization of virtual discussions among the participants. As such,
the budgetary previsions for the concerned actions don’t necessarily include all necessary
preparatory work for the development of the specific resources on the concerned issues.
The Coordinators will discuss and establish criteria for the definition and quantification of
the activities to be covered by the Center of Excellence funds, in accordance with current
ITU practices. In particular, each distance-learning activity will be organized for a
maximum of 40 participants (larger audiences should be accommodated in several groups
of not more than 40 participants each).
• Two basic rules were adopted for the estimation of the resources required for the
implementation of the activities scheduled in the action plan for 2004:
- Reasonable number of experts for a given CoE action
- No excessive redeployment of the CoE budget once it has been approved
• The Coordinators will standardize, in coordination with the ITU, the steps to be followed
for the approval and implementation of any CoE action.
• Each Coordinator will disseminate a periodic progress report reflecting the major
milestones achieved towards the effective implementation of the planned actions.
• A request was made to the ITU to seek financial balance between the expenses of the two
CoE branches, in view of the additional costs existing in the Russian-speaking branch as a
consequence of the need to include interpretation and translation costs for international
experts and training materials respectively.
• The Steering Committee reiterated its request to the ITU to find a mechanism, compliant
with the TSSC rules, to fund the participation of SC members in the annual SC meetings;
• The next Steering Committee meeting will take place in November or December 2004 in
a country of the English speaking Branch; the host country will be identified by the ITU
in due time.
RECOMMENDATIONS
- To improve the dissemination of information about all CoE events and increase the
visibility of the region during the implementation process
- To reinforce communication among the countries willing to share their experience from
the very beginning of the implementation process of each action, in order to facilitate the
integration of their inputs in the concerned agendas.
- To ensure that at least one local partner directly involved in the market (Regulatory
Authority, Ministry, Operator, etc.) provides inputs in each CoE training activity.
- To draft logistical procedural details and ensure provision of assistance from each CoE
Coordinator for setting up the elements required for the fund requests.
- To establish a standard report form and evaluation form for all CoE activities to be
submitted to the concerned CoE Coordinator, not later than a week after the finalization of
the event.
- Each Coordinator will up-date and circulate on a regular basis a table summarizing the list
of content providers and contact points participating in the implementation of the
operational activities of the CoE.
