STATUS REPORT ON TELECOM SURPLUS PROJECTS
1. Project Title:
Centre of Excellence in the Europe and CIS Region. Russian speaking Branch – 7 RER 02 015
2.Brief Description:
The Centre of Excellence Project aims at providing sustainable and long lasting capacity building solutions for decision-makers and executive staff of the Telecommunication Sector
in all regions.
An important feature of this CoE is to be divided into 2 branches, each one having its own action plan and, as a result, its own budget. Nevertheless, both branches refer to the same
Steering Committee which includes an equal number of members for each sub-region.
In the case of the Russian Speaking Branch, the project relies on the leadership of 3 Leading Countries: Belarus, Rusia and Ukraine. Each of them leads the implementation of a
given CoE programme, Russia being in charge of 3 domains.
The CoE products cover 5 main areas: Corporate Management, Regulatory Practices, Technology and ICT Awareness, Internet Technologies and Spectrum Management . The
related training materials include traditional resources for face-to-face activities as well as CD-Roms and web-based resources for e-learning.
3. Current Status (timeframe, latest developments, assessment of progress, etc…):
The present status covers the period from 01/01/03 to 15/04/04
During year 2003, the CoE has implemented 6 training activities, and 13 are planned for year 2004, combining workshops and e-learning activities:

From the beginning of the project and with respect to the limitation of the available funds generated by the existence of two independent Branches, the priority has been given to the
recruitment of regional/national experts. This specific approach generates an interesting context for achieving more quickly a long-term sustainability, although the networking
process among these experts is still a real challenge for most of these Experts.
Another challenge may consist in applying training fees which may help achieving a realistic sustainability of the CoE. Unfortunately, the necessary regional links are far from
being established and the current CoE Steering Committee needs to be reinforced with more Representatives from the beneficiary entities (Operators and Regulators)
4. Partnerships (list partners):
At this stage, no significant Partnership has been established although such a support could be very useful for the four major training providers (MTUCI University Moscow
RUSSIA, SIBSUTI University Novosibirsk RUSSIA, Higher Communication College BElARUS, National Centre for Frequency Management Kiev UKRAINE) who are the real
backbone of the CoE.
