                       Evolution of the ITU-D Sector Membership in 2004




   1   A steadily increase of ITU-D Sector Members in 2004


   1.1 New Sector Members

       With an ICT / Telecommunication Industry Sector which has shown significant development
       in 2004 and spectacular growth in key segments (mobile – broadband internet – IP, etc)
       ITU Development Sector has welcomed 25 New Members in 2004 to reach a record of 287
       ITU-D Sector Members on 12 December 2004.


       Numerous new contacts with market players in different countries have been established
       and the BDT “Prospect List” contains now more than 160 operators, service providers,
       regulators, financial institutions or telecom organizations which have demonstrated interest
       in ITU-D programs and activities.


   1.2 Denunciations

       Another positive trend is about membership denunciations. 2002 & 2003 were severely
       impacted by heavy denunciations. In 2004 the number of denunciations dropped by about
       50% since the first quarter of 2003 which had showed 12 denunciations, ITU-D has
       recorded an average of 3 denunciations per quarter in the last 7 quarters.


   1.3 Special targeted actions


       •    BDT has initiated targeted actions towards organizations which under ITU Council
           Resolution No. 925 can benefit of the activities of ITU Sectors but who have not yet
           joined ITU-D. 32 organizations are concerned. 10 have already decided to join the
           Development Sector.

             •        Close cooperation with ITU-T and ITU-R in various topics which are reflected in some
                     study groups and working groups, has led BDT to initiate a particular action towards
                     companies and organizations who are currently Sector Members of ITU-R and ITU-T
                     but not (yet) of ITU-D. Those companies and organizations are often not fully aware of
                     ITU-D programs and activities and of the benefits they could get of a Development
                     Sector Membership. As of 12 December 2004, 56 organizations are concerned.

   1.6 10th year Anniversary

       34 companies and organizations joined ITU-D in 1994 and have been participating in the
       activities since that date.

       denunciations which took effect also in 2004 were respectively the following for each of the

    4   Financial Contributions

    4.1 Global 2004 Results

        In 2004 the ITU-D Sector Members contributed for a total of 29 and 7/16 units which
        represent an amount of 1.854.562,50 CHF based on the annual value of the 2003-2004
        contributory unit (1 unit = 63’000 CHF).

        Despite a slight increase in number of ITU-D Sector Members in 2004 comp ared to 2003
        (+2%), the 2004 ITU-D Sector Member contribution showed a 16% decrease in value.

              This is mostly due to 3 factors:


              1- A vast majority of New Sector Members often choose the 1/16 unit class (73% of new
                 ITU-D Sector Members in 2004 are fee-paying).
              2- Increase of fee-exempts (24 in 2002, 35 in 2003, 45 in 2004).
              3- Denunciations of some important contributors (1/8 unit class and above since 2003
                 which took full effect in 2004, all of them from developed countries).

          4.3 Countries where ITU-D has no Sector Members


       As of mid December 2004, there are 92 countries out of 189 Member States, where ITU-D has no
       Sector Members.

       Even if the Telecommunication Sector conditions and the overall economy may considerably vary
       from one country to another, that current situation may encourage targeted actions to increase and
       solidify the presence of ITU-D in the future.


       The breakdown of these 92 countries without ITU-D Sector Members is the following:
