Dear Sir or Madam:
You are invited to submit a bid proposal for providing all necessary transportation, labor, materials, tools
and equipment to operate a complete and functional system for the following work at the Railroad’s Dupo DTL
Fueling Facility at Dupo, IL.
Prebid Meeting & Railroad Contacts
A prebid meeting is scheduled for 10:30 AM MDT, SEPTEMBER 21, 2006.
Meet at the UP Dupo DTL facility in Dupo, IL. Ed Honig will represent the Railroad for this
meeting and all parties intending to submit a bid for this project are encouraged to attend in order to fully
understand the scope of work involved. It is imperative that each Contractor supply and use hard hats,
safety footwear, safety eyewear, hearing protection and reflective orange safety vests during this onsite
visitation.
Any inquiries or problems associated with the character, quality, or quantity of work to be performed

procedures should be directed to me at the above telephone number or via electronic mail at dlriege@up.com.
A. INSURANCE REQUIREMENTS.
The successful bidder shall be required to furnish evidence of general or comprehensive
liability insurance, in limits as set out in the attached insurance requirements, which contains the
following endorsement: “UNION PACIFIC RAILROAD COMPANY is named as Additional Insured
with respect to all liabilities arising out of Insured's, as Contractor, performance of work on behalf of
the Railroad” (see Sample Copy of Certificate of Insurance enclosed). Workers’ compensation
insurance shall be furnished in limits required by law.

B. INSTRUCTIONS TO BIDDERS.
1. Before submitting your Proposal and Bid, you shall carefully examine the Proposal and Bid form,
Specifications, Statement of Business and Legal Relationships, and form of Contract to understand the character,
quality, and quantity of work that will be required. YOUR BID WILL BE CONTINGENT UPON
ACCEPTING THE ATTACHED FORM OF CONTRACT.
2. You should visit the site of work to determine what conditions may be encountered and what kind of
materials, tools, and equipment will be necessary to complete your obligation in an expedient, professional, and
workmanlike manner.
3. Your Proposal and Bid must be made on the attached "Proposal and Bid" form, and shall not contain any
recapitulation of the work to be performed.
4. Your Statement of Business and Legal Relationships, and Proposal and Bid will be accepted until 02:00
PM CDT, on SEPTEMBER 29, 2006, and are to be submitted to Dan L Riege, Union Pacific Railroad
Company, Supply, 206 S 19th St., Suite 400, Omaha, Nebraska 68102. Please return your Statement of
Business and Legal Relationships and Proposal and Bid in the attached envelope marked "Sealed Bid Covering
Diesel Collection System – Dupo, IL – SON []". Any bid returned in an envelope not marked "Sealed Bid
Covering Diesel Collection System – Dupo, IL - SON []" may be rejected. The Railroad reserves the right to
reject any or all bids in whole or in part as it may deem advisable.
5. It will be the duty of each bidder to fill in all blanks provided in the Statement of Business and Legal
Relationships and Proposal and Bid form as necessary to give the required information. The successful bidder will
be required to execute the Railroad's standard form of contract (SAMPLE copy of contract attached) and procure, at
its expense, insurance as specified in the sample form of contract. All bids submitted shall be deemed to have been
made with full knowledge of all terms, conditions, and requirements herein contained. Bids received will be
securely kept and will be opened as early as possible following the specified time at the Railroad's convenience, and
the successful bidder will be notified.
6. If you are in doubt as to the understanding of any part of the Specifications, or Form of Contract, or if you
find any discrepancies in or omissions from the Specifications, or Form of Contract, you must submit to the
Contract Administrator a written request for an interpretation or correction thereof. Any interpretation or correction
of the documents will be made by the Contract Administrator and each person receiving this "Request for Bid" shall
be notified in writing by the Contract Administrator of this interpretation or correction. In the event you are unable
to submit a Proposal and Bid, please advise as to whether you wish to be retained on our bidder's list.
7. Proposal and Bid Forms will be accepted via U.S. Mail so long as they are postmarked no later than one (1)
day prior to the bid due date set as stated herein. The term "postmarked" means a hand cancellation bull's eye as
supplied and affixed by an employee of the United States Postal Service. (A postage meter impression will not be
acceptable). Proposals will also be accepted via Express Mail Carrier's (i.e., Federal Express, Airborne, Purolator,
etc.), so long as recipient's name shows "Personally Deliver To Dan L Riege - SON []."
8. The following documents are enclosed:
a) Sample Form of Work Or Services contract form including Insurance Requirements;
b) Statement of Business and Legal Relationships;
c) Sample Certificate of Insurance with minimum coverages per Insurance Requirements;
d) Proposal and Bid Form and Work Plan;

9. The Contractor shall be prepared, if so requested by the Railroad, to present evidence of his experience,
qualifications and financial ability to carry out the terms of the proposed contract.
10. All bid information shall remain strictly confidential.
