					900 MOTOR VEHICLE AND EQUIPMENT PROCEDURE


900.6 MOTOR VEHICLE UTILIZATION

A.   Authorized Use of Department of Natural Resources Vehicles
     Department of Natural Resources vehicles are to be used for business purposes for
     the best interest of the Department. All DNR vehicles will be operated within the
     policies and procedures guiding their use.

B.   Authorized Drivers of Department of Natural Resources Vehicles

     1.     Departmental Employees
            State of Georgia Auto Liability Program provides coverage to state
            employees operating state vehicles and other vehicles when on state
            business.

     2.     Registered PRHS Division Volunteers
            Volunteers that are registered in our division volunteer program are
            covered by the State of Georgia Auto Liability Program under the same
            provisions as a state employee with the exception of coverage of their own
            personal injuries. While state employees’ personal injury coverage is
            through Workers Compensation, volunteers have limited secondary
            coverage through the division volunteer insurance policy provided that the
            person is a registered volunteer and purchased the coverage.

C.   Authorized Passengers of Department of Natural Resources Vehicles

     Only the following passengers are authorized to be transported in a state vehicle.

     1.     State employees

     2.     Registered PRHS Division Volunteers

     3.     Authorized Guest of the State in which the trip is for official business

            a. An authorized guest being transported either on or off site is defined as
               a passenger, riding with a PRHSD employee, who is participating in
               business with the department or is participating in departmental
               activities. Such guest passengers could include contractors working on
               departmental projects, other government officials, consultants,
               program participants, or visitors needing assistance. An authorized
               guest of the state being transported off site must be approved by the
               Region Manager, Section Chief or the Director. An authorized guest
               being transported on site can be approved by the site manager.
            b. All instances in which a spouse of a PRHSD employee will be riding
               with the employee in a Department of Natural Resources vehicle must
               be approved in advance by the Region Manager, the Section Chief or
               the Director. This includes spouses who are registered volunteers and
               acting in that capacity. Under certain circumstances, a blanket
               approval via a memorandum to the file may be granted to an
               employee.

            c. Any instances not covered by examples above should be approved in
               advance following the approval process identified above.

C.   Unauthorized Use of Department of Natural Resources Vehicles

     1. Personal use of Department of Natural Resources vehicles is prohibited. State
        employees or volunteers operating a state vehicle while on personal business
        are not covered by State of Georgia Auto Liability Program. Such personal
        business could include trips for shopping, picking up kids, or going to the
        bank, even if conducted while using a DNR vehicle for agency business.

        (a) Important Note: The purpose of the trip determines the coverage by the
            State of Georgia Auto Liability Program. The coverage follows the driver,
            not the vehicle. If a state employee departs from their office in a state
            vehicle to conduct legitimate state business and during the course of the
            trip abandons their official duties to make personal side trips (bank,
            school, shopping), they are considered to be conducting personal business
            and are not covered. If state employees have an accident while conducting
            personal business in a state vehicle, they could be held personally liable.
            The financial effect on the driver, the supervisor and the agency could be
            catastrophic.

D.   Unauthorized Drivers of Department of Natural Resources Vehicles

     1. Independent contractors are not covered by the State of Georgia Auto
        Liability Program.

E.   Unauthorized Passengers of Department of Natural Resources Vehicles

     1. Minors under 18 years of age, with the exception of transporting as
        a participant in a departmental program.

     2. Minor children of departmental employees under the age of 18, with the
        exception of transporting as a participant in a departmental program.

     3. Family members of departmental employees, with the exception of adult
        family members that are registered volunteers or being transported as a
        participant in a departmental program.
F.    DNR employees are authorized to use personal vehicles for official state business
      and to be reimbursed for such use, only when a state owned vehicle is not
      available and when funds are available to support the authorized reimbursement.

G.    All DNR employees operating state owned vehicles or operating personal vehicles
      on state business must have a valid driver’s license of a class appropriate to the
      type of vehicle being operated.

H.    Operators and passengers in state owned vehicles must wear seat belts at all times
      when the vehicle is in motion.

I.    In the event of an accident, operators of state owned vehicles must immediately
      report the accident by calling the number indicated on the insurance decal or card
      displayed in the passenger compartment.

J.    Operators of state owned vehicles must abide by all state and local traffic laws
      and posted speed limits.

K.   Operators of state owned vehicles must purchase only regular unleaded gasoline
     unless a higher grade is required by a specific vehicle.

L.    State vehicles stationed in metro Atlanta area counties should have an annual
      vehicle emission inspection. The emission form should be kept in the vehicle or
      in the vehicle log box, with a copy filed in the vehicle maintenance records.
