                                                Thanks to Oakland residents like you, over 370 million pounds of cans, bottles,
                                                paper, cardboard and yard trimmings have been recycled since the Oakland
                                                Recycles Curbside Recycling Program began in 1993. We’re diverting 43% of
                                                our waste from local landfills.

                                                The materials have been made into new high-quality items such as aluminum
                                                cans, office paper, newspaper, re-refined motor oil, and rich, soil-boosting
                                                compost.

                        Your recycling efforts have also saved valuable natural resources like trees, fuel, and water; and by
                        recycling you have significantly reduced air and water pollution. By reducing, reusing, and recycling
                        even more at work and at home, we can meet state law and reduce our waste by 50%. Most importantly,
                        we will be helping to protect our environment.

GREEN YARD TRIMMINGS CART

Yard trimmings are collected every other week. Available to single-family homes, duplexes,
triplexes, and four-plexes. Your green yard trimmings cart holds 64 gallons of material. Feel free to
fill it to the top, but don’t let it overflow! Make sure the lid closes.

Recycling yard trimmings is easy. Just put your grass, leaves, and other plant debris in your
FREE green cart. Then place it at the curb every other week (call Waste Management for your
schedule).

Waste Management will turn your yard trimmings into compost, which you can buy at the Davis
Street SMaRT Station in San Leandro, or at your favorite garden supply store.

                    Stamps are available from several sources in addition to post offices. Stamps by Phone
                    is a 24-hour stamp-ordering service. Stamps must be ordered by credit card and are
                    delivered within five business days. Call 800.782.6724. The
                    Stamps by Mail form, available at any post office, can be used
                    to order stamps with a check; stamps are normally delivered the
                    next business day. Stamps are also available at some large stores
                    and Automated Teller Machines (ATMs).

                                                                                                              AUTOMOBILES
You are required by California law to obtain a California drivers license within 10 days of establishing
residence. You should try to get it as soon as possible, as it is constantly utilized as identification.

To obtain a license, you must complete the following:
        a. Written test on the rules of the road (mandatory)
        b. Eye test (mandatory)
        c. Driving test - only is you do not have a valid license in another state or if your
        license has been revoked or has been expired for more than one year

AUTOMOBILE REGISTRATION
If you are from out of state, you must register your out of state vehicle upon entry. To avoid penalty, you
have 20 days to resolve this matter.

Registration costs include:
        a. Registration fee
        b. License plate charge
        c. Sales tax if car was purchased within the last 90 days

When registering your out of state vehicle, be sure to have:
       a. California smog certificate
       b. Out of state title and registration
       c. The vehicle you are registering

The registration fee depends on the make and year of the car. In general, newer cars and more expensive
cars will cost more to register.

SMOG CERTIFICATE
All cars that you plan to register in California (that are newer than either 1955 for domestic or 1965 for
foreign models) must have a smog certificate prior to registration, even if no additional smog device is
necessary. Certification charges will vary.

A smog inspection can be completed at many convenient locations. You may want to check with a
nearby service station or dealer for details.

CHILD SAFETY SEATS
Effective January 1, 1993, California law requires the driver and all passengers in a passenger vehicle to
wear seat belts.

INSURANCE
Automobile insurance must provide at least these amounts for one accident:
      a. $15,000 personal injury (or death) for one person
      b. $30,000 for multiple injuries (or deaths)
      c. $5,000 for property damage

Want to know more about a particular school or school district?
Every public school and district in the state is required by law to issue an annual School
Accountability Report Card. The everyday name is the SARC report or the SARC card. SARCs
are supposed to include:

        -The ethnic make up of the school and school district.
        -Test results. The results my be presented in several ways but almost without exception
        the formats follow the presentation methods of the California Dept. of Education.
        -Dropout rates for high schools
        -A description of the curriculum and the programs.
        -Class size and, teacher-pupil ratios.
        -Description of the teaching staff. How many have teaching credentials.
        -Description of facilities.

No matter how low the scores, the SARCs find the silver lining and ways to praise the school, the
district and the teachers. But this is quibbling; in fact, the SARCs contain much useful information. To
obtain a SARC, call the school and if the person answering the phone can’t help you, ask for the
superintendent’s secretary or the curriculum department. Some schools want you to pick up the
report in person; others will mail it to you. It sometimes helps if you mail the school a stamped, self-
addressed envelop or simply $3 worth of stamps and a cover letter. If you don’t know the name of the
neighborhood school, start with the school district.

PRIVATE SCHOOLS           CHOOSING A PRIVATE SCHOOL
                  1. Inspect the grounds, the school’s buildings, ask plenty of questions. “I would make myself a real
                     pest,” advised one private school official. The good schools welcome this kind of attention.
                  2. Choose a school with a philosophy congenial to your own and your child’s. Carden schools
                     emphasize structure. Montessori schools, while somewhat structured, encourage individual initiative
                     and independence.
                  3. Ask whether the school is accredited. Private schools are free to run almost any program they like,
                     to set any standards they like, which may sound enticing but, in some aspects, might hurt the schools.
                     A few bad ones spoil the reputation of the good. Many private schools sign up for inspections by
                     independent agencies, such as the Western Association of Schools and Colleges and the California
                     Association of Independent Schools. These agencies try to make sure that schools meet their own
                     goals. Some good schools do not seek accreditation.
                  4. Get all details about tuition carefully explained. How is it to be paid? Are there extra fees? Book
                     costs? Is there a refund if the student is withdrawn or dropped from the school?
                  5. Ask about progress reports and parent conferences. How often are they scheduled?
                  6. What are the entrance requirements? When must they be met? Although many schools use entrance
                     tests, often they are employed to place the child in an academic program, not exclude him from the
                     school.
                  7. For prep schools, what percentage of the students go on to college and to what colleges?
                  8. How are discipline problems handled?
                  9. What are the teacher qualifications? What is the teacher turnover rate?
                  10. How financially sound is the school? How long has it been in existence? There is nothing wrong
                    with new schools, but you do want a school that has the wherewithal to do the job.
                  11. Do parents have to work at functions? Are they required to “volunteer”?
                  12. Don’t choose in haste but don’t wait until the last minute. Some schools fill quickly, some fill certain
                    classes quickly. If you can, call the school the year before your child is to enter, early in the year.
                  13. Don’t assume that because your child attends a private school you can expect everything will go all
                    right, that neither the school nor the student needs your attention. The quality of private schools in
                    California varies widely.

BABY CARE IN OAKLAND   For licensing, California divides child-care facilities into several categories:
                                -Small family: up to 6 children in the provider’s home.
                                -Large family: 7-12 children in the provider’s home.
                                -Nursery Schools or Child-Care centers.
                                A child is considered an infant from birth to age 2.

                       Individual sitters are not licensed and neither are people whom parents arrange for informally to take care of their
                       children. If a person is clearly in the business of child care for more than one family, he or she should be licensed.

                       Each of the three categories has restrictions. For example, the small-family provider with six children cannot have
                       more than three under age 2. In everyday reality, many of the larger facilities tend to limit enrollments to children
                       over age 2, and some have even higher age limits or a requirement that the child be toilet-trained.
