ELIGIBILITY



This solicitation is open to all existing CSAFE areas to reapply for funding.

The eligible applicants are the local government, State's Attorneys, Local Law

Enforcement, or the Local Management Board, as determined by the CSAFE-VPI

Neighborhood Safety Team or local government. A single application is submitted on

behalf of all program participants in each CSAFE-VPI overall strategic plan. The

planning process should include all mandatory partners and a number of the suggested

partners as appropriate to the community.



Note: This is not an automatic continuation grant, nor is funding guaranteed. All

applicants must meet basic threshold and grant requirements in order to allocate

limited resources to areas demonstrating the most need. Funding will be approved

based of the strength strategies and need. As always, awards will be issued based on

the level of funding availability.

Thank you for applying for the Collaborative Supervision and Focused Enforcement Violence

Prevention Initiative (CSAFE-VPI) Grant from the Governor's Office of Crime Control &

Prevention (GOCCP). Many of the elements that make up CSAFE-VPI are also the core values

and priority areas of GOCCP. We are looking for collaboration, best practices, and resources

effectively built into applications that address violent crime, state of the art technology, and

community-oriented programs. CSAFE-VPI Communities have set the standard and we want to

help you continue to succeed. As we move forward with an intelligence-based model of community

supervision, it is critical that communities, law enforcement agencies, DPP and DJS work together

to target violent offenders that threaten community safety.

I. BACKGROUND



Maryland continues to have a violent crime rate that is one of the highest in the nation, making it

the 8th most violent state in the country. We must do a better job equipping communities to fight

violence. The Collaborative Supervision and Focused Enforcement - Violence Prevention Initiative

(CSAFE-VPI) program identifies areas of crime and targets specific types of violent offenders.

Additionally, it provides focused and coordinated law enforcement, offender supervision, and crime

prevention and reduction efforts. The program's main focus is to provide funding to jurisdictions to

implement best practices in community-based crime prevention and enforcement strategies aimed

at reducing violence.



The Violence Prevention Initiative (VPI) was implemented to hold Maryland’s most violent

offenders accountable. Division of Parole and Probation developed a new intelligence based, easy-

to-administer, common-sense risk assessment to identify the most dangerous supervisees in

Maryland. Using these criteria, DPP identified approximately 2400 offenders under community-

based supervision who had high propensity for committing future violent crimes and developed

enhanced supervision and containment models to manage these high-risk offenders. DPP now

makes this list available to local law enforcement so that officers on the street can collaborate with

DPP to closely monitor the activities of these potentially dangerous individuals and, if necessary,

take steps to remove them from the streets in a timely manner. VPI removes offender anonymity

and replaces it with accountability. Under VPI, a warrant is requested for the first non-compliant

act by a VPI offender. The Agents response to non compliant clients is tracked and measured

through the DPPStat process, as is warrant activity and offender recidivism.



VPI requires unprecedented information sharing and collaboration with local and state law

enforcement agencies. Parole and Probation agents are assigned to local police department

intelligence centers in an intelligence agent capacity. They provide live, accurate, and timely data

about offender as crime scenes are unfolding. This innovative collaboration goes well beyond the

traditional police-parole agent collaboration of home visits. It is seamless sharing of information to

collaboratively fight crime and hold Maryland’s most violent offenders accountable.





Additionally, the CSAFE-VPI program still requires cooperation and collaboration among state and

local public safety agencies. It promotes strategies to reduce crime and offender recidivism,

provide drug/alcohol treatment, and exchange offender information through information

technology. The program's focus is to link customized crime strategies with State resources,

agencies, and institutions. Additionally, local leaders will guide the process which creates common

visions, goals, and multi-layered strategies while encouraging resident input and creating

community capacity to improve the quality of life in Maryland. CSAFE-VPI also increases resources

that help build lasting partnerships to resolve issues and advance mutual goals and objectives.



More specifically, applicants must develop a strategic plan to:

 Collaborate with DPP & the Department of Juvenile Services to identify and assist with

supervision of offenders with special emphasis on VPI offenders whose criminal histories

indicate a propensity for violence (NOTE: this includes those that are identified under DPP well

as those that have completed their periods of supervision and still reside in the community);

 Obtain warrant information from DPP and DJS through HEAT Team meeting and email;

 Collaborative with DPP & DJS to ensure timely service of warrants;

 Selectively conduct joint home visits;

 Proactively assist victims/witnesses who are at risk of witness intimidation with participation in

the Criminal Justice System;

 Identify gang members; and

 Develop a “Top Ten Offenders” list of offenders who: are the most wanted offenders; are under

intelligence-based supervision; have open warrants; and are gang members; etc.



The purpose of community capacity building focus includes:

 Identifying local leaders to collaborate with law enforcement and organize the overall process;

 Developing local infrastructure that identifies community needs and leverages resources

necessary to meet those needs; and

 Leveraging resources that include non-profits, government, community, and institutions.



This application encourages the CSAFE-VPI community to focus on a comprehensive strategy that

blends together collaborative components.



The applicant must:

 Decide which components to emphasize and prioritize;

 Decide which components will be funded through this grant;

 Identify which components will be funded through other funding streams; and

 Define how the component pieces fit together as a part of a single, strategic plan.



Applicants also do not have to apply for every element but must describe in their strategic plan

(within the context of the elements) which elements will be targeted and why. Additionally,

applicants do not have to apply for the same elements every year and may expand there existing

strategies without increasing the request for funding above the current funding level.





II. GRANT PROGRAM SUMMARY



The CSAFE-VPI program currently involves forty-five (45) funded and nine (9) unfunded

communities throughout the State of Maryland. This consolidated application is for current CSAFE-

VPI Areas with provisions for Sub-recipients to expand boundaries and purpose areas. As a

consolidated grant application, this document allows a jurisdiction to apply for funding for several

elements through a single instrument. A CSAFE-VPI Overall Strategic Plan must be developed to

incorporate designated collaborative elements. A combination of these elements makes up an

overall strategy to produce both short-term and lasting reductions in crime, fear, and neighborhood

disorder. A CSAFE-VPI Team Registration Form must also be completed and incorporated as part

of this application to assist the planning team.



Grant funds requested through this application are limited to the following collaborative elements:



 Community Policing (local law enforcement commitment and participation in VPI with DPP and

DJS is mandatory);

 All Offender Supervision, Adult & Juvenile (in-kind from state agencies);

 Criminal Prosecution;

 Crime Analysis;

 Local Coordination/Community Mobilization;

 Nuisance Abatement;

 Support for Offender Services and Re-Entry/Addiction/Mental Health/Employment/

Education/Other;

 Youth Prevention/Juvenile Intervention [Note: Existing CSAFE After-School programs that are

seeking continuation funding must be coordinated with the jurisdiction's Local Management

Board (LMB). No new After-School programs will be funded through CSAFE continuation

grants; and/or

 Other Custom Elements (as determined by local jurisdiction).



Combined CSAFE-VPI Application Requirements



A combined application means that a jurisdiction that contains multiple CSAFE-VPI Areas under the

auspices of a single coordinating agency, such as Police Departments or Sheriff's Offices, city or

county government entities, etc., may combine multiple CSAFE-VPI elements into one document.

Using one budget enables applicants more versatility with grant dollars and maximizes program

flexibility. A jurisdiction with more than one CSAFE-VPI Area but administered by different entities

may not file a combined application unless the CSAFE-VPI Areas are consolidated under one

coordinating entity. Furthermore, it is a fundamental provision of the CSAFE-VPI program to allow

CSAFE-VPI Areas to adjust and move boundaries when dictated by the movement of crime and the

highest concentration of crime in the jurisdiction. CSAFE-VPI applicants may adjust or substitute

current CSAFE-VPI Area boundaries to meet the requirement of addressing the highest

concentrations of crime in the jurisdiction.

Applicants must demonstrate that a change in boundaries (expansion or contraction) is required

due to a currently identified concentration of crime and/or of VPI offenders (as identified by DPP

and DJS). Adjustments may include:



 Moving boundary lines to include additional or fewer streets in the existing CSAFE-VPI Area;

 Identifying a new CSAFE-VPI Area within a funded jurisdiction, and sharing or moving the funds

that were historically committed to the original area;

 Establishing a new CSAFE-VPI Area while withdrawing from a current area; or

 Reducing the overall number of CSAFE-VPI Areas in the jurisdiction.



The applicant's strategy must demonstrate a comprehensive approach incorporating both the old

and new areas. In the case of contraction or substitution, the application must demonstrate a

strategy for maintaining the reduction of crime in the prior area.

A. Key Partnerships



The CSAFE-VPI application requires creation of a Strategic Planning Committee, the continuation of

the Neighborhood Safety Team (NST), and the expansion of the Heightened Enforcement

Accountability & Treatment Teams (HEAT).



1. Strategic Planning Committee



This strategic planning process involves the examination of the data that drives the overall strategy

(crime rates, drop out, DPP/DJS case loads, etc.). It also examines the resources that are present

in the community (What do we have? What works and what doesn't?), identifies needed

services/programs or strategies (What do we need?), and it develops a plan to obtain these

services/programs or create the strategies that are effective in reducing crime and improving the

quality of life in their community.



The purpose of the Strategic Planning Committee is to:

 To provide timely intelligence to be share with all teams;

 Provide maps, collect data, and analyze progress;

 Plan for and oversee the implementation of the approved strategies;

 Assure that the strategies are carried out effectively and in accordance with grant

guidelines;

 Set specific objectives and a timeline for meeting the goals of the strategic plan;

 Assure that the strategies are fully supported by their respective agencies;

 Assure that grant funding is used efficiently;

 Plan for HEAT Team member vacancies; and

 Address other matters as needed.



The Strategic Planning Committee will be chaired by the Sub-recipient or his designee.

Members will include but are not limited to:

 The Sub-recipient or his designee;

 The first line supervisor for Department of Parole and Probation (DPP), Department of

Juvenile Services (DJS) and law enforcement;

 The crime analyst; and

 A member of Advanced and Specialized Training (AST).

 The Sub-recipient or their designee will ensure that minutes are recorded, distributed

and submitted to all members and GOCCP, and will be included in the next meeting

date.

NST HEAT









2. Neighborhood Safety Teams (NST)



Neighborhood Safety Teams (NST) are required in each CSAFE-VPI Area. Through the Lead Local

Coordinator (LLC), the team is the primary vehicle for the planning and development of the

strategic plan for the CSAFE-VPI application. The NST also oversees the implementation,

coordination and progress of the strategy. Each NST consists of a Lead Local Coordinator, HEAT

Team agency management or participants, and other selected community officials that the NST

deems necessary to fulfill their overall strategy. The NST works cooperatively with community

members and leaders to develop strategic plans based upon the needs and resources of the

community.



The NST is responsible for holding regular meetings consisting of a minimum of one meeting per

quarter in each CSAFE-VPI Area to provide venues for communication with CSAFE-VPI police

officers, local program coordinator(s), community mobilization specialist(s), and other community

stakeholders. The role of the NST is to provide a forum for community stakeholder discussions

regarding crime trends, safety concerns, and non-confidential updates on CSAFE-VPI activities in

the community.



The NST meeting is a tool for bringing together public and private sector businesses, residents,

public safety agencies, and other partners in an effort to reduce crime and improve the quality of

life in the community. These meetings are designed to address all community concerns in the

CSAFE-VPI area including Nuisance Abatement, Policing, Mobilization, Prosecution, etc. that are

outlined as the strategy in the grant application. Residents should be encouraged to speak to a

CSAFE-VPI representative regarding specific concerns or intelligence to be forwarded to the HEAT

team.



In most CSAFE-VPI areas, HEAT team members attend the NST meeting and are available at that

time for community concerns. Most specifically, the NST is concerned with the impact of the

CSAFE-VPI program on the community and how the program makes a difference in the community

by a show of outcomes, such as community cleanliness (Nuisance Abatement), housing issue

improvements (Prosecution), and community solidarity (Community Mobilization).

3. Heightened Enforcement Accountability & Treatment (HEAT) Team



The HEAT team includes DPP and DJS, law enforcement and treatment/intervention components as

well as local enforcement agency representatives (e.g., housing, code, animal control) as

determined by the strategic plan. Police and supervision members of the HEAT team perform

specific duties (see appendix A).



The HEAT team is encouraged to expand by including key members of local enforcement and

treatment agencies to implement elements of the strategic plan. The HEAT team is the primary

entity responsible for the implementation of the street level public safety elements of the strategic

plan. HEAT team meetings are held a minimum of twice a month and provide a forum for specific

interest communications with residents, organizers and coordinators regarding community

intelligence of local crime or other specific community concerns. Residents may request to attend

a HEAT team meeting to discuss specific interests and share community intelligence with the HEAT

team by contacting a CSAFE-VPI police officer, CSAFE-VPI community organizer/mobilizer, local

coordinator, or other designated CSAFE contact person.



The focus of the HEAT team is its role in reducing crime through prompt warrant service, offender

identification, tracking and monitoring, offender case staffing and strategies, input of key

indicators, and dissemination of information back to police units and other functions as outlined in

the CSAFE-VPI Grant Application, Agreement on Operating Standards, AST training, and by GOCCP

staff. The HEAT team meeting is NOT designed to be an umbrella meeting whereby it is the main

venue of communication of community concerns with CSAFE-VPI officers. Most specifically, the

HEAT team is primarily concerned with process and enhancements in the way warrants are served,

offenders are supervised, and key indicators are analyzed to make a difference in the community

by reducing the occurrence of criminal activity.





B. CSAFE-VPI FUNDING, BUDGETS AND FUNDING PERIOD



The Maryland CSAFE-VPI Initiative will utilize funds appropriated by the Maryland General

Assembly for fiscal year 2010.



$3,300,000.00 has been requested for fiscal year 2010. This grant application kit is

published prior to the actual appropriation of funds by the Maryland General

Assembly and therefore is subject to cancellation or modification based on the final

FY 2010 State Budget. Funds appropriated by the General Assembly in the FY 2010

State Budget will be utilized to fund the CSAFE-VPI Initiative.



Note: Funding will not be provided for the following Collaborative Components:



 DPP and DJS supervision services;

 Youth Prevention (After School) Programs that are not currently funded through the

CSAFE Initiative. CSAFE After-School programs that are currently funded must be

coordinated with LMB After-School programs in the jurisdiction; or

 Police Athletic League (PAL) Centers without an associated Policing Component.



This grant is for a one-year period that starts 7/1/2009 and ends 6/30/2010. Each site

must provide a budget summary and budget detail and spending plan.



Budgets must be clear and specific with budget priorities noted (see Budget Justification section

contained on pages 19-24 of this NOFA). A Spending Plan must detail the timeline for the

implementation of each budget line item (i.e., salary will be expended evenly in each quarter).

GOCCP reserves the right to reduce budgets.



Matching funds demonstrate local commitment to the comprehensive strategy. It is expected that

communities will use in-kind support to expand their strategy. For example, funds previously used

to support an after-school program may be re-directed to addiction recovery while support for the

after-school strategy is demonstrated through the cash match of another program serving the

children in this community (funded by a different source). Local match may be demonstrated

within the language of the overall strategic plan. Local match figures should not be included

the application's budget section; it may be described within the text of the application or

as a comment at the bottom of the budget pages in the budget justification section.



There are two types of match:



 Cash match, also referred to as hard match, is cash spent for project related costs.

 In-kind match, also referred to as soft match, includes non-monetary contributions such

as volunteer time, materials, building use, utilities, personnel, and rent.



Sustainability



When funds are shifted from one component to another, the applicant must demonstrate how the

project will either be continued through other funding sources or that the project is no longer

necessary to meet the community goals. If it is determined that a funded project is no longer

needed or that the funds will be redistributed, the implementing agency or vendor for that project

must be notified by the applicant prior to submission.





C. APPLICATION PROCESS



The Governor's Office of Crime Control and Prevention (GOCCP) requires you to submit your

application for funding through GOCCP's electronic application program. Your grant

application for FY2010 funds will only be accepted if it was submitted though our

on-line application software.



The grant application software contains a built in help file. Additionally, there are detailed

instructions for installing and using the online application software (from the LETS NOFA page

select View/Print Technical Instructions (application)). If you require technical assistance

with downloading, installing, or running the online application software you may contact the

Providing the applicant and implementing agencies are the same, the applicant should

consolidate all elements/programs into one overall grant application. For example, a

municipality that has multiple programs may receive one award as long as the applicant and

implementing agency are the same. However, if there are multiple applicants and/or

implementing agencies in a jurisdiction, either the lead agency can take responsibility for

submitting and administering the programs within, or each entity must submit one overall

CSAFE-VPI Strategy individually.



The application should include (1) an overall 'Face Sheet' to identify your jurisdiction; (2) an

overall strategic plan, project summary, narrative and detailed budget that explains how all of

your CSAFE-VPI projects create a collaborative strategy and discusses demographics, in-kind

services, specific project timelines, staffing, processes, goals, objectives, and expected

outcomes; (3) a detailed budget that notes the relative element on each specific line item.

Due to the fact that the Operating Expenses budget category is a drop down menu only,

identifying the relative element will have to be detailed in the budget justification section. (4)

The online system does not allow the project summary to exceed more than 100 words, and

the project narrative does not exceed 30,000 characters (excluding appendices and budgets).

If there is additional data that exceeds the character limits, please attach it to your hard

copies; and (5) Appendices as requested which include: a completed team registration form,

budget forms, any required templates, at least ten (10) signed letters of commitment from

partners indicating any agreed funding matches and/or other tangible commitments, and

signed letters of support from community members who are not partners to the program

(i.e., interested persons and/or organizations who are not supplying a tangible commitment

to the program).

THE HARD-COPY VERSION OF YOUR GRANT APPLICATION MUST BE GENERATED BY

THE GOCCP ON-LINE APPLICATION SYSTEM. NOTE: Please do not submit your working

document as your hard copies. One (1) original application, signed in blue ink by the

Authorized Official for your jurisdiction, must be placed in a three ring binder, and organized

with tabs to separate each section. In addition to the signed original, four (4) additional

copies of the application must accompany the original and be received before the submission

The Governor's Office of Crime Control & Prevention will conduct training and technical assistance

on the CSAFE-VPI Consolidated Grant Application for all regions of the State. Training and

technical assistance sessions will be held on Thursday, January 29, 2009, from 10:00AM to

1:00PM. The training provides information to Lead Local Coordinators, Project Directors, and

Fiscal Representatives for a successful completion of the CSAFE-VPI Grant Application.

Attendance is mandatory and the application is competitive.

V. APPLICATION INSTRUCTIONS AND FRAMEWORK



The CSAFE-VPI application encourages communities to focus on an overall comprehensive strategy

that blends together the programs to form a single strategy. The applicant, in collaboration with

the local law enforcement agency and community leaders, works together to decide which

programs to emphasize and prioritize. Applicants decide which programs will be funded through

this grant process, which will be funded by in-kind match and/or through other funding streams,

and explains how each program fits together to form a single, strategic community plan.

Applicants are not required or encouraged to apply for funding for every element, but applicants

must describe their strategic plan within the context of all elements, clearly define which elements

will be emphasized and explain why. This comprehensive crime approach must be supported by

the collaboration of state and local agencies, community organizations, and community residents.

Again, the primary goal of this application is to bring together key stakeholders and partners

around centralized issues in order to further the progress of community capacity building.



Each application must contain the following information:



A. Project Summary



The Project Summary provides a concise summary of your proposal in 100 words or less. GOCCP

would like to make writing the project summary as simple and consistent as possible. Use the

following template for your project summary:

Collaborative CSAFE-VPI programs. The overall strategy is made up of the combination of

funded and in-kind collaborative programs to produce both short-term and lasting reductions

of crime, fear, and neighborhood disorder.



b. Description of Partner Organizations



One of the main goals of partnering with other organizations is to bring together the various

stakeholders and consolidate their efforts to achieve results within the community. The

partnerships formed to support the proposed strategic plan should be ongoing and work

together to coordinate the overall plan. In this section, the application must include a

description of the partnerships that have been formed and how each partner is involved.

Each partner is expected to contribute something tangible to the project and be willing to sign

a letter of commitment (letters of commitment should be included in an addendum to the

application). The applicant is expected to describe how barriers to partnerships are being

addressed or will be addressed.



Provide a budget summary that outlines grant funds requested for all programs of the CSAFE-

VPI application. Budgets must be clear and specific with budget priorities noted. Budget

requests that exceed last year's total will be returned to the applicant to revise.

GOCCP also reserves the right to reduce budgets.



3. Describe Each Program Strategy and/or Activities



In this section describe each strategy, both funded and unfunded that will be continued,

expanded or enhanced through this application. Each program or activity proposed should

specifically conform to approved, collaborative elements. These approaches should be tied

directly to the needs of the CSAFE-VPI Area and demonstrate collaboration that address

problems.



This section must address the following criteria for each individual program:



 "Who will do what?" Explain how partners are necessary to accomplish the

activities.

 "What is the strategy?" What is it that the team is trying to accomplish and why.

 "What is going to be done?" What activities, programs, strategies, will the

partners be engaged in. NOTE: All After-school programs must conform to the

standards for after-school programs funded under the GOCCP Youth Strategies

Initiative.

 "What is the timeline of activities?" The timeline for the activity, where will it

take place, and who is responsible for ensuring that things get done on time.

 "How do the activities link to the strategy?" Programs and activities should be

linked to the overall strategy. The strategy must be linked to problems identified.

 "What resources are required?" Budget, personnel, volunteers, and

community/political support.

 "What is the work plan?" At a minimum, the work plan should contain action

steps, responsible parties, timeline, and deadlines.

Explain how progress will be maintained in the event of expansion or contraction.

Include a description of all funding mechanisms to sustain these efforts.

 How is information shared between the team? Describe how data will be shared

by the crime analyst with team members.

4. Other Funding Sources



Identify all other grant funds that support the crime reduction, crime prevention, and

community safety strategies in the CSAFE-VPI Area. For example, if applicants receive Cease

Fire, Operation Safe Neighborhoods, Weed and Seed, etc., these funds must be identified.

Applicants must specify how those funds are utilized in the CSAFE-VPI Area and whether or

not they are tied to the CSAFE-VPI strategy.



C. Letters of Support and/or Commitment



Attach letters of commitment/support in the Application Appendices. Submit Letters

of Commitment from partners who participate in the execution of the project or whose

cooperation or support is necessary to its success. Letters must indicate each partner's role

in the project and describe the nature of the commitment and support that will be supplied.

Letters of Support may be submitted by community partners/representatives who support the

application, but will not be a partner in the delivery of services.



NOTE: When a program will be funded through a local match and will not seek grant funds, a

letter of commitment is mandatory.



D. Budgets



Grant awards will cover a twelve (12) month period. Each line item must clarify the relative

element if applicable.



Funding will not be provided for the following programs:



 Adult and Juvenile Probation; or

 Youth Prevention (After School) Programs that are not currently funded through the

CSAFE-VPI Initiative.



Funding will not be provided for the following line items:

VI. GRANT REVIEW CRITERIA AND PROCESS



A. Grant Review Criteria



A Grant Review Committee will score each application. The scoring will be as follows:

CSAFE-VPI Overall Plan - 50 points

Description of Strategies/Programs/Activities- 20 points

Budget - 10 points



Total: 100 points



B. Rating Scale



The Committee will score the application using the following rating scale:



0-50 points = Non-Responsive

51-60 points = Poor

61-70 points = Fair

71-80 points = Good

81-90 points = Very Good

91-100 point = Excellent



C. Final Awards



Funding will not be available to applications scoring less than 60 points. For applications

receiving 60-70 points, technical assistance will be made available to assist the jurisdiction

and determine if a final award is possible.



Final awards will be determined and communicated to the applicants by June 20, 2009.





VII. ROLE OF GOCCP STAFF



GOCCP staff assists the Grant Review Committee in evaluating the applications submitted and determining

the availability of funds for each local strategy proposed. Following the awards, GOCCP staff will be

responsible for providing technical assistance to the communities and assistance with program reporting.

GOCCP staff will conduct program site visits to view the implementation of the programs and document

compliance with all applicable funding regulations.





VIII. PROGRAM REPORTING



Applicants are required to submit quarterly progress reports, performance measures, request for funds,

and financial reports detailing implementation, progress, actual expenditures, and use of funds of the

funded programs in the format provided by GOCCP. Program reporting will include descriptions of the

ongoing partnerships created to plan and implement the strategies/activities contained in the proposal,

which must include the mandatory partners. In addition, all Sub-recipients must participate in any

evaluation process determined necessary by GOCCP.
