Comments: * Although there are 29 incorporated cities and 17 counties in the Permian Basin region totaling 46 jurisdictions, 41 are eligible for Homeland
Security funding and have a response capability. The remaining jurisdictions do not have a response capability, and therefore, are not included in the count for
the purposes of this status summary.

First Responders will have access to common statewide and nationwide interoperable public safety frequencies within their normal operating
frequency band, as outlined in the Texas Interoperability Channel Plan. This can be accomplished by either having a totally dedicated supervisory
Level 3
vehicle which has these frequencies and responds to all inicdents or, where this is not practical, all first responders shall have these common
statewide and nationwide interoperable frequencies.
First Responders will have the capability, on incidents, to communicate on all interoperable public safety frequencies, regardless of the frequency
Level 4 band, as outlined in the Texas Interoperability Channel Plan. This means that all responder radios must have in-band interoperability frequencies
or they must be in a supervisory vehicle that responds to all incidents in which responders without the in-band interoperability frequencies are
involved (Level 3). Further, a gateway, or connecting device, shall be utilized to connect the disparate bands of interoperable frequencies.
