							            Asotin County 4-H Leaders Council and Committee Meeting Minutes - November 9, 2009

Meeting began at 7:10pm. Flag Salute and pledges. Minutes – m/s/c as published.
Treasurer’s Report –Currently there is $11,313.35 in the LC account. Bills: member pins $10.20 and membership fee reimbursement
for Todd Johnson $10.00 was m/s/c.
Extension Office – State office is trying to help the Eastern side of Washington State 4-H to be more involved on the state’s 4-H
website. 4-H activities such 4-H teen events, community services, etc. is highly needed by State Staff, Betsy Fradd, to report on the
website. Our county involvement is highly needed; please share information soon with Nicole at the office. Llamas for sale, contact
Rebecca at 509-758-8437. 266 members enrolled so far and 11 new leaders (totaling 67 Leaders). In December new Leaders Training
will be held. Notification of trainings will be posted on the Asotin County 4-H website soon and new leaders will be contacted.
Trainings are about 1.5 hours long and are held at the Extension office.
Fairboard – Received the grant for Boyd Hall revisions.
Horse Committee – Will have a new Chair by the end of November. See Horse Committee Minutes for further details of meeting.
Family Living – Performing Arts members will be performing their acts of dance, singing, etc. on Tuesday, April 20 at 7:00pm at Boyd
Hall for judging.

Fair Boosters – Asotin Fair Booster met October 28 in the Commissioners Chambers with President Bill Correll presiding. There was
an open review of Article Four of our By Laws. They will remain as drafted and approved for 2/15/06. All members may have a copy.
Article Four, section “D” refers to 4-H member and reads as follows: 4-H members are encouraged to join the organization. Rayla
Carlson is our first 4-H member, having paid her dues at this meeting. Rayla made her presentation regarding the National 4-H
Congress at Atlanta, GA., November 28-29-30, 2009. Stating there will be only 8 people from the state of Washington going in 2009.
It has been quite a few years since Asotin County has had a representative at National 4-H Congress. Rayla will represent Asotin
County this year. The Asotin Fair Boosters voted to give Rayla $200.00 to help her with expenses. We would encourage more 4-H
and County Teens to join our membership. Dues are $10.00 per year. Our mailing address is PO Box 571, Asotin or call Charlotte

Tuttle 509-243-4627. Our next meeting is scheduled at 7:00 PM on December 9 at the commissioner’s chambers in the Courthouse
Annex.
Teen Committee – no report, see new business.
Livestock Committee – Clyde Conklin has an updated Sales Committee list. There were buyers with a few buyers getting through
the gate at fair time. Cami Browne and Glen Landrus will work on getting the average cost of raising an animal in sales book. Mark
will work on developing a handout. Steve Polumsky talked about stall card for education on cost of project to be displayed at Fair.
Clyde said the most visible way would be to send letter to buyers. Send letters in late March. Cami, Glen & Mark will work on putting
together average costs of livestock and will get it to Clyde. Judges discussion and choices are as follows:
Beef: Glen Landrus wants to postpone picking the beef judge at the moment, would like more investigation done about other judges
m/s/c. Email discussion will be handled by Mark Heitstuman.

Mark Heitstuman said there will be a Beef Field Day on March 13, 2010 and a Swine Field Day held on March 27, 2010, further
details coming later. January meeting presentations will be on Disease and Quality Assurance. Farm Service Agency in Clarkston
makes loans available to 4-H and FFA youth. Beef weigh-in on Dec. 5 at 8-9:30am at the Asotin County Fairgrounds. Livestock
insurance available through Grange Insurance.
Fair Exhibitor Approved Changes are as follows:

The following dress code WILL be strictly enforced: Jeans or slacks with a LONG sleeve shirt or blouse that is tucked in and a jacket (if
it is cool). Shirts and blouses are to be buttoned to within 1 or 2 buttons from the top. Boots are HIGHLY recommended, but clean,
heavy athletic shoes that are laced to the top and tied or a similar leather shoe can be substituted. NO hats are to be worn while
showing except for royalty. All clothing should be clean and in good repair. Jewelry is discouraged; it can be dangerous.

( Page 17) The New 19. All exhibitors must dress tastefully and conservatively. Bare feet and exposed midriffs are not allowed. All
shirts must have at least three finger width straps at the shoulders. Mesh or see through (sheer) clothing is not allowed.
Undergarments may not be exposed. Clothing that advertises alcohol, drugs, tobacco, gang affiliation, sexually explicit messages or
obscenities will not be allowed. All clothing and shoes must be clean and in good repair. All exhibitors may not participate in the
Fair unless they acknowledge and comply with the above dress code. If, in the opinion of the activity or event officials, a participant
does not comply, the participant shall be given one opportunity to correct the problem. If participant fails to correct the problem,
they will be asked to leave the activity or event and all awards and premiums shall be forfeited.

DOGS
1. Exhibitors will be judged in groups as divided by lots listed. Exception to the rule could occur if the superintendent feels that not
enough FFA members are entered. They then will be combined with the Senior 4-H group.
2. If benching space is available, dogs may be kept on the grounds during the Fair. The Superintendent will have information
concerning spaces and times allowed. If benching is allowed, an exhibition tag with completed information must be on display.
3. Dogs MUST be kept on leash at all times, except as directed by the judges.
4. All 4-H / FFA Dogs must have an official bandana worn to enter and walk the fairgrounds.
 5. Dogs must have DA2PL – distemper, hepatitis & rabies shots for all dogs over six months. A record needs to be provided to the
Superintendent upon entry.
6. Dogs must be well groomed. Coat should be glossy and combed. Animal must be free from dirt, dandruff, fleas, lice and ticks.
Ears are to be free of dirt, wax and odor. Nails should be short and feet should not have mats between toes.
7. Handlers must be neatly groomed & appropriately dressed. Appropriate footwear and long sleeved shirts are required. No treats
or toys are allowed to be used by the handler. For proper dress attire refer to WSU 4-H Dog Project Showmanship Guide.
8. In case of a tie, there will be a runoff. A Top of Class ribbon may be awarded in each lot. A special award in each age group may
be awarded for the highest score in Fitting and Showing and highest score in Dog Obedience. A Best Showman Award in each age
group may be given for the highest combined scores of Fitting & Showing and Obedience. These awards are given at judges
discretion. Point scale for ribbon placing to be posted. A trophy will be offered in each age group within a class with an Overall
Fitting & Showing award for 4-H.
9. A member may show one dog for Fitting & Showing and another dog for Obedience. To qualify for the state fair in Obedience, a
member must show the same dog in Fitting & Showing and Obedience and receive blue ribbons in both classes. To qualify for the
state fair in Agility, a member must show the same dog in Fitting & Showing and Agility and receive blue ribbons in both classes.
10. Champion/Reserve Champion ribbons and/or awards WILL NOT be awarded for animals that do not receive a blue ribbon.
11. Entries in Dog Obedience classes are limited to ONLY ONE CLASS.
12. No treats or toys are allowed to be used by the handler.
13. Everyone is expected to clean up after their dogs. Bags will be provided.

DOG OBEDIENCE
Obedience trails demonstrate the dog’s ability to follow specified routines in the obedience ring as well as to show that the dogs
have been trained to behave in the home, in public places and in their presence of other dogs in a manner that will reflect credit on
the sport of obedience at all times and under all conditions. All contestants in a class are required to perform the same exercises in
the same way so that the relative quality of the various performances may be compared and scored. Equipment: 6-Foot Lead and
properly fitted choke chain or flat collar.
 Points allowed: Blue – 100: Red – 75; White – 50

RALLY
Rally is a sport in which the dog and handler complete a course that has been designed by the rally superintendent. The judge tells
the handler to begin, and the dog and handler proceed at their own pace through a course of designated stations (10-20, depending
on the level). Each of these stations has a sign providing instructions regarding the next skill that is to be performed. Scoring is not as
rigorous as traditional obedience. All exercises are judged on leash, and all dogs must enter and leave the ring on leash. The leash
must be made of fabric or leather and needs to be long enough to provide adequate slack.
 Points allowed: Blue – 100: Red – 75; White – 50

AGILITY
AGILITY RULES
1. Not ALL equipment will be available at Fair time and the courses will be designed accordingly.
2. Dogs must be 12 months of age or older. Handler and dog must and have completed at least 6 agility classes within the current 4-
H year before they compete in a dog agility trial. 4-H members/handlers are responsible for completing their Asotin County 4-H
Agility Release Form. 4-H members/handlers need to present their completed Asotin County 4-H Agility Release Form to the Dog
Superintendent before they are able to participate in agility trials. The Asotin County 4-H Dog Agility Release Form is available
through the Extension Office.
3. Optional attire: Shorts, Tennis shoes and short sleeves
4. Every dog MUST be on a leash at all times except when running on course.
5. Absolutely NO collars on Open and Elite Dogs.
6. Absolutely NO tags of any kind on the color collar of a Novice dog.
 7. Everyone is expected to clean up after their dogs. Bags will be provided.
8 7. All exhibitors are expected to treat their dogs with kindness, no scruffing or scolding.
9 8. Sportsmanlike conduct is expected.
10 9.Blind dogs are not eligible to compete in Agility at fair. Any other dogs that cannot perform obstacles safely are also ineligible.

Regular Agility
Agility is patterned after equestrian show jumping. Dog agility combines the elements of a dog’s agility, briskness, confidence, and a
handler’s control over an obstacle course designed for dogs. Dogs must be 12 months old to begin agility training and must have
attended 6 agility classes within the current year to participate. Optional attire: Short sleeves, shorts, and running shoes.
Points allowed: Blue – 100: Red – 75; White – 50
CLASS 293A – NOVICE AGILITY (4-H/FFA) - Dogs who are just beginning Agility. Equipment allowed, A-Frame, Tunnel, Jumps, Pause
Table. Dog must be on a leash.
CLASS 293B –OPEN AGILITY (4-H/FFA) - Dogs who have exceeded the Novice Level. Equipment allowed, A-Frame, Tunnel, Jumps,
Pause Table, Dog walk, Broad Jump and Chute. No Leashes.
CLASS 293C – ELITE AGILITY (4-H/FFA) - Dogs who have experience on all equipment. Equipment allowed, A-Frame, Tunnel, Jumps,
Pause Table, Dog walk, Broad Jump, Weaves, Tire Jumps, Teeter and Chute. No Leashes.
STANDARD ELEMENTARY - 10 - 12 obstacles, which may include A-Frame, Pause Table, Open Tunnel, Closed Tunnel, Dog Walk, Bar
Jumps (3 to 5) and Broad Jump. Approved collars are required. Leashes are optional.
 STANDARD PRE-NOVICE - 12 - 14 obstacles, which may include A-Frame, Dog Walk, Pause Table, Open Tunnel, Closed Tunnel, Tire
Jump, Broad Jump, Bar Jumps (4 to 6), wing jumps, panel jump, and/or double bar. All dogs to be shown off leash, use of an
approved collar is mandatory.
 NOVICE - 13 - 15 obstacles, which may include A-Frame, Pause Table, Open Tunnel, Closed Tunnel, Dog Walk, Tire Jump, Broad
Jump, Double Bar Jump, 6 Weave Poles, See Saw, Bar Jump (3 to 5) and/or wing jumps, panel jumps. All dogs to be shown off leash,
with or without a collar.
OPEN - This class will use AKC regulations for trials. If a conflict of rules, the 4-H rules supersede the AKC regulations. Equipment
requirements are the same as the novice class, except for the following additions -- additional bar jumps to meet the required
number of obstacles, and weave poles (6-12)if available).
 STANDARD EXCELLENT - This class will use AKC regulations for trials. If a conflict of rules, the 4-H rules supersede the

Unfinished Business – Reports of officers: MJ Meyer was voted to be the new 4-H Leaders Council Treasurer, her term will conclude
May 31, 2011. Vice President nominations were for Luke Forsberg and Gail Campbell, Gail Campbell is the new 4-H Leaders Council

Vice President, term ends May 31, 2010. Handbook corrections are due Nov. 9 . Trophy sponsors are $25 each. Please send trophy
sponsor names to MJ Meyer as well to cougmom60@hotmail.com , you must also get them into Arlene Mullins, Fairboard. CTR
Program has three positions available, three applicants applied. Teen Interview panel will consist of Mark H., Gail C., Charlotte T.,
Rayla C., and more to come. Interviews will be held at the Extension office before the end of November. Teen Rally youth presented
about their experiences this year. Jessica Ubachs was elected President of the WA State Advisory Board at this year’s 4-H Forum held
in Grand Mound, WA. Congrats Jessica!
New Business – Demonstration Day Committee: Gail Campbell, Margaret Reeves, Steve Polumsky, Dave Darst, Loy Smead, and MJ
Meyer. Date for event will be Saturday, Feb. 6, 2010. Super Saturday Committee: Gail Campbell, Loy Smead (foods), Jyl Hove, Jerrie
Davidson. Super Saturday will be held on March 6, 2010 at the Asotin County Fairgrounds. Christmas Parades will be held on the

following dates: Clarkston’s Parade on December 5 and Asotin’s Parade on December 12. 4-H Teen group will Chair the Parade
Committee for 2009. Theme is “The 12 Days of Christmas”. The Asotin County Youth Commission is accepting new members, speak
with Mark Heitstuman about eligibility and duties 509-243-2009. 4-H Teen Group will be hosting an overnight camp on Nov. 20-21
at the Grange Hall in the Clarkston Heights. Surrounding counties are being invited as well as Asotin County 4-Her’s. Could use adult
chaperones to help out, contact Lisa Ubachs of Animal Crackers 4-H for further details or the Extension Office.
4-H Teen Group presented a Team Building Exercise for all meeting participants. Lesson taught: learning to understand how to get
the bigger picture that we all have different traits that help make the whole complete story and need to work together positively.

Checking acct - $2043.83 CD - $2000.00 Total Balance - $4043.83.
We have no outstanding bills.
 Correspondence: A nice Thank You card was read by Diana from Lucy Eggleston. She received a gift bucket filled with horse items
from Horse Leaders Council, for winning the Horse demonstration division.
 Old Business:
Classes - adding and deleting.
It was moved and seconded to Add Owner Trainer and to continue to have Hunter Hack. We will be deleting 2 of the Mini Western
Games - In Hand Poles and In Hand Figure 8 Race. Nicole will make these changes in the Premium book.
Trail Class – Pat Bogar with BCH will get back to Diana after their meeting Tuesday as to whether or not the group wants to put on
the trail class again. The Trail Class decision will be tabled until the Jan meeting.

2010 Fair Exhibitor Handbook Changes under the Horse Section (PAGE 30-32):
Add under Equine Performance section and lots as following:
Owner/Trainer
For competition purposes any horse is considered to be one year old on the first day of January following the actual date of foaling.
(AHSA 2003 Rule Book) Contestants must have owned/trained their horses to be eligible for this section and provide their own
sacking out equipment (gunny sack with aluminum cans, etc.). Contestants will be asked to perform the following:
